DISCUSSION:
The applicant is requesting approval of signs for the bank and other tenant of
the building. Proposed for the bank is a 26 inch by 11.5 foot (24.9 square
feet) wall mounted sign on each elevation of the building. The signs would be
mounted on either plastered or slump block walls of the building. The signs
would be individual bronze colored plexiglas letters. The letters would be
internally lit and light up as ivory at night. These letters are the same type
you approved in concept in October, 1985.
The other tenant will occupy the second floor and is requesting approximately
15 square feet of signage consisting of four inch high individual aluminum or
bronze letters. This sign would be on the north elevation of a slump block
wall below the 1st Bank sign. All of these signs would be lower than the 20
foot maximum.
A second freestanding sign for the tenant parallel to Highway 111, is proposed
at the easterly end of the building adjacent to the street. The monument would
be 3.5 feet high by 6 feet wide with individual aluminum or bronze letters 2.5
to 3 inches high. The words as shown take up approximately two square feet.
The address would also be on the sign.
RECOMMENDATION:
The signs as proposed comply with applicable code requirements. The commission
should determine whether the signs are architecturally acceptable.

OCTOBER 22, 1985
Mr. Holden indicated that along with approval of permanent and
temporary banks he would like conceptual approval of a sign. He
noted that the location of the sign was to be above the height limit
that code permits and that it would have to be approved by planning
commission. The proposed sign was to be solid metal, baked -on car
enamel being back -lit and the preferred color being Fleetwood
green.
Mr. Sawa asked the commission if it would be in favor of amending
the code pertaining to height limits for signs.
Commission was in favor of amending code for sign height limits.
Commissioner Martin questioned the need for the temporary bank when
final approval of the permanent bank has already been received.
Mr. Holden explained that approval from Caltrans was needed prior to
construction of the permanent building.
Moved by Commissioner Martin, seconded by Commissioner Cook to grant
final and preliminary approval on temporary building, final approval
on permanent building and conceptual approval of sign program.
Carried 4-0-1 (Commissioner Holden abstaining).
IV. DISCUSSION ITEMS:
1. CONTINENTAL AND VACATION INN'S
Mr. Smith explained that city council had concurred that each hotel
should be allowed 35 square feet in sign area.
Chairman Gregory stated that he had concerns with the colors of
Continental Inn and with the slump stone on the base of the signs.
Commissioner Cook questioned how the signs relate to the buildings.
The applicant indicated that the stucco on the base of the sign
would match the stucco on the buildings.
Mr. Smith noted that the location of the Vacation Inn sign was fine
but there is concern with the location of the Continental Inn sign.
He also noted that the future restaurant will not be allowed a
freestanding sign.

DISCUSSION:
The two requests will be considered separately. The preliminary plans for the
permanent bank were approved on May 14, 19B5. The applicant has submitted the
final drawings for approval. It appears that the plans comply with the
preliminary approval. The parking lot lighting plans have not yet been
submitted, but are expected soon.
The temporary bank was approved by the planning commission on October 15, 1985
as an amendment to the high modular structure. The building would be flat
roofed with a wood exterior and fascia which would add some architectural
interest.
Landscaping would be provided around the building as shown on the plans.
RECOMMENDATION:
The commission should review the plans and determine acceptability.

ARCHITECTURAL COMMISSION
MAY 14, 1985
Case No. 219 C Continued
Commissioner Martin suggested that the storage area be stucco to match the
building and that landscaping be provided to screen the structure.
Commissioner Holden asked that the applicant provide additional drawings
that would show the ,wood gates and trelis.
It was moved by Commissioner Holden, seconded by Commissioner Cook to
grant preliminary approval subject to the following:
1. The trash compactor area walls must be stucco to match the building.
2. Provide additional drawings showing gates and trelis and additional
landscape area around the perimeter.

APPLICANT (AND ADDRESS): HOLDEN do JOHNSON ARCHITECTS, 73-330
El Paseo, Suite B, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a bank.
LOCATION: Northeast corner of Monterey and Highway 111.
Commissioner Martin noted that the applicant should watch for sun glare at
the drive thru window because patrons will be facing west at this point and
this is a problem at Bank of America. Commissioner Holden suggested using
landscaping to help screen the sun.
The commission indicated that it wished, for the record, to indicate its
support for the proposed site plan utilizing the street vacation in that area.
It was moved by Commissioner Cook, seconded by Commissioner Martin to
grant preliminary approval for this case. Carried 3-0
IV. DISCUSSION ITEMS:
1. LUCKY STORES, INC. - Signage
Mr. Sawa noted that they are allowed 155 square feet of Signage and are
requesting 150 square feet.
Commissioner Cook indicated that he would go along with the sign program if
the colors were keyed down some. He felt that they were too bright.
Commissioners' Martin and Holden had no objections.
Moved by Commissioner Holden, seconded by Commissioner Martin to approve
Lucky signs. Carried 2-1 (Commissioner Cook was opposed).
2. FIRE STATION - PORTOLA AVENUE & COUNTRY CLUB DRIVE
Commissioner Martin questioned the relationship of the wall between the fire
station and the country club homes.
Mr. Diaz indicated that the wall is to be 15 feet high, which staff feels is too
high.
Mr. John Outcault, architect representing the city, advised that it had been
discussed to drop that area down in tiers (crib walls) and add landscaping.
It was pointed out that the city engineers and the property owners are
working this out.
It was moved by Commissioner Holden, seconded by Commissioner Cook to
approve with the following condition to apply.
1. Landscape plans to be reviewed at next architectural commission meeting.
