NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a storage and office addition to supermarket. LOCATION: Southwest corner of San Pablo Avenue and Highway 111. ZONE: C-1 S.P. DISCUSSION: This request was continued from the meeting of July 9, 1985. At that time, the architect was directed to modify the rear elevation and provide provisions fo pedestrians across the front of the building. At the time of this writing staff had not recieved the revised plans. However, they will be available by the time you receive this report. The applicant has indicated that he has addressed both the front and back of the building. RECOMMENDATION: The commission should review the revised request and determine acceptability. Should the commission approve the request, it should be subject to the following conditions: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission prior to your submission to the department of building and safety. No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed. 3. DISCUSSION: This request consists of a 2700 square foot storage addition to the rear of the market and 800 square foot office/vestibule addition to the front of the market. The storage addition would take up an area presently used as a screened outdoor storage area adjacent to Lupine Lane. The existing six foot high wall along this area would be retained and be a part of the addition wall. The required 5 foot setback would be provided. The addition would be stuccoed to match the existing building. There are large eucalyptus trees in the parkway adjacent to the addition which would screen the proposed construction to a great extent. The 800 square foot addition at the front of the market would extend from the building front to the existing pillars. The existing exterior materials would be utilized with a new brown ceramic tile also provided on the front wall of the addition. RECOMMENDATION: The addition appears to be compatible to the existing construction. The commission should review the request and determine acceptability. Mr. Smith indicated the concerns of the commission were with the building setback across the front of the building relative to the parking spaces and the rear existing 6 foot wall. Commissioner Holden suggested that the applicant stucco the entire height of the rear of the building so that it doesn't look like an addition. Chairman Gregory suggested that they stucco the entire height and add heavy landscaping. Commissioner Holden noted that the sidewalk area in the front of the store would allow only two feet of pedestrian walkway after the addition. This area should be increased. Moved by Commissioner Martin, seconded by Commissioner Holden, to return this case to the applicant for restudy of the front walkway area and the rear of the building. Carried 3-0. 2. Lucky Stores Incorporated intends to remodel the referenced market building. Scheme 'A' which is represented by this request, consists of the following: I. A 2,730 sq. ft. storage room addition on the west side of the building. 2. A 780 sq. ft. office/vestibules "addition" on the east side of the building below the existing canopy. 3. Interior modifications. Scheme 'B' would be interior modifications only and is not represented by this request. It is our understanding that available on -site parking could be the factor restrict- ing our requested building expansion. Therefore, our reasons justifying the expan- sion will address that issue only. Justification 1. Customer usage is directly proportional to the need for on -site parking. 2. The proposed addition on the west side of the building is unrelated to customer usage because it is limited to storage areas only. 3. The proposed "addition" on the east side of the building is entirely below the existing canopy and is therefore, according to the Uniform Building Code, not an expansion. However, examination of this.area reveals the following usages: A. Two 97 sq. ft. vestibules or non -sales areas. B. Two 193 sq. ft. cart storage areas. C. One 194 sq. ft. manager's office. 4. Scheme 'B', the alternative, would result in approximately the same floor plan with greatly reduced interior storage areas and a greater concentration of fixtures and people.
