Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the architectural review commission moved to approve the plans subject to the conditions outlined in the attached minutes. Date of Action: July 24, 1984 Vote: 5-0 (An appeal of the above action may be made in writing to the city clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) CASE NO: 232 C APPLICANT (AND ADDRESS): COACHELLA VALLEY COUNSELING, c/o BOB RICHEY, A.I.A., 45-120 San Pablo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval for carport trellis over parking spaces. LOCATION: 73-302 Highway 111 ZONE: C-1, S.P. Mr. Sawa outlined the salient points from the staff report. Mr. Bob Richey, representing the applicant, told the commission that the applicant is concerned with water flooding his property. Mr. Richey indicated that he had spoken with Vic Villeneuve, who said the public works department had no plans for that area during the next five years. He indicated that Mr. Villeneuve found the repaving and grading plans acceptable. Concern was expressed regarding added water flowing onto adjacent properties during flooding. Commissioner Cook said that since a block wall was being built, the wall should provide structural support for a glu-lam beam across the frontage of the shade structure. Commissioner Martin told Mr. Richey that the building department might require graded lumber structural poles. The telephone poles proposed aren't graded. Mr. Richey replied that cost was a primary factor and the applicant had the poles already. Commissioner Cook asked Mr. Richey how the carport relates to the building. Mr. Richey replied that it doesn't at this time. He said that the applicant recently remodeled the interior and would be remodeling the exterior at a later date. Right now his primary concern is for shade for the cars and flooding. Moved by Commissioner Cook, seconded by Commissioner Holden, approving the plans subject to the conditons below. Carried 5-0. 1. NATURE OF PROJECT/APPROVAL SOUGHT: Approval for carport trellis over parking spaces. LOCATION: 73-302 Highway Ill ZONE: C-1, S.P. DISCUSSION• The proposed carport trellis would cover three existing parking spaces for a building used as an office. The building, which is located between the Red Barn and Art's Electric, is located on the west half of the lot. The three spaces are located between the building and east property line and back into the street. The carport trellis would be constructed out of telephone poles for vertical support, wood beams, and round peeler poles for shade. Some type of vine would be planted on the trellis for additional shade. Because of building code requirements, a one hour fire wall is required along the east property line. This would be met by construction of a slumpstone wall along the property line. In order to facilitate the construction, several shrubs will be removed and some additional paving will have to be provided at the northern end of the parking area. The applicant's representative indicates that in addition to providing shade parking, the repaving and grading of the parking space area will help eliminate flooding which has occurred in the past. RECOMMENDATION: Review the plans and determine acceptability. If approved, staff recommends that vines with a permanent irrigation system be provided at least on the vertical poles closest to the street.
