NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for 27,000 square foot office/warehouse/restaurant. LOCATION: Northwest corner Eclectic and Lennon. ZONE: S.I. PROJECT DESCRIPTION: The project received preliminary approval of plans by the commission at the September 10 meeting. the building plans reflect the preliminary plans with the addition of fake beams along the east elevation or Eclectic Street frontage. The final landscape plan carries on the same theme started by the industrial park by extending the bermuda into the overall plan and complimenting existing california pepper and fan palms with more of the same with some bottle trees added for accent. Brazilian peppers are located throughout the parking area while dwarf oleanders are used to screen the parking area and adjacent to building walls. RECOMMENDATION: Recommend approval subject to the following conditions: I. Extend dwarf oleanders to screen entire parking area along Lennon Place frontage. 2. Construction plans shall be submitted for approval to the city fire marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. MINUTES ARCHITECTURAL COMMISSION SEPTEMBER 10, 1985 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a 8 unit single story apartment project. LOCATION: Northeast corner of Alessandro and Santa Ynez. ZONE: R-3 Commissioner Leung indicated that the commission would need to see a site plan showing sidewalks. Mr. Diaz stated that curbs, gutters and sidewalks will be required for this site. Chairman Gregory felt that the landscape materials should be increased and upgraded. It was moved by Commissioner Holden, seconded by Chairman Gregory to grant preliminary approval subject to the staff report condition and the following: 1. That a site plan indicating curbs, gutters and sidewalks be submitted. 2. That a revised landscape plan be submitted. Carried 3-0 7. CASE NO: 262 C APPLICANT (AND ADDRESS): ROBERT S. RICHEY, 45-120 San Pablo 2d, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for office/warehouse/restaurant. LOCATION: North west corner Eclectic and Lennon. ZONE: S.I. Mr. Diaz pointed out that sidewalks may be required for this site. Chairman Gregory indicated that there was a lack of trees in the parking area and requested that additional trees be planted. 2 MINUTES ARCHITECTURAL COMMISSION SEPTEMBER 10, 1985 Mr. Joy noted that planning commission added a condition that would require 4-5 additional trees in that area. Moved by Commissioner Holden, seconded by Commissioner Leung to grant preliminary approval. Carried 3-0 IV. DISCUSSION ITEMS: 1. CASE NO: 167 C APPLICANT (AND ADDRESS): WISE ATHLETIC CLUB, 45-675 Williams Road, Indian Wells, CA 92262. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of satellite dish and use of wrought iron around pool area. LOCATION: Northeast corner of San Carlos and Alessandro Drive. The applicant was requesting approval of a satellite dish which had already been installed on the roof. He also was requesting that he have the option of using wrought iron fencing instead of glass around the proposed pool area. Mr. Diaz concurred with the idea of wrought iron as long as persons would not be able to climb over the fence. Commissioner Holden was concerned that the visibility for vehicular traffic would be reduced at the corner if wrought iron fencing was used. Commissioner Leung was concerned with the liability aspect. Mr. Wise indicated that he would be willing to paint the satellite dish to match the building. Chairman Gregory questioned if the dish could be moved closer to the center of the building so that it would be less visible from the street. Mr. Wise noted that he could move it approximately 4 feet to the east and farther south. Moved by Chairman Gregory, seconded by Commissioner Holden to approve this case with the following conditions to apply: If applicant chooses to utilize wrought iron, a sample should be submitted to staff so that it may review the visibility factor. II AGENDA ITEM NO. 111-B-5 DATE: September 10. 1965 ARCHITECTURAL COMMISSION CASE NO: 262 C APPLICANT (AND ADDRESS): ROBERT S. RICHEY, 45-120 San Pablo 2d, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for office/- warehouse/restaurant. LOCATION: North west corner Eclectic and Lennon. ZONE: S.I. DISCUSSION: The project consists of two structures totaling 27,000 square feet in the corporate business center. The first of the two building is located along the west property line utilizing zero setbacks while maintaining a 20 foot setback from Lennon Place. The other building is "L" shaped and adjacent to the intersection surrounded by parking on three sides. The elevations indicate flat roof structures varying in height from 16 to 22 feet. The structures are smooth face concrete block with some plaster finish to offset the blank walls. The top trim will be either a wood or metal cap. Tile facades are provided over walkways and while the truck loading spaces are metal roll -ups. The landscape plan will blend with adjacent landscape plan installed by the subdivision along street frontages. Features include a row of palms in the parking area, extensive use of evergreens and a large specimen tree in the center of the parking lot. A planning commission condition of approval was to provide some landscaping in the rear which the applicant has agreed to provide at the meeting. RECOMMENDATION: Approve preliminary plans subject to the following condition: 1. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural commission. No final inspection or occupancy permit shall be given by the department of community development to this project until the aforementioned approved plans and construction shall have been completed.
