CONSENT ITEMS A. Approval of the Minutes from Feb. 17, 2022, Board of Directors Meeting Rec: Approved A motion was made by Flaig-Moore and seconded by Fletcher to accept and approve the minutes. Motion passes with a 6-0-1 vote: with Goldberg, Stauber, Klein, Campbell, Flaig-Moore, Fletcher voting in favor: none against one absent. B. Financial Statements combined for approval with the meeting minutes. Please see Consent Items A. IV. PARTNER UPDATE A. City Update New Deputy and Camera Readers presented by Andy Firestein - The City council has authorized a fourth deputy to join the Business District team, coming to a total of 5 deputy's including the Sargent. As of March 25th, both the vacancy and forth deputy will be filled. Camera Readers for the City have been presented to council and are currently accepting RFP's. Camera readers will be place at 30 fixed locations across the city. Depending on the vendor selected we are looking at 40- 60 cameras. President's Plaza Construction presented by Audrey Nickerson — As of February 25th the first layer of pavement and temporary stripping has taken place. Over the next few weeks, the trash enclosures and masonry should be completed. A lot of the upcoming improvements will be dependent on supply availability. ADA ramps have been installed, hand railing along with the light poles have been ordered. Next week the pavers will be installed in crosswalk as well as in the middle of each parking lot. Goal is to have the final paving cap completed the first week of May, if everything goes as planned. Last thing to go in will be the car ports. Project is projected to be completed this summer. Security Camera incentive program presented by Deborah Glickman — Approved by City Council at the last meeting. This program will set aside $20,000 for businesses within the city. Cameras can be interior/exterior systems. There will be an application process that businesses can apply to receive $500 reimbursement for their camera system. To qualify for reimbursement, applicants must fill out 2 MINUTES EL PASEO PARKING AND BUSINESS IMPROVEMENT MARCH 17, 2022 application and register their cameras with the Riverside County Sheriffs Department. Program information will be on Engage Palm Desert this week. Bike Rack incentive program presented by Deborah Glickman — City council will be doing a second review of a bike rack incentive program. Council reviewed program a few meetings ago and directed staff to reach out to the Resource Preservation and Conservation Enhancement Committee. The committee has narrowed-- down bike rack selections to four options. The Bike Rack incentive program is currently on the Engage Palm Desert Website. Deborah will be taking the incentive programs selections back to the City Council, at the first meeting in April. City of Palm Desert Lupine Plaza presented by Deborah Glickman — the council had a study session on Thursday, March 10th, where the designers presented three different exhibitions. The exhibition most desired by Council included closing the street and creating a permanent plaza. All information can be found on Engage Palm Desert including the recording of the study session and the exhibitions that were shown to City Council. Final decision will go back to City Council on April 14th B. Palm Springs Life Events Update presented by Paulina Larson — Fashion week will be kicking on this Saturday; tents have already gone up. Doors will be opening to the public this Friday at 11 am to 4 pm. Monday night show El Paseo night is your night is sold out. A lot of press opportunities are available to merchants, the City, and all others. Information racks have been added throughout The Gardens with information about Fashion Week, and Palm Desert Food & Wine Festival. Tickets are still available for some of the shows. Due to seating arrangements teams are working to see if there will be more seats available if shows sell out. Ribbon cutting will be at 6 pm on Saturday. C. Deputy Nelson, Riverside County Sheriff's Department - Fourth Business District Deputy on board. They will go active on March 24th. Promotions will be actively happening. April first they're hoping to hit the ground running with some foot patrols. Currently it's just been Deputy Nelson and Deputy Potter, they're looking forward to being back up to four deputies on duty. Deputy Taylor and Deputy Avila will be the officers joining the team. Clarification to the City's camera program. When you register with the Sheriff's Office, they have a link on their website. That link will verify that you have cameras, and you are law enforcement friendly. It doesn't give the Sheriff's Office control of cameras, nor do they have remote access. You will still have to give the Sheriff's Office permission to look at the recordings. The fact of the matter is that's how the Sheriff's Office has been solving crime. Without video evidence they are really limited on what they can do. The license plate readers will come in handy, as they aid in solving cases. Increase in fraud over the phone. Please verify who is on the other side of the line. Shoplifting is also on the rise. Please keep inventory on all merchandise. The quicker you can report a crime the quicker they can solve the case. Deputies will be out at the Fashion Week as well as the Food and Wine Festival. 