My name is Anyse Smith and I have been a Palm Desert resident since 2014. I applaud the City
Council for putting it to the voters to decide whether our city should move from two city council
districts to five. Now that the majority of voters have demonstrated support for five districts, it is up
to the city to act upon the will of the voters. Local government should be accountable to the entire
community it serves, and every voice should have an equal opportunity to be heard. It follows then,
that the city council should reflect the diversity of the population that it serves. If this sounds
familiar, that’s because these principles fall directly in line with the objectives of the California Voting
Rights Act (CVRA). As it stands now, Palm Desert is still in violation of the CVRA. Each day that the
council declines to take purposeful action to remedy this issue is another day that the city risks
further costly litigation to reach a foregone conclusion (five districts). I would much prefer to see our
taxpayer money go toward other important issues, such as finding solutions for our unhoused
community members. A majority of voters in Palm Desert have said plainly that we support the city
switch from two council districts to five. We hope that the City Council will listen.

Dear Mayor Kelly (I am also sending this email to the other council members):
I am writing to urge you to support the will of the voters whose advisory vote in the last election was for having five
voting districts instead of two. I believe that having smaller, distinct voting districts will give voters a better chance
to get to know their sole representative. Smaller voting districts also enable better responsiveness to highly local
issues/problems (e.g., street repairs, noise problems, public nuisance issues, traffic problems, mail theft, etc.).
