GOODMAN be ASSOCIATES, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 5000 square foot commercial building. LOCATION: North side of Highway 111, 400 feet east of Cabrillo Avenue. ZONE: C-1, S.P. Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the architectural review commission moved to grant preliminary and final approval, subject to conditions. Date of Action: September 11, 1984 Vote: 5-0 (An appeal of the above action may be made in writing to the city clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) STAFF COMMENTS: Minutes are attached. J MINUTES PALM DESERT ARCHITECTURAL COMMISSION SEPTEMBER 11, 1984 No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed. The minute motion on these cases was approved 4-0-1 (Commissioner Cook abstained). III. CASES: A. Final Drawings: 1. None B. Preliminary Plans: 1. CASE NO: 225 C APPLICANT (AND ADDRESS): FRANK R. GOODMAN do ASSOCIATES, 77- 900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval of plans for a 5000 square foot commercial building. LOCATION: North side of Highway 111, 400 feet east of Cabrillo Avenue. ZONE: C-1, S.P. Mr. Smith reviewed the actions of the commission at its last meeting. Commissioner Martin explained the concerns of the commission members that were present at the last meeting. The commission discussed the use of landscape planting to unite the buildings in conformity. Commissioner Cook suggested some type of street tree program. Mr. Diaz replied that that could be discussed at the next meeting. Commissioner Martin indicated that he would like to see some variation in the fascia. Moved by Commissioner Cook, seconded by Commissioner Martin, to approve the preliminary and final plans, subject to conditions. Approval was subject to the following conditions: 1. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission.No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed. 3. That all conditions of PP 84-25 shall be met. 4. That the applicant return to the commission prior to issuance of building permit and receive approval of the commission of revisions to the building fascia that will serve to make this building distinctive. -2- AGENDA ITEM NO: III-B-1 DATE: SEPTEMBER 11, 1984 ARCHITECTURAL COMMISSION CASE NO: 225 C APPLICANT (AND ADDRESS): FRANK R. GOODMAN do ASSOCIATES, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 5000 square foot commercial building. LOCATION: North side of Highway 111, 400 feet east of Cabrillo Avenue. ZONE: C-1, S.P. BACKGROUND: This case was continued from the meeting of August 28, 1984. DISCUSSION: The property is a 100 foot by 136 foot lot on the north side of Highway 111. The proposed five unit building has 5,000 square feet of area and is oriented to the south end of the property. Parking is provided on the north side of the lot with access from Alessandro Drive. This project, with minor variations, is a virtual duplicate of the building being constructed by the applicant 100 feet to the west. ELEVATIONS: The proposed stucco building will be single -story (ITV high to the top of the parapet). The front of the building facing Highway 111 provides the entry to the five (5) units each with its own store front glazing. The window area will have a pattern of three smaller windows around one larger window. Along the building over the glazed area a 4' high deep stucco fascia provides solar protection as well as architectural interest. The stucco color will be the same ivory used on the other building. The rear elevation is basically similar to the front with the exception of the window areas. Each unit has its own individual access. commission may wish to assure itself that the rear fascia will be high enough to block the view of any roof mounted equipment. The commission may wish to consider some modification to the elevations to provide some variation from the building presently under construction. SIGNS: The plans indicate that each unit is to have a hanging 8' x 2' wood sign. The sign is to be hung from the soffit. The size proposed conforms to the code requirements. At the rear, 4' x 2' signs are to be located on the soffit adjacent to the doors. LANDSCAPING: A plan has not yet been submitted, but staff has been assured one will be available at the meeting. RECOMMENDATION: Provided an acceptable landscape plan has been submitted, and staff's comment regarding the elevations is considered, staff recommends approval of preliminary plans, subject to the following conditions: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. } 225 C Continued 2. 3. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for two story commercial building. LOCATION: South side of Alessandro Drive, 150 feet east of San Pablo Avenue. ZONE: C-1 Commission indicated that it was concerned with the second story, south elevation. Commission felt that the wall needed some type of detailing treatment (i.e.: paint, roofing, etc.). Moved by Commissioner Holden, Seconded by Acting Chairman Martin, to approve the preliminary plans, with condition. Carried 2-0. Approval was subject to the following conditions: 1.