3 MINUTES EL PASEO PARKING AND BUSINESS IMPROVEMENT MARCH 17, 2022 V. OLD BUSINESS A. February Marketing Report Update, Group presentation by FG creative Palm Springs Life and Dawn McCoy — Mrs. Greene presented the marketing report for February. Touched based on the Boards goals to Explode the Brand, Focus on Merchant Relations, Renew and Expand Partnerships, Curate Activations and Overview of Facebook. Dawn gave highlights on Instagram account. Paulina Larson gave an update on website and directory traffic. Mrs. Greene stated the President's Day themed pop-up event was a success, 59 photos were taken. Social media training by Dawn McCoy set for April 26th, Quarterly merchant forums via zoom in May TBD, and special events committee "No Foolin' Spring Fling" street activation planning. VI. NEW BUSINESS A. RFP: Goals Discussion presented by Thomas Soule — The overarching goal is to find ways to maximize very limited resources to bring more people to El Paseo to help drive business for many stores, restaurants, galleries, and other businesses on the street. 1. Creative Services/Branding Reinvigorate/rediscover El Paseo's Brand promise and Brand standards, tell the El Paseo story, and build top0 of -mind awareness for the entire street. 2. Merchant Relations & Support Help merchants further grown their businesses to target a larger, more diverse audience. Explore new and meaningful ways to help El Paseo businesses thrive. 3. Media Planning Define today's El Paseo audience and the best channels to reach them. Adapt our tactics to reach this audience in creative ways. A motion was made by David Fletcher, seconded by Susan Stauber to approve goals to be included in RFP. Motion passed with a 6-0-1: with Goldberg, Flaig-Moore, Klein, and Campbell voting in favor; none against one absent. Question for the board, when are we available for interviews — agreed on Wednesday April 27th B. Jerry Martin: American Graffiti Revisited event Jerry Martin was not present but reached out to Mr. Klein with the following update: Jerry is currently working with the city on this event which would be on Sunday December the 12th. It would require a closure of three city blocks, Lupine Plaza to San Luis Ray. Estimated 300 cars, 3,000 spectators, live music, and dancing. Event would be happening between 1 p.m. and 4 p.m. Vanessa Mager from Public 4 MINUTES EL PASEO PARKING AND BUSINESS IMPROVEMENT MARCH 17, 2022 Affairs Department, clarified that Mr. Martin has submitted his request and is currently working with the city through the process. The city has a sponsorship request and will be considered during the 2022/2023 Fiscal Year Budget discussions. The board unanimously supports this event. VII. ORAL COMMUNICATIONS Randy from the Palm Desert Chamber of Commerce presented — The excitement on El Paseo has been palpable in the past couple of months. Four or five ribbon cutting in the month of March and three or four in the month of April. The golf cart parade is scheduled for October the 30th. Will keep this board updated at each meeting. Lastly, he wanted to thank Stephanie Greene on posting State of the City event on March 30th at the JW Marriott. If you would like to purchase a table or tickets, please let Randy know. This is the first State of the City in the past three years. Goal of attendance at State of the City is 300, right now they have 210 attendees. VIII. REMARKS A. City of Palm Desert Mayor Harnik- Things are good and check out Engage in Palm Desert because it is critical. If we could get our merchants involved with Engage Palm Desert, as it is such a great resource for them. B. Board Members Patrick Klein — thanked the City of Palm Desert and stated there isn't a finer city to work for in the State of California. Discussed future meetings via zoom or in person. Waiting for response from city on in person meetings. Date for RFP interviews is yet to be determined. IX. NEXT MEETING: The next meeting was confirmed for April 21, 2022 X.
