BACKGROUND:
This item was originally reviewed at the meeting of July 10, 1984. At that time, the
commission had several concerns that needed to be addressed before approval could be
considered. Those concerns were as follows:
Plant material & sizes
2. Rear elevation should be given some design treatment.
3. Front elevation should be restudied.
4. Handicapped stalls to be relocated.
REVISIONS:
The applicant has submitted revised plans which address those concerns: Basically, the
front and rear elevations of the building have been revised along with the landscaping.
The parking at the rear of the building has been changed to conform with code
requirements.
RECOMMENDATION:
After consideration and resolution of the above mentioned items and any concerns of the
commission, staff recommends preliminary approval, subject to the following conditions:
1. Construction plans shall be submitted for approval to the city fire marshal
prior to issuance of building permits. All conditions shall be made a part of
construction and no certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping, grading, lighting,
amenities, trash storage, walkway layout, irrigation plans and sign program
shall be submitted to the architectural review commission. No final
inspection or occupancy permit shall be given by the department of

Motion by Commissioner Martin, seconded by Commissioner Leung, to
approve the two fascia -mounted signs with the colors as submitted.

plans for a 4000 square foot furniture store.
LOCATION: North side of Highway 111 (Frontage Road) 80 feet west of
Las Palmas Drive.

Mr. Sawa explained that during study session the commission expressed
concern regarding the location of the handicapped parking stalls, lack of
elevation front and back, and the type of plant materials used.
Commissioner Martin indicated that the applicant had received a
variance to the front setback requirements. He indicated that he would
like to see more undulation on the front elevation. He explained that the
parking area is limited and the number of spaces he is allowing is
acceptable for a furniture store, but it will always have to be a furniture
store. Any other kind of office would require more parking spaces.
Mr. Diaz explained that customers would be parking in the rear of the
building, so the design is as important in the back, in addition to any
traffic on that back street.
In regard to the proposed plant materials, Chairman Gregory explained
to the applicant that the landscape plans could be improved, using a
larger variety of plants and sizes. He explained that some of the
proposed Junipers cannot survive in a desert climate.
After further discussion, commission indicated that the plans needed
further study regarding the aforementioned items.
Motion by Commissioner Martin, seconded by Commissioner Cook, to
return the plans back to the applicant for restudy. Carried 4-0.
Items for restudy:
1. Plant material and sizes.
2. Rear elevation should be given some design treatment.
3. Front elevation should be restudied.

PROPERTY AND PROJECT DESCRIPTION:
The site is a vacant lot on the north side of Highway 111, one lot west of Las Palmas
Avenue. The area of the site is 8,392 square feet. Power poles as well as a 20 foot wide
paved alley run east to west adjacent to the rear property line. Curbs have been installed
along the Highway I I I frontage. The buildings to the east and west are both constructed
to side property lines.
The building proposed is a one story 4000 square foot furniture store. The building is at
the front of the lot with parking at the rear with access to the alley. A trash enclosure is
provided at the rear of the lot.
ARCHITECTURE:
The structure will be one story with the height approximately 13.5 feet. The architecture
is conventional, somewhat spanish, with exterior materials consisting of beige stucco
walls, builtup roofing and some mission barrel tile for accent. A mechanical enclosure out
of stucco will be provided on the roof for the roof mechanical equipment. The builtup
roofing will be exposed to the rear due to the slope of the roof. Unless this roof is a light
colored roof, the commission may want to see a fascia or other screen across the back.
SIGNS:
If there is only one tenant, the applicant proposes one sign over the arched entrance. If
there are two tenants, there will be one sign on each fascia above the window areas. The
sign program will have to be submitted to the commission at a later date.
LANDSCAPING:
The applicant has submitted a preliminary landscaping plan which shows exclusively
yuccas and junipers. There should be some additional variety including trees within the
parking lot area. There does not appear to be any groundcover indicated in the planter
areas.
RECOMMENDATION:
After consideration and resolution of the above mentioned items and any concerns of the
commission, staff recommends preliminary approval, subject to the following conditions:
1. Construction plans shall be submitted for approval to the City Fire Marshal prior to
issuance of building permits. All conditions shall be made a part of construction
and no certificate of occupancy shall be issued until completed.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project -shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
asrequired by Muni ipal Code.
