BACKGROUND:
February 12, 1985 commission approved plans as submitted subject to the following
conditions:
1. Parking lot layout to be revised and submitted to staff.
2. Resubmit revised landscape plans to commission prior to issuance of building
permit.
DISCUSSION:
A revised, more detailed landscape plan has been submitted. Commission should
review the landscape plan. The revisions to the parking layout have not yet been
provided but as the condition noted it may be handled by staff.
RECOMMENDATION:
That commission review the revised landscape plan for Case 231 C and determine
acceptability.

DISCUSSION:
August 14, 1984 the applicant received preliminary approval of his plans subject to
obtaining approval of the Homeowners Association and the Planning Commission and
subject to upgrading and improving the preliminary landscape plan.
The Palm Desert Homeowners Association has approved the plans with a major change
to the front and rear elevation. The front and rear elevation now has an archway
over the entrance.
The landscape plan has been revised to provide triangular shaped accent planting areas
at the front corners of the lot and additional landscaping within the rear parking area.
RECOMMENDATION:
That commission review the final plans for Case 231 C and determine acceptability.

Mr. Smith reviewed the staff report and explained to Mr. Been, the
respresentative, that the commission could grant preliminary approval
with the condition that the applicant receives final approval from the
Homeowners' Association and the planning commission, and submit revised
landscape plans.
Mr. Been concurred.
Moved by Acting Chairman Leung, seconded by Commissioner Cook, to
approve the preliminary plans, subject to conditions. Carried 2-0.
Approval is subject to the following conditions:
1. That the applicant receive final approval from the Palm Desert
Homeowners Association and the City Planning Commission.
2. That the landscaping be restudied with a view to upgrading some and
improving landscape area at front of building.
2. CASE NO: 127 MF (Amendment)
APPLICANT (AND ADDRESS): FRANZ TIRRE, 46-333 Burro Weed Lane,

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
changes to a previously approved 10 unit development.
LOCATION: Southeast corner of San Gorgonio and Las Palmas Avenue.
ZONE: R-3
Mr. Smith reviewed the staff report.
Commissioner Cook explained to the applicant that the commission was
concerned about the north wall. Commission felt that it should be pulled
out approximately two feet, and an overhang added. In addition, a 36 inch
high screen wall should be installed to screen the open parking spaces
from the streets.
Commission also felt that additional detailing on the end walls should be
added and restudy on the landscape plan was needed (i.e. number and
location of citrus; washingtonia palms need to be described in height). It
was suggested that the applicant decrease the number of plants and
increase the size.

DISCUSSION:
This project will be before the planning commission with a positive staff recommendation
at their August 7, 1984 meeting, and has approval from the Palm Desert Property Owners
Association.
ELEVATIONS:
The single story building will have beige cement plaster walls with oxford brown 12" glu-
lam trim and a clay tile mansard roof.
LANDSCAPING:
The landscaping consists of ficus retusa for street trees, natal plum in a front flower bed,
more of both in a center walk-thru area and in the parking lot area also. There will be
some annuals in the rear parking area.
RECOMMENDATION:
Approve plans with clarification as to size of ficus retusas.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project-shiiii11 conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements 017 the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole riot on the property being developed
as required by Municipal Code.
