Mr. Smith explained that at study session commission had concerns with two signs being located so close together. He noted that the sign was permitted by code and could be approved if the commission concluded that it would not be facing private property. Commissioner Drury indicated that if a condition stating that the sign would be removed, if requested by the restaurant owner, were applied she might be willing to approve the sign. Mr. Smith thought that they should ask for a letter of authorization from the restaurant owner before the sign is approved rather than having it be removed later. Commissioner Martin thought that the sign should be designed for the area where it is to be placed and also that it was too close in proximity to the monument sign. 3 MINUTES ARCHITECTURAL COMMISSION JANUARY 14, 1986 Mr. John Hamilton, applicant, suggested that the monument sign be relocated to an area where it would not conflict with the location of the wall sign. Moved by Commissioner Drury, seconded by Commissioner Cook to approve the wall mounted sign as submitted subject to the monument sign being relocated approximately 200 feet from the existing location. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identifi- cation sign. LOCATION: Northwest corner San Pablo and Alessandro. ZONE: C-1 Mr. Smith indicated that the commission had been assured that the previously approved sign for this building was the only new sign that wou l d be placed on this building and that a sign program was not needed. Mr. John Ohea, sign contractor, explained that the occupant of the building had leased an additional suite on Alessandro after the approval of the first sign. He stated that the requested sign could be the same colors as the existing sign and that it would be a hand painted wood sign. Mr. Frank Goodman, property owner, confirmed that the occupant did lease an additional suite on Alessandro. Commissioner Cook questioned the amount of signage they were allowed. Mr. Smith stated that they were allowed 30 square feet on Alessandro and they were only requesting 20 square feet. Commissioner Martin questioned the location of the sign to the parapet. Mr. Ohea explained that the parapet was 30" and that the top of the sign would be even with the top of the parapet. 4 AGENDA ITEM NO. III -A -I DATE: January 14, 1986 ARCHITECTURAL COMMISSION CASE NO: 234 C APPLICANT (AND ADDRESS): PALM DESERT HOTEL VENTURE, 591 Carmen de la Reina, Suite 1001, San Diego, CA 92108. MATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of requested wall sign facing west. LOCATION: South side Highway III east of Deep Canyon. ZONE: PC (4) S.P. DISCUSSION: December 10, 1985 commission reviewed the sign as proposed by the applicant. The plan indicated the sign would face west. At the meeting staff indicated that notwithstanding the plan the sign would face north and the applicant's representative did not challenge this statement. Following the meeting this error came to light. The problem involves the sign ordinance and its requirements that all signs, with certain exceptions, must face a street or parking lot. Section 25.68.450 prohibits signs facing on private property and states "signs must be placed on the side of the property facing on public or private right-of-way". Attached is a site plan of Vacation Inn which indicates that neither a driveway or parking lot is adjacent to the proposed location of the sign although both are possible when the restaurant is developed. The restaurant site is a separately owned parcel of land and therefore techni- cally speaking the sign would be facing private property. Commission could choose to consider the whole site as one development and therefore possibly approve the sign by making the finding that it does not face onto private property. One last point should be noted, an eight foot high freestanding sign exists in front of the building, almost in line with this proposed wail sign. CONCLUSION• Staff was of the opinion on December 10, 1985 that the requested west facing sign did not comply with code and that is why it was assumed that the sign was intended to face north. It is still felt that the proposed sign does not comply with the intent of the ordinance. RECOMMENDATION: That the requested west facing wall mounted sign not be approved because it is expressly prohibited by code. /dlg N1r1Y,•. DISCUSSION: Commission will recall that it approved a freestanding sign for the hotel on October 22, 1985. The present request is to install a wall mounted sign. It is intended that the sign will be on two lines. In addition, the size may not exceed a height of 20 feet above grade. The proposed sign is to be mounted on a raceway and have internal neon tubing and plex face. Color is not noted. The sign area of 86 square feet although quite large does comply with the code limits. The plan calls for three feet high letters on the top row although the letters scale to 24 inches. MINUTES ARCHITECTURAL COMMISSION OCTOBER 22, 1985 Mr. Holden indicated that along with approval of permanent and temporary banks he would like conceptual approval of a sign. He noted that the location of the sign was to be above the height limit that code permits and that it would have to be approved by planning commission. The proposed sign was to be solid metal, baked -on car enamel being back -lit and the preferred color being fleetwood v green. Mr. Sawa asked the commission if it would be in favor of amending the code pertaining to height limits for signs. Commission was in favor of amending code for sign height limits. Commissioner Martin questioned the need for the temporary bank when final approval of the permanent bank has already been received. Mr. Holden explained that approval from Caltrans was needed prior to construction of the permanent building. Moved by Commissioner Martin, seconded by Commissioner Cook to grant final and preliminary approval on temporary building, final approval on permanent building and conceptual approval of sign program. Carried 4-0-1 (Commissioner Holden abstaining). IV. DISCUSSION ITEMS: 1. CONTINENTAL AND VACATION INN'S Mr. Smith explained that city council had concurred that each hotel should be allowed 35 square feet in sign area. Chairman Gregory stated that he had concerns with the colors of Continental Inn and with the slump stone on the base of the signs. Commissioner Cook questioned how the signs relate to the buildings. The applicant indicated that the stucco on the base of the sign would match the stucco on the buildings. Mr. Smith noted that the location of the Vacation Inn sign was fine but there is concern with the location of the Continental Inn sign. He also noted that the future restaurant will not be allowed a freestanding sign. z MINUTES .