Reality has confirmed the commissions suspicions and the applicant has returned with a monument signs placed out at the northern tip of the triangular property. The sign will consist of two faces set in a V-shape oriented to the northeast and northwest. Each face will be 38 square feet. The copy design will be similar to the Highway 74 facing wall signs and will be illuminate ivory letters on a dark brown stucco will be illuminated ivory letters on a dark brown stucco cabinets. The applicant felt the awning looked smother as one piece. He noted that they are two separate businesses owned by the same person. Commissioner Holden indicated the cccmussicn likes to review the exact graphics to be placed on the awning and suggested that drawings detailing the graphics to scale be provided. Commissioner McCrea suggested that "Palm Springs Reservations" add Inc. after their name to clarify that they are a business. It was moved by Commissioner McCrea, seconded by Camdssioner Cook to grant approval. Carried 3-1-1 (Commissioner Drury opposed, Commissioner Sullivan abstaining). 6. LOCATION: 73-101 Highway ZONE: C-1 The applicant explained the proposal and presented pictures showing a model of how the proposed sign would sit on the site. He indicated it was rather high and said he could delete the pedestal which is 2-1/2 feet in height. Commissioner McCrea suggested that a single sign be used and felt that the sign would be too tall even without the pedestal. Commissioner Sullivan liked the pedestal and suggested that the sign be parallel with Highway 111 which would make it visible. Commissioner Cook noted that it would be visible from both sides of the building if it were one sign placed parallel to Highway 111. He felt the "V" concept was unnecessary. It was moved by Commissioner Holden, seconded by Commissioner Cook to give staff authorization to approve the proposed sign if the applicant provides a double-faced, single plane sign scaled down. Ill. CASES: A. Final Drawings: 1. CASE NO: 288 C AMENDMENT APPLICANT (AND ADDRESS): DOMINICK MANCUSO, 305 Tolosa Circle. Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Amendments to working drawings for restaurant/office building under construction. LOCATION: Palms to Pines Village (Carl's Jr. Center). ZONE: C-1 Mr. Drell reviewed the changes that were made to the plans that had been approved originally. He explained that the commission could approve the changes, require modifications or reject the amendments completely. He indicated that commission should review whether the building is acceptable as built rather than what it could have been. Chairman Gregory asked what the applicant was willing to do. Mr. Orel indicated that commission could require that wooden elements be added to the windows to provide the french look that had been deleted. Chairman Gregory explained that the problem the commission faces is not having the chance to review the changes prior to construction of the changes. He felt the original building was far superior and hoped that something could be done to make this building worth approving. Commissioner Drury was obiected to the changes of the second story which completely altered the appearance of the buiidinq. She noted that the deletion of the french appearance was not as much a concern as the deletion of the grid work which provided character to the second storv. 3 MINUTES ARCHITECTURAL COMMISSION NOVEMBER 24. 1987 Commissioner Hoiden felt the building should be judged on its own merits rather than on how it should have been built. He indicated that he would vote for approval if he judged it on its own merits. Commissioner McCrea aareed with Commissioner Holden. Mr. Mancuso questioned why he was not informed at the time of inspection that the building did not comply with the plans and would have to be reviewed by the architectural commission again. Chairman Gregory felt that a building should not be allowed to be changed in the middle of construction if It is still "acceptable". He wanted something better than "acceptable" and advised that the applicant appeal to city council if they receive a negative vote. He noted that the information he pointed out could be brought before the city council. Commissioner Sullivan indicated it would be economically unfeasible to ask the applicant to do the building over. He felt the applicant would take the easy way out if the commission asked for additional chances. Mr. Diaz explained that the applicant is responsible for submitting_ any chances to previously approved plans. it was moved by Chairman Gregory. seconded by Commissioner Drury to deny the amendments to the approved plan. Motion died with a 2-3 vote. A new motion was made by Commissioner Holden, seconded by Commissioner McCrea to approve the building as amended. Motion carried 3-2 (Chairman Gregory and Commissioner Drury opposed). - Commissioner Holden indicated that the building was reviewed on its own merits and no decision was made based on financial hardship. He felt that if this buildina had come in like this oriainally he would have approved it. He noted that this was not setting a precedent. 2. ZONE: C-I DISCUSSION: The restaurant originally named Aggie's has been changed to "Stanley B's" and is in the final stages of construction. The original plans called for gazebos located at each end to soften the two story elevations. The applicant is proposing to eliminate those gazebos and replace them with landscaping (large trees) of similar scale to accomplish the same purpose. Also, a portion of the covered entrance walkway has been enclosed with glass creating a foyer reception area for the restaurant. Some architectural details have been simplified and french individual lite doors have been replaced with double pane glass.
