Pursuant to Assembly Bill 361, this meeting was conducted by teleconference, and there
was in -person public access to the meeting location.
. CALL TO ORDER
A Regular Meeting of the El Paseo Business Improvement Area Board was called to order by
Chair Klein on Thursday, December 15, 2022, at 8:06 a.m., in the Administrative Conference
Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Board Member, Susan Stauber, Sonja Campbell, David Fletcher, and Chair Patrick
Klein.
Absent: None.
Liaison(s)
Present: Mayor Jan Harnik
City Staff
Present: Thomas Soule, Public Affairs Manager; Vanessa Mager, Business Advocate;
Randy Bowman, Deputy Director of Public Works; Shelby Goodwin, Special
Events Coordinator; Christiani Aquino, Recording Secretary; were present at Roll
Call. Other staff members presented reports or responded to questions as
indicated in the minutes.
3. NON -AGENDA PUBLIC COMMENT:
None.
4. CONSENT CALENDAR:
MOTION BY BOARD MEMBER Stauber, SECOND BY BOARD MEMBER Fletcher,
CARRIED 4-0, to approve the consent calendar.

A. APPROVAL OF MINUTES
MOTION BY BOARD MEMBER Stauber, SECOND BY BOARD MEMBER Fletcher,
CARRIED 4-0, to approve the El Paseo Business Improvement Area Board Regular
Meeting minutes of October 20, 2022.
CONSENT ITEMS HELD OVER:
None.
5. INFORMATION REPORTS
A. CITY UPDATE
The introduction of the City's new Special Events Coordinator, Shelby Goodwin.
B. SHERIFF UPDATE
Sheriff Frank Avila presented information on an increase in issues with homeless people in
trash areas in Presidents' Plaza and on being vigilant for counterfeit bills.
C. NEW YEAR'S EVE EVENT UPDATE
Theresa Maggio presented the timeline of events for the CV Celebrate New Year's Eve event.
D. MARKETING UPDATE — December 2022
FG Creative, Stephanie Green presented on evolving El Paseo's brand, social media results,
and photo bank information.
6. ACTION CALENDAR:
A. RAISED CROSSWALKS ON EL PASEO
Deputy Director of Public Works Randy Bowman narrated a PowerPoint presentation on
Raised Crosswalks on El Paseo and responded to Board Member inquiries.
Chair Klein requested a motion to send a signed letter to the City that will support Deputy
Director of Public Works Randy Bowman's staff report regarding the addition of mid -block
crosswalks on El Paseo.
Following discussion, MOTION BY BOARD MEMBER Fletcher, SECOND BY BOARD
MEMBER Campbell, CARRIED 4-0.
B. MID -YEAR BUDGET ADJUSTMENT
FG Creative, Stephanie Green presented a mid -year budget adjustment of $40,000.
The Board made a motion to approve the mid -year adjustment of $40,000, for Palm Springs
Life, Eisenhower Magazine, and Digital.

Following discussion, MOTION BY BOARD MEMBER Campbell, SECOND BY BOARD
MEMBER Stauber, CARRIED 4-0.
7. COMMENTS
A. EL PASEO BUSINESS IMPROVEMENT AREA BOARD MEMBERS
Board Member Fletcher commented on the opening of new restaurants in El Paseo, and
stores in development.
Chair Klein commented on Hideout Kitchen and Bar opening.
Board Member Campbell commented on the removal of locks on trash doors.
Board Member Stauber commented on the courtesy cart app.
B. CITY COUNCIL LIAISON
Mayor Harnik commented on parking and raised crosswalks.
C. CITY STAFF
Public Affairs Manager Soule provided an update on Board membership and the
membership sub -committee.
D. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Commission took no
action on this matter.
8. ADJOURNMENT
The El Paseo Business Area Improvement Board adjourned at 9:45 a.m.
