BACKGROUND: October 22, 1985, commission granted preliminary approval subject to the usual conditions. November 12, 1985, applicant requested and obtained approval of an extra change from brick to painted concrete. One concern expressed by commission at these meetings included screening of roof mounted equipment. DISCUSSION: The plans as submitted are substantially the same as those given preliminary approval. As of the writing of this report staff did not have a final landscape plan although we understand one will be available for review at the meeting. Staff also advised the applicant of commission's concern relative to the visibility of roof mounted equipment and a section drawing from the Cook-Hovley intersection is being prepared. RECOMMENDATION: If the roof mounted equipment is adequately screened and the landscape plan is adequate, staff would recommend final approval be granted. l MINUTES ARCHITECTURAL COMMISSION OCTOBER 22, 1985 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural plans for an industrial/office complex. LOCATION: Southwest corner Cook Street and Hovley Lane. ZONE: S.I. S.P. Mr. Smith indicated that staff was concerned with the extensive use of black class in this environment. Commissioner Martin indicated concern with the roof mounted mechanical equipment' being visible and suggested that the glass be extendedto screen the equipment. He also questioned the type of glass material being used. Daniela Bogdan, applicant, stated that she could send a sample of the material for the commission's review. Commissioner Cook thought that the lot was low and that would make the roof mounted equipment even more visible from Cook Street. Mr. Harold Housley indicated that they were going to be bringing in extra dirt to raise the pad site. Commissioner Cook stated that he would like to see a site plan. Moved by Commissioner Cook, seconded by Commissioner Martin to grant preliminary approval subject to the conditions in the staff report and the following. Carried 4-0-1 (Chairman Gregory abstaining) 1. That a section through the building from the Cook Street and Hovley Lane intersection be provided along with a line of sight drawing assuring that roof mounted equipment will not be visible. 4. CASE NO: 270 C APPLICANT (AND ADDRESS): BOB SANDIFER, P.O. Box 1008, Rancho Miraae, CA 92270. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a 13,000 square foot industrial building. LOCATION: Southwest corner Mediterranean and Beacon Hill. ZONE: S.I. P 5 MINUTES ARCHITECTURAL COMMISSION NOVEMBER 12. 1985 ZONE: S.I. Commission had continued this case at it's last meeting with items to be addressed by the applicant at his next submittal. Mr. Joy indicated that all of the Items of concern had been addressed. The applicant submitted a brochure on the type of block to be used and the type of tile. Commission had no further concerns with this case. It was moved by Commissioner Holden, seconded by Commissioner Martin to grant preliminary approval as submitted. Carried 3-0 2. CITY OF RANCHO MIRAGE - COVERED PARKING Mr. Smith explained that the City of Rancho Mirage is going to require covered parking and questioned if the commission thought that Palm Desert should also require this. Commissioner Holden thought that we should encourage it to applicants but that it should not be required. He noted that there are many different ways to provide shade for parking areas than covered parking. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary conceptual approval of plans to remodel existina commercial building. LOCATION: Southeast corner Highway 111and San Luis Rev. ZONE: C-1 S.P. Mr. Smith explained that the applicant had received approval of city council and planning commission but that the plans had been changed since that approval. He indicated that it was now before this commission for .conceptual approval only and that he must return to city council for approval of the chanaes. Application for approval of a monument sign was also submitted. Commissioner Cook questioned the other sians that appear on the plans. Mr. Smith indicated that only the monument sign was being submitted at this time. Commissioner Leuna noted that the Property Owner's Association had approved the plans and that he had no comments. It was moved by Commissioner Holden. seconded by Commissioner Cook to grant conceptual approval subject to the following conditions. 1. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural plans for an industrial/office complex. LOCATION: Southwest corner Cook Street and Hovley Lane. ZONE: S.I. S.P. DISCUSSION• The three, two story office/light industrial buildings contain 62,634 square feet of floor area. Building #1 fronts onto Cook Street and has 13,650 square feet on the first floor and 8,580 square feet on the second floor for a total 22,230 square feet. Building #2 fronts onto Hovley Lane and has 11,700 square feet on the first floor and 7,644 square feet on the second floor for a total of 19,344 square feet. Building #3 fronts onto Eclectic Street and has 12,740 square feet on the first floor and 8,320 square feet on the second floor for a total of 21,060 square feet. These two story buildings will each be a maximum of 27 feet in height. The site is served by a perimeter driveway. Access to the site is via 3 entry points, one from Eclectic, one from Hovley and one from Cook Street. The lower level of the building will be brick while the upper level will make extensive use of black glass. Roof mounted equipment is located behind screen walls. Commission may wish to look into the heat gain problem associated with the extent of glass used in the buildings. A preliminary landscape plan has been submitted which provides an acceptable basis for the final landscape plan. RECOMMENDATION: That the commission review the preliminary plans for Case 279 C, and grant preliminary approval subject to the following conditions: STAFF REPORT 279 C CONTINUED 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irriqation plans and sign program shall be submitted to the Architectural Review Commission.
