The building design has not changed from the preliminary drawings
substantially, only that now the structure is waffle-crete rather than
split -face block. The site plan remains basically the same.
The applicant has addressed the commissions previous concerns providing cross
sections that show adequate screening of roof top equipment. The trees in the
rear however, (now ficus nitada) are still not clustered.
RECOMMENDATION:
Approve final plans subject to the following condition.
1. Clustering of trees at rear of site.

OCTOBER 22, 1985
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
architectural plans for an industrial/office complex.
LOCATION: Southwest corner Cook Street and Hovley Lane.
ZONE: S.I. S.P.
Mr. Smith indicated that staff was concerned with the extensive use
of black class in this environment.
Commissioner Martin indicated concern with the roof mounted
mechanical equipment being visible and suggested that the glass be
extended to screen the equipment. He also questioned the type of
glass material being used.
Daniela Bogdan, applicant, stated that she could send a sample of
the material for the commission's review.
Commissioner Cook thought that the lot was low and that would make
the roof mounted equipment even more visible from Cook Street.
Mr. Harold Housley indicated that they were going to be bringing in
extra dirt to raise the pad site.
Commissioner Cook stated that he would like to see a site plan.
Moved by Commissioner Cook, seconded by Commissioner Martin to grant
preliminary approval subject to the conditions in the staff report
and the following. Carried 4-0-1 (Chairman Gregory abstaining)
1. That a section through the building from the Cook Street and
Hovley Lane intersection be provided along with a line of sight
drawing assuring that roof mounted equipment will not be
visible.

OCTOBER 22, 1985
Commissioner Martin noted that he did not see any type of screening
for roof mounted equipment. Commissioner Leung felt that the plans
were incomplete.
Chairman Gregory felt that there should be additional landscaping
provided between the two industrial parks. He suggested that the
trees be doubled and changed to a vertical growing tree.
Commissioner Martin thought that each property owner should be
required to provide trees every 20 feet on center or clusters.
Chairman Gregory suggested that the individual parking space be
deleted and that additional landscape be added.
Moved by Commissioner Leung, seconded -by Commissioner Martin to
continue this case with the following conditions to apply to future
submittal.
1. Restudy of landscape plan on the south property line and
eastern exposure.
2. Section drawing including line of site showing screening of
roof mounted equipment.
3. Samples of block cap and tiles to be used.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a 13,000 square
foot industrial building.
LOCATION: Southwest corner Meditteranean and Beacon Hill.

DESCRIPTION:
The applicant has previously had plans approved on a portion of the site for a
8600 square foot, two story industrial building. He now has submitted the
subject application which encompasses the previous project site, lot 11 and an
adjacent lot 10 of tract 13915.
The current plans are similar to the previous plans in that the building is in
the front with parking in the back, except that now the building is entirely
single story.
The structure is proposed to be split face block with some type of block cap
on top. The two main indented entryways are designed to have solid tile
adjacent to the doorways. The block is also proposed to pop out vertically
adjacent to the entries and plaster fascia is shown above the doors.
The landscape/site plan indicated a combination of palm trees and olive trees
with grass for ground cover along the street frontages and shrubbery around
the entryways. To be consistent with other developments along the street,
bottle trees should be installed every 25 feet below a rear retaining wall
that forms a separation with an adjacent industrial park.
RECOMMENDATION:
Commission should approve subject to the following conditions.
Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans
and sign program shall be submitted to the architectural commission.
No final inspection or occupancy permit shall be given by the
department of community development to this project until the
aforementioned approved plans and construction shall have been
completed.

It was moved by Commissioner Holden, seconded by Commissioner Martin
to approve this case subject to the following conditions. Carried 3-0
1. That the awning posts be 18" from the curb.
2. That the awning be narrowed to relate to the entrance door.
3. That an encroachment permit be obtained from the public works
department.

Mr. Joy indicated that the only difference between this building and
the other buildings by this architect in the same park was that this
building .has not indentations. Planning Commission required
additional landscaping.

Commission had continued this case at it's last meeting with items to
be addressed by the applicant at his next submittal.
Mr. Joy Indicated that all of the items of concern had been
addressed. The applicant submitted a brochure on the type of block
to be used and the type of tile.
Commission had no further concerns with this case.
It was moved by Commissioner Holden, seconded by Commissioner Martin
to grant preliminary approval as submitted. Carried 3-0
2. CASE NO: 279 C
APPLICANT (AND ADDRESS): TRIAD DEVELOPMENT COMPANY, c/o Strother
Construction Company Inc., 74-990 Velie Way, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of change from brick to
painted concrete.
LOCATION: Southwest corner Cook Street and Hovley Lane.
ZONE: S.I. S.P.
Mr. Chuck Strother, applicant, indicated that he was requesting to
change the veneer brick to painted concrete in a desert tone color.
Commissioner Martin indicated that the commission requested photos
and colors to be used when the final drawings are submitted.
Moved by Commissioner Martin, seconded by Commissioner Holden to
approve the change from brick to painted concrete. Carried 3-0
3. CITY OF RANCHO MIRAGE - COVERED PARKING
Mr. Smith explained that the City of Rancho Mirage is going to
require covered parking and questioned if the commission thought
that Palm Desert should also require this.
Commissioner Holden thought that we should encourage It to applicants
but that it should not be required. He noted that there are many
different ways to provide shade for parking areas than covered
parking. Chairman Gregory felt that it should not be required
either.
