Very truly yours, Stan Sawa Principal Planner /tm INTEROFFICE MEMORANDUM CITY OF PALM DESERT TO: Honorable Mayor and City Council FROM: Department of Community Development/Planning SUBJECT: Signage for Vacation Inn and Continental Inn DATE: October 10, 1985 September 10, 1985 the architectural commission reviewed the sign program requests from Vacation Inn and Continental Inn. In each case a freestandina monument sign was requested. Staff advised architectural review commission that the signs as proposed do not comply with code provisions relating to signs. Commission, at the suggestion of staff, continued the cases to allow council to review the matter to determine if there is any option open other than out -right denial of the freestanding monument signs. SIGN REGULATIONS: Municipal code Title 25, Chapter 68 regulates signs in the city. Sections 310 and 390 (copies attached) specifically address themselves to freestanding signs. Section 310 specifically limits itself to the general commercial zone Ile: C1). Under very limited circumstances (le: when the building or complex location or configuration or topographical variation or other similar circum- stance preclude the effective use of a sign on the building) a freestanding sign may be permitted. Section 390 permits freestanding signs in addition to wall signs In district shopping centers, regional shopping centers and industrial parks (PC-2, PC-3 and SI zones). The size of these freestanding signs is limited to 10 square feet per acre In the center to a maximum of 100 square feet. In addition and most importantly a minimum of 3-1/2 acre size limit is imposed. As can be discerned the PC (4) zone which permits hotels and which is the zoning of the subiect property is not specifically addressed. The Embassy Suites Hotel (formerly Granada Royale) sign was processed under section 390. It's 9.2 acre site was therefore entitled to up to 92 square feet. The sign, as aooroved was 80 square feet. It is staff's position that it is appropriate to use section 390 for the PC (4) zone because the zone has a minimum 4 acre property size limit. The intent being that a property in the zone will be developed in a unified fashion and the property or center can then be identified by a freestanding sign. In the case when an individual business occupies a PC (4) property then that business would be eligible for its own freestanding sign. In this instance to the who 1 e 6 acre property (2 hotels and a restaurant) could be identified with a freestanding sign and each individual business have its own wall mounted identification. If it is the desire of council each business in the PC (4) zone could be entitled to its own freestanding sign. If this option Is selected then an appropriate code amendment along with noticed public hearings would need to be Processed through the planning commission and ultimately through the city council. In discussions with the city attorney's office it was felt that if the city wanted these hotels to have Individual freestanding signs then a variance Pursuant to the minimum acreage requirements of section 68.390 could be Processed and the necessary findings probably could be made. CONCLUSION: A. If it is the wish of the city that these hotels not have individual freestanding monument signs then no action is necessary and code as interpretted by staff will stand on it's own. B. If it is the wish of the city that these hotels be entitled to individual freestanding monument signs then the applicants could be directed to Process a variance to the provision of code section 68.390 which requires a minimum 3-1/2 acre site to be eligible for the sign. C. If it is the wish of the city that the code be amended to permit these hotels to have individual freestanding monument signs along with others who might fall into this situation then staff should be directed to process an appropriate amendment to the sign ordinance. 25.68.310--25.68.335 25.68.310 Freestanding signs. A. A building or com- mercial complex within the general commercial. zone with in- dividual street frontage shall be allowed one double faced or single faced freestanding sign per street frontage for tenant identification when the building or complex location or configuration or topographical variation or other similar circumstances preclude the effective use of a sign on the building but must have the explicit approval as to necessity, size and location of either the design review board, planning commission or city council. B. The scuare footage of one face of a double faced sign shall be counted; however, the scuare_ footage of such sign face shall in no case exceed one-half the total allowable sicnace of the front of the building and shall be subtracted therefrom. C. The area of such signs shall not exceed fifty scuare feet per face; and the height shall not exceed twelve feet. D. All detached signs shall be placed within a per- manently landscaped area of not less than twenty-four square feet; and be architecturally compatible with the building or comDlex; and.not encroach in the public right-of-way. E. Any freestanding sign conforming to the requirements of Section 25.68.310 as in effect on September 25, 1981, shall be considered exempted from these provisions until such time as the owner changes his sign copy. Businesses main- tained exclusively on the second floor of a two-story build- ing may be allowed up to fifty percent of the sign area authorized for businesses conducted in single -story buildings by the design review board process. (Ord. 129 94(part), 1977: Ord. 98 51(part), 1975: Exhibit A 525.38-12.04). 25.68.330 Sian for pedestrian traffic. Where the prin- cipal sign for a business is located so that it cannot be seen by pedestrian traffic, an identification sign, in addition to that otherwise allowed in this chapter, shall be permitted. Such a sign shall be no larger than three square feet (three feet on each side) and it shall be designed and located so as to not distract from the appearance of the building or violate the intent of this chapter. In acaataon to the wall sign area allowed for individual businesses, shopping cen- ters and industrial parks in excess of three and one-half acres of land shall be allowed one identification sicn on each right-of-way. Such signs shall not extend beyond the property line or into the right-of-way and shall be used solely to identify the shopping center, shopping area, or businesses and/or activities conducted therein. Relative to such signs, the allowable sign area shall be based on ten square feet of sign per acre. These signs shall not ex- ceed one hundred square feet, shall have a maximum height of twelve feet, and shall not be erected without first having