ARCHITECTURAL COMMISSION
JANUARY 28. 1986
Commissioner Cook felt that the design of the awning was
inappropriate for the design of the building. Commissioner McCrea
indicated that the design was satisfactory to him.
It was moved by Commissioner Drury, seconded by Commissioner McCrea
to approve the awning with the deletion of the words "fine jewelry".
Carried 4-1 (Commissioner Cook opposed)

Mr. Joy explained this case and indicated that the plans were
substantially the same as the preliminary plans.
Chairman Gregory stated that there would have to be a revised
landscape plan provided.
Commissioner Drury questioned the roof mounted equipment being
adequately screened. Commissioner Cook indicated that the equipment
has to be below the structure and can not be visible from the
street. He suggested that the parapet be raised to screen the
equipment. Commissioner Martin stated that the parapet should be a
design element on the building.
Commissioner Cook pointed out that there would be evaporative
coolers placed on the roof for the warehouse in the future which
would have to be screened.
Moved by Commissioner Cook, seconded by Commissioner Drury to
continue this item so that plans showing roof mounted equipment
screening and a revised landscape plan can be submitted.

DISCUSSION:
The final plans are identical to those presented at the preliminary stage.
The commission had three conditions to be shown on the final plans which
consisted of; 1) the south property line wall, 2) roof top equipment screening
and 3) replacing the bottle trees with better shade trees in the parking area.
The applicant has addressed the roof top equipment screening by adding T I:II
plywood 4.5 in height around the equipment. This was necessitated since the
parapet effectively screens the equipment from the immediately adjacent street
but not from areas further away, particularly the land to the east, zoned for
apartments. The commission may want to consider that the equipment be painted
to match the structure.
The applicant stated that he can replace the bottle trees with a mixture of
either ficus nitida, ,jacaranda, carob or other non -deciduous trees.
RECOMMENDATION:
Approve final plans subject to the following conditions:
I. Study given to screening of roof mounted equipment.
2. Replacing at least 12 of the 20 bottle trees with more appropriate
shade trees.

PROJECT DESCRIPTION:
The single story project is comprised of two separate structures totaling
35,000 square feet. There is a single and double row of parking along the
street frontage (Beacon Hill) along with additional parking in from of other
suite entrances and a small amount in the rear of the site. There is complete
circulation around the site with no truck openings directly facing the Beacon
Hill frontage.
The elevations indicate the structures to be light sandblast tilt -up with a
wide (6 foot) metal fascia and an additional 3 foot parapet of light sand-
blasted concrete.
The landscape plan as proposed will be unique for this park in that underground
seepage pits will be used for retention rather than open basins. This
enables the applicant to have mounding in the area between the parking lot and
street rather retention basins as elsewhere in the park.
Approve preliminary plans subject to the following:
Study of building colors proposed by the applicant.
2. Rooftop screening from Hovley Lane
3. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans
and sign program shall be submitted to the architectural commission.
No final inspection or occupancy permit shall be given by the department
of community development to this project until the aforementioned approved
plans and construction shall have been completed.

Agreement of compliance to be signed by those applying for review.
I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
