BACKGROUND:
This request was granted preliminary approval at the meeting of August 28, 1984,
subject of providing some additional architectural treatment to the south and
east elevations.
The applicant has submitted his final working drawings for this project. To
satisfy your conditions, the applicant has provided a 2.25 foot wide horizontal
contrasting paint band around the second story area on the east and south elevations.
Along the north and part of the west elevations at the balcony level, as previously
shown, the plans indicate a 6 foot wide vertically fluted band.
RECOMMENDATION:
The commission should review these plans and determine acceptability.

plans for a 5000 square foot commercial building.

Commission reviewed the plans during study session and expressed
concern regarding the similarity of the proposed building to an existing
building located 100 feet to the west.
After discussion with Mr. Goodman, commission moved to continue this
case to the September 11 meeting when a more representative cross
section of the commission should be present.
Moved by Commissioner Holden, seconded by Acting Chairman Martin,
to continue this case to the next meeting. Carried 2-0.
2. CASE NO: 230 C

Commission indicated that it was concerned with the second story, south
elevation. Commission felt that the wall needed some type of detailing
treatment (i.e..- paint, roofing, etc.).
Moved by Commissioner Holden, Seconded by Acting Chairman Martin,
to approve the preliminary plans, with condition. Carried 2-0.
Approval was subject to the following conditions:
1. Show on the working drawings some type of detailing treatment to
the south and east elevations.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final
approval of exterior revisions to commercial building.
LOCATION: 74-360 Highway III (north side between Portola and Deep
Canyon)
ZONE: C-1, S.P.
Mr. Smith reviewed the staff report.
The commission felt that a change of texture between the stucco walls
and the stucco fascia would provide needed relief. In addition, the
proposed oleander should be replaced with bougainvillea. Finally, the
commission indicated that it was not prepared to review the signs as
proposed. Additional more detailed sign plans will be required.
In response to a question by the applicant, The commission indicated that
a pink neon sign if done properly, could be acceptable.
Motion by Commissioner Holden, seconded by Acting Chairman Martin,
to grant final approval subject to conditions. Carried 2-0.
Approval was subject to the following conditions:
1. Provide a varied texture between the stucco wall and stucco
accent band.
2. Landscape plans be revised as noted above.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for two
story commercial building.

BACKGROUND:
The planning commission reviewed and approved the precise plan for this case at the
meeting of July 3, 1984. The proposal is to build a 5824 square foot commercial building
on the east side of the lot with a parking lot on the west side and access to Alessandro
Drive and to an alley at the rear.
ARCHITECTURE:
The architectural style of the structure is somewhat spanish with exterior materials
consisting of plain and textured concrete panels, wrought iron railings, bronze glass, wood
trim, and concrete tile roofing.
Architecturally, staff feels there should be some texture/color treatment to the two story
plain walls that run along the east and south property lines.
The applicant is proposing to provide a carport type covering over the ten spaces on the
west side of the parking lot. The continuous carport would have a corregated metal roof
with a wood laminated fascia around it.
LANDSCAPING:
A preliminary landscaping plan has been submitted for your review. A planning
commission condition required a 3.5 foot high wall to screen the parking lot area. This
includes the access facing the street and alley and along the west property line. A six
foot side walk next to curb is required, but not reflected on the plan.
SIGNS:
A sign program has not yet been submitted. The final working drawings will have to
iclude sign location, design, and size.
STAFF RECOMMENDATION:
Staff recommends that the commission review the plans with consideration given to
architectural treatment along the east and south walls and treatment of the screen wall.
Should the commission approve the plans, the following conditions should be imposed:
1. Construction plans shall be submitted for approval to the city fire marshal prior to
issuance of building permits. All conditions shall be made a part of construction
and no certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping, grading, lighting,
amenities, trash storage, walkway layout, irrigation plans and sign program shall be
submitted to the architectural review commission. No final inspection or
occupancy permit shall be given by the department of environmental services to

approve the two fascia -mounted signs with the colors as submitted.

B. Preliminary plans:

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for a 4000 square foot furniture store.
LOCATION: North side of Highway l I (Frontage Road) 80 feet west of
Las Palmas Drive.
ZONE: C-1, S.P.
Mr. Sawa explained that during study session the commission expressed
concern regarding the location of the handicapped parking stalls, lack of
elevation front and back, and the type of plant materials used.
Commissioner Martin indicated that the applicant had received a
variance to the front setback requirements. He indicated that he would
like to see more undulation on the front elevation. He explained that the
parking area is limited and the number of spaces he is allowing is
acceptable for a furniture store, but it will always have to be a furniture
store. Any other kind of office would require more parking spaces.
Mr. Diaz explained that customers would be parking in the rear of the
building, so the design is as important in the back, in addition to any
traffic on that back street.
In regard to the proposed plant materials, Chairman Gregory explained
to the applicant that the landscape plans could be improved, using a
larger variety of plants and sizes. He explained that some of the
proposed Junipers cannot survive in a desert climate.
After further discussion, commission indicated that the plans needed
further study regarding the aforementioned items.
Motion by Commissioner .Martin, seconded by Commissioner Cook, to
return the plans back to the applicant for restudy. Carried 4-0.
Items for restudy:
1. Plant material and sizes.
2. Rear elevation, should be given some design treatment.
3. Front elevation should be restudied.
4. Handicapped stalls to be relocated.

IV. DISCUSSION ITEMS:
1. Mr. Diaz asked the commission to study a proposed sign for the General Store
Museum. The proposed sign would be out of wood, with a yellow background
and brown letters. He explained that the museum would charge a minimal fee
for admittance, and would be open for tours by the valley schools.
Commission expressed concern regarding the sign program previously
established by Jet Copy, which utilizes blue and white; however, approved a
light yellow background with brown lettering.
2. Mr. Martin requested the opinion of the commission in regard to the
Greenhouse Restaurant that was discussed at the previous meeting. He
indicated that the outdoor seating enclosure had been eliminated and that the
awning would be retained, but with new colors.
Commission indicated that the new awning appeared to be acceptable.
