approval of plans for a 10,000 square foot office building.
LOCATION: Northwest corner De Anza and Alessandro.
ZONE: R-3
DISCUSSION:
April 17, 1984 the applicant received planning commission approval of a conditional
use permit to permit construction of a 10,080 square foot office building on the
subject property.
ELEVATIONS:
The proposed building is to be located on the south side of the property with
parking across the north. The building is oriented north -south on the property
and will be contemporary in style.
The two story structure is limited by code to 30 feet in height. The structure
as drawn in the elvations scales to approximately 32 feet.
Staff has no concern with the materials selected and provided the height problem
can be resolved would recommend approval of the elevations.
LANDSCAPING:
The proposed landscape plan provides for extensive use of ber ming across the
south and east yards adjacent to the building. As well, these areas will be planted
with a variety of 15 gallon and 24 inch material. Across the rear (north) property
line a 6 foot block wall will be installed and planted intensely.
According to code the parking lot must be screened from De Anza. There is
no wall or berming proposed in this area. The area will be intensely planted.
Commission should review the matter and determine if the planting will adequately
satisfy this requirement.
CONCERNS:
The parking lot is to be illuminated and 2 - 12 foot high pole lights are proposed.
It is unlikely that this amount of lighting will conform to the city standards.
CONCLUSION:
The plans, with the exception of the height problem and the parking lot lighting,
are acceptable to staff.
RECOMMENDATION:
That the request for preliminary and final approval of plans, Case 248 C, Urrutia
Office Building be approved subject to the following conditions:
1. That the building height shall not exceed 30 feet.
2. That a lighting plan be prepared providing for compliance with city policies
relating to intensity of lighting in parking lots (see attached lighting standards).

Design Standards
Off -Street Parking Facilities
Lighting, Marking and Signing
Lighting is required in all public parking facilities. The light-
ing system shall be so designed to produce a minimum maintained
average light level of one foot-candle on the entire parking
facility's horizontal surface. The lowest foot-candle value at
any point on the pavement shall not be less than one-fourth of the
average illumination level. The illumination levels at exits,
entrances, loading zones, and collector lanes shall be not less
than twice the average illumination of the adjacent parking area
or the adjoining street, whichever is greater.
Any lights provided to illuminate any public parking area, semi-
public parking area or used car sales area shall be arranged so as
to reflect the light away from any premises upon which a dwelling
unit is located. Any lighting "spill over" shall not exceed 0.1
foot-candles at any point on such premises.
All parking stalls shall be delineated with 4-inch Wide.painted
lines, permanent Portland Cement Concrete curbs or other approved
marking system. One-way aisles in public parking areas shall be
marked with painted arrows or other approved marking system as re-
quired by the director of Environmental Services.
Any signing used in public parking lots for traffic control purposes
shall conform to the requirements of the State of California Traffic'
Manual as to color, shape, legend, reflectivity and usage. Sizes
may be varied as necessary to be comratible with prevailing condi-
tions in the parking facility. No traffic control signing for public
parking facilities shall be so located as to conflict yqith officially
installed traffic control devices on public rights -of -way.
Maintenance
1. All surfacing shall be maintained so as to remain as smooth
and level as possible.
2. All surface markings shall be maintained by painting, cleaning,
or otherwise,so as to remain clearly visible.
3. All wheelstops and other control devices and structures shall
be clearly marked and maintained in usable condition.
4. All other conditions required for maintenance of parking area •
shall be complied with.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by. the Department of Environmental Services.
The development of thiscproject-shallconform substantially to all
development plans submitted in behalf of this case, and,as revised
according to thelDesign Review Board process. Any minors change
requires approval by the Director of Environmental Services: ,Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation -of they' tate,
City, and any other applicable government entity shall be cdmplied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed:
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided.along
the full frontage of the lot by means of installation prior -to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
as required y Municipal Code.

and hence our inspection could not take place. Therefore we have no
corrections at this time.
We will perform another inspection when the landscaping is complete.
