DISCUSSION:
This request is for approval of a sign program for the Elephant Bar Restaurant.
In October 1985 and January 1986 the location of the freestanding sign was
reviewed and approved.
This proposal is to approve the sign face to be installed in that sign as well
as two separate wall mounted signs.
The freestanding sign originally reviewed in 1985 called for a dark brown
cabinet with ivory background with green copy outlined in maroon.
The present freestanding sign is proposed to have a white background, green
"Elephant Bar" copy and "restaurant" in red. Commission should specify which
sign face is to be installed. Wall signs are proposed for the west and south
walls.
The west facing sign is to read "Elephant Bar Restaurant" in acrylic individual
letters. "Elephant Bar" is to be in 18 inch letters while "Restaurant" is to
be in 12 inch letters. Letters are to be white with rust inset border. The
size of the sign complies with code.
The south facing sign is to be raceway mounted and to use white lettering with
a brown trim cap. The raceway will be painted and textured to match the
building. The size of this sign complies with code.
If commission agrees to change the background in the freestanding sign to
white then white wall signs are probably not unacceptable. However, if
commission retains the ivory background in the freestanding sign, commission
will need to closely examine the color of the wall signs.
That the commission review the sign program for Elephant Bar Restaurant Case
No. 278 C and determine acceptability.

Mr. Smith indicated that in study session commission had concerns
with the proposed awnings and the building materials.
Mr. Lyman Martin clarified where the awnings were located and the
materials to be used. He also noted that the only awning to have
elephants on it would be the front entrance awning.
Commissioner McCrea questioned screening of roof mounted equipment.
Mr. Martin explained that he was adding a parapet which would screen
all roof mounted equipment.
Moved by Commissioner Cook, seconded by Commissioner McCrea to
approve this item. Carried 5-0
Commissioner Drury had to leave at this point of the meeting.

DISCUSSION:
October 22, 1985, commission granted conceptual approval. Conceptual approval
was given in that the plans were not in complete compliance with the approval
given by city council. These final plans are in compliance with the city
council approval and are substantially the same as those previously approved
by this commission.
CONCERNS:
The plans as submitted are acceptable to staff. Commission may wish to review
some of the trees proposed on the landscape plan to be assured that all are
appropriate in this climate.
RECOMMENDATION:
That the commission review the final working drawings for the Elephant Bar,
Case 278 C and determine acceptability.

BACKGROUND:
July 11, 1985 city council approved an amendment to a conditional use permit
to allow the expansion of the restaurant facility on the subject property.
The plans under review at this time call for the total renovation of the
building and site.
DISCUSSION:
The site plan as proposed complies substantially with that reviewed and
approved by city council. The proposal,is to more fully utilize the entire
site and delete the easterly parking area. The building is being expanded and
in addition a large covered, outdoor seating area is proposed on the east of
the building. The contemporary style of architecture proposed should be
acceptable. Extensive landscape treatment is contemplated for the east part of
the property and the perimeter of the rest of the site.
RECOMMENDATION:
That the preliminary plan for Case No. 278 C, the Elephant Bar, be reviewed and
the commission determine acceptability. ,

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
Promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
was requ%red by Municipal Code.
