Mr. Smith indicated that there was concern over the roof mounted
equipment being adequately screened. Commissioner Holden thought
that they hadn't raised the parapet so that it would screen the roof
mounted equipment.
Moved by Commissioner Cook, seconded by Commissioner Martin to grant
approval subject to the roof mounted equipment being adequately
screened and a final landscape plan being approved. Carried 5-0

NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of requested
wall sign facing west.
LOCATION: South Side of Highway 111 east of Deep Canyon.
ZONE: PC (4) S.P.
Mr. Smith explained that at study session commission had concerns
with two signs being located so close together. He noted that the
sign was permitted by code and could be approved if the commission
concluded that it would not be facing private property.
Commissioner Drury indicated that if a condition stating that the
sign would be removed. if requested by the restaurant owner, were
applied she might be willing to approve the sign.
Mr. Smith thought that they should ask for a letter of authorization
from the restaurant owner before the sign is approved rather than
having it be removed later.
Commissioner Martin thought that the sign should be designed for the
area where it is to be placed and also that it was too close in
proximity to the monument sign.

DISCUSSION:
The precise plan for this case was approved on January 7, 1986. The project
is a two story office condominium constructed in a 'L' shape. The conditions
of approval are attached for review.
ARCHITECTURE:
The architecture of the maximum 29 foot building is a southwest/New Mexico
style as described by the applicant. Exterior materials consist of stucco
walls, flat roofs and round grey stone pillars. It appears roof equipment
will be screened by the parapet.
LANDSCAPING:
A preliminary landscaping plan has been submitted showing species, sizes and
locations. Some additional shrub planting is necessary to screen the parking
lot from the street. Some additional planting may be needed along the rear
property line adjacent to the parking area. By the meeting, staff will
determine the need for street trees as required by the precise plan approval.
SIGNAGE:
A sign program has not been submitted. However, staff advised the architect
to provide a conceptual sign program to insure the building is designed to
accept compatible signage.

CONDITIONS OF APPROVAL
CASE NO. PP 85-AO
Department of Community Development:
1. The development of the property shall conform substantially with exhibits
on file with the department of community development. as modified by the
following conditions.
p. Construction of the total development shall he done in one phase.
3. Construction of a portion of said project shall roamenre within two years
from the date of final approval unless an extension of time is granted;
otherwise said approval shall become null, void, and of no effect
whatsoever.
4. The development of the property described herein shall be subject to the
restrir_tions and limitations set forth herein which are in addition to
all municipal ordinances and state and federal statutes now in force, or
which hereafter may be in force.
5. Prior to issuance of a huilding permit for construction of any use
contemplated by this approval, the applicant shall first obtain permits
and/or clearance from the following agencies:
Palm Desert Architectural Commission
Coachella Valley Water District
Riverside County Department of Health
City Fire Marshal
Evidence of said permit or clearance from the above agencies shall be
presented to the department of building and safety at the time of issuance
of a building permit for the use contemplated herewith.
6. Landscaped setback as proposed and existing wall adiacent to rear property
line are approved.
7. Landscaping adjacent to rear property line shall be designed in concert
with existing landscaping to provide screening of parking lot.
8. Number of compact spaces shall not exceed that, permitted by code.
9. Parking lot area shall be screened from the street by a short wall and/or
landscape hedge.

Department of Public Works:
1. Drainage fees, as required by city ordinance, shall be paid prior to
recordation of the final map or building permit issuance.
2. Drainage facilities shall be provided, per Ordinance No. 218 and the
Master Drainage Plan, to the specifications of the dirertor of public
works.
3. Storm drain construction shall be contingent upon a drainage study by the
private engineer that is approved by the department of public works.
4. Full public improvements, including traffic safety lighting, as required
by ordinance and the director of public works, shall be installed in
accordance with city standards.
5. Improvement plans for water and sewer systems shall be approved by the
respective service districts with "as -built" plans submitted to the
department of public works prior to the project final.
6. Complete improvement plans and specifications shall be submitted, as
required by ordinance, to the city engineer for checking and approval
before construction of any Improvements is commenced. The engineer shall

Fire Marshal:
I. Install a water system capable of delivering 3000 GPM fire flow from any
fire hydrant for a three hour duration in addition to domestic supply.
The computation shall be based upon a minimum of 20 psi residual operating
pressure in the supply main from which the flow is measured at the time
of measurement. Fire flow requirements will depend on built-in fire
protection provisions of buildings.
2. Install Riverside County super fire hvdrants so that no point of any
building is more than 200 feet from a fire hydrant measured along approved
vehicular travel ways.

throne yellow, and the tops and nozzle caps shall be painted green.

required water system shall be installed, operating, and delivering the
required flow.
6. Additional fire protection requirements may be necessary when the
applicant submits specific plans for consideration and approval.
7. All buildings 5000 square feet and over require a fire sprinkler system.

I hereby acknowledge that I have read and agree, to comply with
all the following requirements, and understand that the Depart-
ment of Building and Safety will not issue a building permit or
allow occupancy on the use permitted until this signed confirma-
tion has been received by the Department of Environmental Services.
The development of this project shall conform substantially to all
development plans submitted in behalf of this case, and as revised
according to the Design Review Board process. Any minor change
requires approval by the Director of Environmental Services. Any
substantial change requires approval by the Design Review Board.
All requirements of any law, ordinance, or regulation of the State,
City, and any other applicable government entity shall be complied
with as part of the development process.
This approval is applicable, subject to the development of this
project, commencing within one year from approval date and being
promptly completed.
Landscaping (with irrigation system) shall be installed prior to
final inspection and receiving certificate of occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided along
the full frontage of the lot by means of installation prior to
final inspection or other provisions as approved by the City
Engineer. Construction shall conform to City Standards and all
requirements of the City Engineer.
All new and existing electrical distribution lines, telephone,
cable antenna television, and similar service wires or cables,
which are adjacent to and provide service to the property being
developed shall be installed underground as a part of development
from the nearest existing pole not on the property being developed
as required by Municipal Code.
