ZONE: C-I Upon reviewing the submitted Dlans and Dresentations by staff and by the aoolicant, the architectural commission amended condition number 2 as noted in the attached minutes. Date of Action: November 26. 1985 Vote: Carried 5-0 (An aooeal of the above action may be made in writing to the Citv Clerk of the Citv of Palm Desert within fifteen (15) days of the date of the decision.) --------------- STAFF COMMENTS: Please read the attached minutes. MINUTES ARCHITECTURAL COMMISSION NOVEMBER 12. 1985 It was moved by Commissioner Martin, seconded by Commissioner Holden to aporove this case subject to the following conditions. Carried 3-1 (Commissioner Leunq opposed). I. That the posts be increased to 12" X 12". 2. That a minimum 15" beam be used. 3. That the bases be increased to 30". 4. That additional landscapinq be planted around the outside of the wall. 2. CASE NO: 283 C APPLICANT (AND ADDRESS)• BON APPETIT, 73-640 El Paseo. Palm Desert. CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT• Replacement of wrought iron fence with potted trees and chains. LOCATION: Northeast corner of El Paseo and Larkspur, ZONE: C-1 Mr. Smith indicated that the commission at study session stated that it would like to see the size and color of the chain and pots to be used. Commissioner Leung explained that he thought that it would be a public hazard. The chains are at a level that would be hard to see. Commissioner Martin indicated that the size of the chain links was his concern. He thought if the links were larger that thev would be more visible. Commissioner Holden stated that he would prefer to see some type of horizontal bars with the pots around that. Chairman Greaory suggested that the applicant submit a table layout SO that the location of the pots could be placed between every table. He also suggested that the applicant use a different type of tree in the pots than Oleander. He questioned whether this type of screening was required by ordinance. NATURE OF PROJECT/APPROVAL SOUGHT: Final reconsideration of Cedar Creek Inn patio plans. LOCATION: Southwest corner of San Pablo and El Paseo. ZONE: C-1 Mr. Smith informed the applicant of the commissions concerns at study session regarding the size of the posts and the amount of landscaping outside of the wall. Commissioner Martin indicated that his concern was with the base of the structure. He thought that it should tie in with the rest of the building by being a heavier structure. Chairman Gregory and Commissioner Holden noted that they had no objection to the structure. Commissioner Holden stated that he would like to see additional landscaping on the outside of the wall. Chairman Gregory suggested that the applicant use glu lam. Mr. Mark Hileman, architect, explained that if they went to 15" glu lam it would make the structure look like an addition rather than a simple trellis structure. They were trying to create a lacy kind of structure for shade purposes only. It was moved by Commissioner Holden, seconded by Chairman Gregory to approve this item subject to the landscaping on the outside of the wall be enhanced. Vote 2-2. Motion did not carry. Commissioner Leung stated that the trellis wou 1 d be on the corner and be visible to the public and thought that it should match the vocabulary of the existing building. He indicated that he would like to see 15" glu lam, 12" posts and additional landscaping on the outside of the wall. A motion was made by Commissioner Leung to continue this case so that the above mentioned conditions be drawn and that the revised plans be returned to this commission for final approval. Motion died for lack of a second. ZONE: C-1 DISCUSSION: The applicant is requesting the commission to reconsider their earlier approval given to them that approved the patio but required that supporting columns for the trellis come from massive round brick columns similar to elsewhere in the center. The owner will also bring his architect to the meeting to discuss the matter further but, it should be pointed out that adjacent brick columns in the area are overgrown with vines. The landscaping plan has been revised, as required by the commission, to reflect the elevations which showed some shrubbery in the area between the garden wall and sidewalk. RECOMMENDATION: Discuss matter with project architect and determine acceptability. STAFF COMMENTS: Please read the attached minutes. MINUTES ARCHITECTURAL COMMISSION OCTOBER 22. 1985 Commissioner Martin noted that he did not see any type of screening for roof mounted equipment. Commissioner Leung felt that the plans were incomplete. Chairman Gregory felt that there should be additional landscaping provided between the two industrial parks. He suggested that the trees be doubled and changed to a vertical growing tree. Commissioner Martin thought that each property owner should be required to provide trees every 20 feet on center or clusters. Chairman Gregory suggested that the individual parking space be deleted and that additional landscape be added. Moved by Commissioner Leung, seconded -by Commissioner Martin to continue this case with the following conditions to apply to future submittal. 1. Restudy of landscape plan on the south property line and eastern exposure. 2. Section drawing including line of site showing screening of roof mounted equipment. 3. ZONE: C-1 Mr. Joy indicated that the applicant has received city council approval for the expansion. 2 MINUTES ARCHITECTURAL COMMISSION OCTOBER 22, 1985 Commissioner Holden indicated that since they were takina what was previously open space he thought that they should provide additional landscaping outside of the wall. Commissioner Martin noted that the columns around the exterior dining area should be increased in heio_ht and size to match the existing columns on the building. It was moved by Commissioner Martin, seconded by Commissioner Cook to approve Case No. 282 C subject to the following conditions. 1. That the columns su000rtina the gazebo be increased to match the existina columns on the buildina. 2. That landscaping be added to the public side of the exterior wall. Carried 5-0 6. Third Street, Los Angeles. CA 90048. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a 248 room hotel with two restaurants and health club. LOCATION: One hundred feet south of El Paseo, between Highway 74 and Ocotillo. ZONE: PC (4) S.P. Mr. Sawa outlined the case and indicated that the La Paon restaurant was not going to be remodeled as previously planned. Mr. Sawa also noted that the applicant has received preliminary property owner's association approval and that final approval will be necessary before building permit issuance. There was some question as to what was going to happen to the existing trees. Mr. Wurzburaer indicated that 105 of the existing trees were to be replanted into the design. ZONE: C-1 PROJECT DESCRIPTION: The Cedar Creek Inn was granted approve by the planning commission and city council to expand their restaurant into an adjacent suite and add an outdoor patio along side this expansion area. The patio will consist of 4, 8' X 8' trellises inside an area surrounded by a four foot combination planter/garden masonry wall with brick cap. The trellis is proposed to be entirely wood with 8 Inch beams. An existing fountain in this area will be retained within their patio area. An entryway building indention for the former store will also be enclosed. This will be accomplished by extending existing windows and tile roofs. Detailed plans will be supplied at the meeting. RECOMMENDATION: Review plans for compatibility with existing center.
