CALL TO ORDER A Regular Meeting of the Public Safety Commission was called to order by Chair Taylor on Wednesday, March 8, 2023, at 3:31 p.m held in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Commissioners, Gary Bindman, Joseph Butts, Terry Kramer, Doug Luhring, Vice Chair Jeff Alley and Chair Frank Taylor. Absent: None Liaisons: Evan Trubee, City Council Liaison Staff Present: Chris Escobedo, Assistant City Manager and Michelle Nance, Recording Secretary, were present at Roll Call. Other staff members presented reports or responded to questions as indicated in the minutes. 3. NON-AGENDA PUBLIC COMMENT None 4. ACTION CALENDAR A. RECEIVE AND FILE RIVERSIDE COUNTY FIRE DEPARTMENT/CAL FIRE END OF MONTH REPORTS FOR JANUARY 2023 MOTION BY VICE CHAIR ALLEY SECOND BY COMMISSIONER BUTTS, CARRIED 6- 0, to: receive and file Riverside County Fire Department/Cal Fire end of month report for January 2023 D. RECEIVE AND FILE CODE COMPLIANCE WEEKEND REPORTS FOR FEBRUARY 2023 MOTION BY COMMISSIONER BUTTS, SECOND BY COMMISSIONER LUHRING, CARRIED 6-0, to: receive and file Code Compliance weekend reports for February 2023 E. RECEIVE AND FILE EMERGENCY SERVICES COORDINATOR MONTHLY REPORTS FOR FEBRUARY 2023 MOTION BY COMMISSIONER LUHRING, SECOND BY VICE CHAIR ALLEY, CARRIED 6-0, to: receive and file Emergency Services Coordinator Monthly report for February 2023. F. RECEIVE AND FILE COP ANNUAL REPORT FOR 2022 MOTION BY VICE CHAIR ALLEY, SECOND BY COMMISIONER LUHRING, CARRIED 6-0, to: receive and file the COP Monthly report for December 2022. G. RECEIVE AND FILE PALM DESERT PUBLIC SAFETY COMMISSION ROLLING ATTENDANCE REPORT FOR MARCH 2023. MOTION BY COMMISSIONER BUTTS, SECOND BY VICE CHAIR ALLEY CARRIED 6- 0, to receive and file the Palm Desert Public Safety Commission rolling attendance report for March 2023. 5. INFORMATIONAL REPORTS & COMMENTS A. PUBLIC SAFETY COMMISSIONERS Commissioner Kramer commented on roundabouts and the potential to slow down first responders and asked Fire Personnel if there is inspection and color code systems for private fire hydrants located in HOAs. Chief Beverlin provided answers regarding HOAs. Commissioner Butts provided an update from the Homelessness Taskforce meeting. Chair Taylor noted traffic safety issues with existing traffic lights and CV Link merging into traffic lanes, as well as discuss potential concerns regarding traffic safety in the development of North Sphere Park and Fire Station. Vice Chair Alley asked for an update on the PIT Count. ACM Escobedo provided a brief update and will provide further update once County numbers are available. CITY COUNCIL LIASION Councilmember Trubee stated that he looks forward to the ALPR update coming to City Council for approval. Councilmember Trubee also asked for an update on recent pedestrian and vehicle fatalities and asked Police Personnel about red light cameras. Sgt. Mountz provided an update on recent events and reasons why the City does not have red light cameras. C. POLICE AND FIRE Sheriff Sgt. Mountz provided detailed updates from Riverside County Sheriff. Fire Chief Beverlin provided detailed updates from Cal Fire. D. CITY STAFF a. Social Services Coordinator, Jason Austin, was introduced to the Commission. b. Sgt. Mountz provided a presentation on ALPR, Phase 2 c. Ryland Penta provided an update on potential PSA. MOTION BY COMMISSIONER BINDMAN, SECOND BY COMMISIONER BUTTS, CARRIED 6-0, to: add item to the agenda in order to vote on proceeding with the PSA. After discussion a motion and vote were made: MOTION BY COMMISSIONER BINDMAN, SECOND BY COMMISIONER LUHRING, CARRIED 6-0, to: proceed with PSA and provided direction to staff. d. Chris Escobedo alerted the Commission that our next meeting will be a Special Meeting to discuss the budget for FY 23/24. e. Chris Escobedo asked for ideas on potential tour ideas. Ideas given to staff. 6. ADJOURNMENT Chair Taylor reopened public comment: Mr. Stephen Nelson of Palm Desert, commented on the roundabouts in North Palm Desert.
