I. CALL TO ORDER
Youth Committee Advisor Amy Lawrence convened the meeting at 6 p.m.

IV. PRESENTATIONS
A. Brown Act and Parliamentary Procedure - Rachelle Klassen (Palm Desert
City Clerk)
Palm Desert City Clerk Rachelle Klassen provided information to the
Committee on the Ralph M. Brown Act and Parliamentary Procedure.

8. Palm Desert Golf Cart Parade - Paula Simmonds (Family YMCA of the
Desert Interim CEO)
Family YMCA of the Desert Interim CEO Paula Simmonds provided
information to the Committee on the Palm Desert Golf Cart Parade
scheduled for Sunday, October 7, 2019, and invited them to assist with the
event's senior seating area from 9 a.m. to 1:30 p.m. Ms. Lawrence
circulated a sign-up sheet and informed Ms. Simmonds that she would be
in touch.
At this point, Ms. Lawrence suspended the agenda and took up Section VI - New
Business, items A and B.
V. APPROVAL OF MINUTES
A. MINUTES of the May 13, 2019, Palm Desert Youth Committee meeting
Upon a motion by Member Kulas, second by Member Shaw, and a 9-0 vote,
(AYES: Cho, Driza, Huang, Jeffrey, Kulas, Post, Ross, Shaw, and Valencia; NOES: None;
ABSTENTIONS: None; ABSENT: None), the May 13, 2019, Minutes were approved as
presented.
VI. NEW BUSINESS
A. ELECTION of Chair for the 2019/2020 School Year
Upon Ms. Lawrence's request for self-nominations for the office of
Committee Chair for the 2019/2020 School Year, Member Kyna Huang
declared her candidacy and gave a statement of qualification.
Upon consensus of the Committee, Member Huang was elected Chair for
the 2019/2020 School Year.
8. ELECTION of Co-Chair for the 2019/2020 School Year
Upon Ms. Lawrence's request for self-nominations for the office of
Committee Chair for the 2019/2020 School Year, Member Daphne Driza
declared her candidacy and gave a statement of qualification.
Upon consensus of the Committee, Member Driza was elected Co-Chair for
the 2019/2020 School Year.
At this point, Ms. Lawrence suggested that Chair Huang suspend the agenda and ()
take up Section V - Approval of Minutes.

C. APPOINTMENT of Member to Lead the Pledge of Allegiance and Provide a
Presentation on Youth Committee Activities at the City Council Meeting on
September 26, 2019
Upon a motion by Member Kulas, second by Member Valencia, and a 9-0 vote,
(AYES: Cho, Driza, Huang, Jeffrey, Kulas, Post, Ross, Shaw, and Valencia; NOES: None;
ABSTENTIONS: None; ABSENT: None), Member Ross was appointed to lead the Pledge
of Allegiance at the City Council meeting on September 26, 2019.
D. CONSIDERATION of Activities for the 2019/2020 School Year
Ms. Lawrence explained that this year she wanted the Committee to focus
on activities that are meaningful to them. She indicated that working with the
Joslyn Center on intergenerational programs and with the students at Lincoln
Elementary School's Afterschool Program are still important, yet asked for
input from the members on what else they would like to focus on during the
year.
Ms. Lawrence circulated a handout for members to complete with questions
regarding preferred areas of focus for the year, suggested speakers and
ideas for activities, as well as ideas to better the community. Verbal
suggestions on activities included working with the "Make a Wish
Foundation", focusing on environmental issues such as the Salton Sea, and
holding a food drive. Speaker suggestions included presentations on the San
Pablo Streetscape Improvements, the CV Link project, and renewable
energy resources. Suggestions on how to better Palm Desert included
expanding sidewalks for those that bike to school, expanding the skate park,
and providing better entertainment centers for kids.

Councilmember Harnik stated that she was glad members were talking
( about pedestrian and bike safety.

Member Kulas noted that she would attend the next meeting