-'ARCHITECTURAL COMMISSION OCTOBER 22, 1985 -- Commission felt that the Continental Inn sign would be a traffic : hazard in -its current position. Commission thought that the sign should be scaled down and that there should be an attempt by Continental Inn and Vacation Inn to work together in making the two signs compatible. 4 TO: FROM: SUBJECT: DATE: INTEROFFICE MEMORANDUM CITY OF PALM DESERT Honorable Mayor and City Council Department of Community Development/Planning Signage for Vacation Inn and Continental Inn October 10, 1985 September 10, 1985 the architectural commission reviewed the sign program requests from Vacation Inn and Continental Inn. In each case a freestanding monument sign was requested. Staff advised architectural review commission that the signs as proposed do not comply with code provisions relating to signs. Commission, at the suggestion of staff, continued the cases to allow council to review the matter to determine if there is any option open other than out -right denial of the freestanding monument signs. SIGN REGULATIONS: Municipal code Title 25. Chapter 68 regulates signs in the city. Sections 310 and 390 (copies attached) specifically address themselves to freestanding signs. Section 310 specifically limits itself to the general commercial zone (le: Cl). Under very limited circumstances lie: when the building or complex location or configuration or topographical variation or other similar circum- stance Preclude the effective use of a s i an on the building) a freestanding sign may be permitted. Section 390 permits freestanding signs in addition to wall signs in district shopoina centers, regional shopping centers and industrial parks (PC-2, PC-3 and SI zones). The size of these freestanding signs is limited to 10 square feet per acre in the center to a maximum of 100 square feet. In addition and most importantly a minimum of 3-1/2 acre size limit is imposed. As can be discerned the PC (4) zone which permits hotels and which is the zoning of the subject property is not specifically addressed. The Embassy Suites Hotel (formerly Granada Royale) sign was processed under section 390. It's 9.2 acre site was therefore entitled to up to 92 square feet. .The sign, as approved was 80 square feet. It is staff's position that it is appropriate to use section 390 for the PC (4) zone because the zone has a minimum 4 acre property size limit. The Intent being that a property in the zone will be developed In a unified fashion and the property or center can then be identified by a freestanding sign. In the case when an individual business occupies a PC (4) property then that' business would .be eligible for Its own freestanding sign. In this instance to the whole 6 acre property (2 hotels and a restaurant) could be Identified with a freestanding sign and each individual business have its own wall mounted identification. If It is the desire of council each business in the PC (4) zone could be entitled to its own freestanding slan. If this option is selected then an appropriate code amendment along with noticed public hearings would need to be Processed through the planning commission and ultimately through the city council. In discussions with the city attorney's office it was felt that if the city wanted these hotels to have individual freestanding signs then a variance pursuant to the minimum acreage requirements of section 68.390 could be Processed and the necessary findinas probably could be made. CONCLUSION: A. If it is the wish of the city that these hotels not have individual freestanding monument signs then no action is necessary and code as interpretted by staff will stand on it's own. B. If it is the wish of the city that these hotels be entitled to individual freestanding monument signs then the applicants could be directed to Process a variance to the provision of code section 68.390 which requires a minimum 3-1/2 acre site to be eligible for the sign. C. if it is the wish of the city that the code be amended to permit these hotels to have individual freestanding monument signs along with others who might fall into this situation then staff should be directed to process an appropriate amendment to the sign ordinance. 25.68.310--25.68.335 25.68.310 Freestanding signs. A. A building or com- mercial complex within the general commercial zone with in- dividual street frontage shall be allowed one double faced or single faced freestanding sign per street frontage tenant identification when the building or comnlexlocation or configuration or topographical variation or other similar circumstances preclude the effective use of a sign on the building but must have the explicit approval as to necessity, size and location of either the design review board, planniac commission or city council. LOCATION: South side of Hwy 111, approximately 680 feet east of Shadow Hills Road. ZONE: PC (4) S.P. DISCUSSION: The site is a 2.27 acre site fronting on Hwy 111 at the easterly city boundary. This parcel is part of a larger 7.28 acre site that has been divided into 4 parcels (three for hotels and one for a restaurant). The project is laid out with four identical buildings with parking spread out through the site. In addition, there is a small meeting room structure near the pool area. ARCHITECTURE: The buildings are two stories in height and Spanish in nature. The exterior materials consist of stucco walls, wrought iron railing, dark wook trim and mission tile roofing. Bridging and connected to the two front buildings is a stucco Porte cochere with a tile roof. The roof plans indicated there is sufficient solar protection of glass areas. LANDSCAPING: A preliminary landscaping plan has been submitted which indicates species and general locations. The plans appear to be acceptable provided sizes are sufficiently large and varied in location. SIGNS: No signage has yet been proposed. This will therefore have to be reviewed by the commission at a later date. PLANNING COMMISSION: The precise plan for this item is scheduled to be reviewed by the Planning Commission at the meeting of October 2, 1984. RECOMMENDATION: The plans appear to be generally acceptable to staff from a technical standpoint. The commission should review the plans to determine acceptability. Should the I commission approve this request, it should be subject to the following conditions: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission. No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed. 3.