proper approvalas provided in this chapter. B. Further, where the unique design of the center allows for adequate integration of a larger sign, the per- mitted pedestrian traffic signs as allowed in Section 25.68- .330 may be increased to a maximum of six square feet per side. In as ataon to the wall sign area allowed for individual businesses, general commercial district buildings or building complexes which are designed to contain four or more distinct tenant spaces, may be allowed one identification sign on each right- of-way, or public access thoroughfare. Such signs shall not extend beyond the property line or into the right-of-way or thoroughfare, and shall be used solely to identify the build- ing or building complex. Relative to such signs, the maximum allowable sign area shall be based on the following: A. Up to fifty feet of frontage, three square feet of sign area; B. Over fifty feet of frontage, up to seventy-five feet, five square feet of sign area; C. Over seventy-five feet of frontage, up to one hundred feet, ten square feet of sign area; D. Over one hundred feet of frontage, maximum size of fifteen square feet. Buildings with frontage of one hundred-feet.or more shall be permitted a free standing sign, height not to exceed eight feet. BACKGROUND: The applicant wishes to install a free-standing monument sign to be located 7Y2 feet north of the front property line west of the entrance to the hometel. The proposed monument and sign is to be 12 feet high and 18 feet in width. The sign itself sits atop the 6 foot 8 inch monument and has dimensions of 5 feet in height and 16 feet in width for an area of 80 square feet. The base of the sign is to be sheet metal covered with texturized paint to match the building (ivory). The sign itself is to have an ivory background with green and rust letters. The cabinet will be dark bronze. In the PC zone, monument sign size is limited by the acreage of the site. This site is some 9.2 acres which would entitle a 92 square foot sign. The sign as proposed conforms to size and height limits of the code. RECOMMENDATION: That the proposed monument sign for Granada Royale Hometel, Case 911 SA, be approved. The theme and materials are not compatible with the Leeds (Vacation Inn) median plan already approved. The plans should be compatible and carry a uniform theme. It's too large to fit on the center area above the door. Commissioner Cook was also opposed to the proposed color. Commissioner Gregory indicated using a lighter yellow might make the color acceptable. The commission suggested using #2114 blue and #2325 yellow. The applicant noted that he could reduce the size of the letters of the sign if need be. DISCUSSION: This item was granted preliminary architectural approval at the meeting of February 12, 1985, subject to conditions. Those conditions are attached to this report. Staff has reviewed the plans and finds them generally acceptable. However, there is some need for some revision and clarification. The precise plan required the existing wall along the south property line to be raised to seven feet in height. While the plans note this, they do not note the time of providing it. Since it is required to minimize impact, it should be provided before any work commences. The exterior lighting plan has been submitted but adequate information has not yet been provided. The computer lighting level plan has not been submitted to staff who approves the plan. Additionally, the tennis court is shown with lighting. The precise plan approval specifically prohibited tennis court lighting. The landscaping plan shows a number of Washingtonia Robusta Palms. However, their heights are not indicated. During the preliminary review, it was discussed that the palms in front of the hotel should be the height shown in the elevation, which is 20 to 35 feet. Therefore, the commission should determine their heights at this time. Additionally, the applicant has provided the four foot high screen wall in front with berming, as required. However, the only landscaping in front is lawn. Some of the trees behind the wall should be brought out in front with some shrub massings. RECOMMENDATION: Staff recommends that the final drawings be approved provided the following modifications are made: 1. Raising of wall height along south property line shall be done prior to any other work being done. 2. Exterior lighting plan shall be approved by staff prior to issuance of building permit. Tennis court lighting to be removed. 3. Washingtonia Robusta tree heights to be as determined by architectural commission. 4. Along front of site, every other tree shall be placed on alternate side of the wall, with shrub masses placed on the street side of the wall. SITE DESIGN: The structure will be located on the westerly portion of the property, along with the out- door recreational area. The majority of the parking is located on the easterly portion of the site. ARCHITECTURE: The building would be of a contempary spanish style with exterior materials consisting of a tan stucco, red tile roof and brown metal railings. The structure would be 3 stories in height with a maximum 35 foot height as permitted by code. Some unique features of the building are the 3 story high inside atrium with a water element that runs inside to outside, and 3 story high vertical glazing (solar reflective) placed in various areas. Air conditioners for the rooms would be individual and placed adjacent to the balconies or patios for each room. They would be partially screened by the balcony railings. LANDSCAPING/RECREATION: The site is provided with an extensive amount of landscaping and recreational area. Recreational facilities would consist of an unlit, sunken tennis court, outdoor ramadas, a swimming pool and jacuzzi, an outdoor water element and various walking paths and seating areas. As required by the planning commission approval, a minimum 10 foot wide landscaped strip would be provided along the south property line. Within the parking lot is a double row of parking with a landscape strip between. The landscape only shows groundcover. Trees placed between stalls (for protection of trees) in the planter should be provided for shade and to break up the exspanse of asphalt. Additionally, the Planning Commission approval required sloped landscaping up to a four foot high wall to screen the diagonal parking spaces along the street frontage. The plans do not reflect this, however, it can be provided easily. SIGNS: The applicants are not asking for sign approval at this time. However, their plans indicate a sign location. Staff would like to inform the applicant that the sign ordinance prohibits the top of the sign to exceed 20 feet from the ground.
