DISCUSSION: The project contains a single story structure located adjacent to an intersection with parking surrounding the building to the rear, adjacent to the entrance. The structure's height is proposed at 19 feet. The elevations indicate the entire structure to utilize anodized aluminum glass and sand blasted masonry block. The landscape plan indicates trees within the parking area, to reduce albeido, and also along the street frontages to accent the structure. A variety of species are listed, including shining xylosema, mexican fan palms, and Brazilian pepper. Ground cover is predominantly bermuda grass while bougainvillea is used extensively to offset garden walls forming a boundary for outdoor patios. A sidewalk is not shown on the plan along the street and will be required pending council action. RECOMMENDATION: Approve preliminary plans subject to: Final construction drawings, including a final landscaping, grading, lighting amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission prior to your submission to the department of building and safety. No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed.
