ADMINISTRATIVE CONFERENCE ROOM 73-510 FRED WARING DRIVE, PALM DESERT, CA 92260 I. CALL TO ORDER Youth Committee Chair Kyna Huang convened the meeting at 6:01 p.m. II. ORAL COMMUNICATIONS None IV. PRESENTATIONS A. PRESENTATION on the American Cancer Society's Relay for Life Event by Janine Judy Ms. Janine Judy provided background on the American Cancer Society's Relay for Life event noting that it is the premier fundraising event for the organization. She said that she'd been approaching the Palm Desert Youth Committee each year for the last five years to recruit volunteers to assist with various tasks during the event. Ms. Lawrence sent around a sign-up sheet for the event which is scheduled for Saturday, November 9, at Freedom Park in Palm Desert. Ms. Judy noted that volunteers are needed for two to three hour shifts during the event, as well as the evening before for set-up. MINUTES PALM DESERT YOUTH COMMITTEE OCTOBER 14, 2019 B. PRESENTATION on the City of Palm Desert's San Pablo Streetscape Improvements by Director of Community Development Ryan Stendell Mr. Ryan Stendell provided a power point presentation to the members on the City of Palm Desert's San Pablo Streetscape Improvements. He indicated that creating a downtown corridor that is bike and pedestrian friendly at the center of the City was one of the goals of the City's General Plan. He explained the concept of a "road diet" adding that the project in the retail area is essentially prioritizing humans over vehicles. He added that once Phase I of the project is complete, the City will plan a grand opening celebration and may look to the Youth Committee for input on the event. Upon request for questions, Member Kulas noted that she thought street art would help the City achieve the goal of making the area trendy and urban. V. APPROVAL OF MINUTES A. MINUTES of the September 9, 2019, Palm Desert Youth Committee meeting Upon a motion by Member Shaw, second by Member Kulas, and a 8-1 vote, (AYES: Cho, Driza, Huang, Kulas, Post, Ross, Shaw, and Valencia; NOES: None; ABSTENTIONS: None; ABSENT: Jeffrey), the September 9, 2019, Minutes were approved as presented. VI. NEW BUSINESS A. APPOINTMENT of Member to Lead the Pledge of Allegiance and Provide a Presentation on Youth Committee Activities at the City Council Meeting on October 24, 2019 Upon a motion by Member Kulas, second by Member Ross, and a 8-1 vote, (AYES: Cho, Driza, Huang, Kulas, Post, Ross, Shaw, and Valencia; NOES: None; ABSTENTIONS: None; ABSENT: Jeffrey), Member Cho was appointed to lead the Pledge of Allegiance and provide a presentation on Youth Committee activities at the City Council meeting on October 24, 2019. B. CHANGE of November Meeting Date to Monday, November 18, 2019 Ms. Lawrence noted that the second Monday of November falls on Veterans Day which is a holiday observed by the schools and City Hall. Therefore, she suggested that members consider rescheduling the November meeting to the following Monday. Upon a motion by Member Kulas, second by Member Shaw, and a 8-1 vote, (AYES: Cho, Driza, Huang, Kulas, Post, Ross, Shaw, and Valencia; NOES: None; ABSTENTIONS: None; ABSENT: Jeffrey), the November meeting date was rescheduled to Monday, November 18, 2019. C. SCHEDULE of Activities for the 2019/2020 School Year 2 MINUTES PALM DESERT YOUTH COMMITTEE OCTOBER 14, 2019 Ms. Lawrence noted that according to the questionnaire passed out at the last meeting, the consensus from the ones returned was that members would like to focus on philanthropic activities this year with non-profit organizations and continue with youth outreach. She went over a proposed schedule for the year to include some new ideas proposed by the members such as a coat drive for the Coachella Valley Rescue Mission or a possible food drive. Seeing no interest from the members, the following tentative schedule was set based on the members' consensus that Wednesdays work best for the majority: - October 27, 2019 - Golf Cart Parade on El Paseo; - November 8-9, 2019 - Relay for Life at Freedom Park; - December 18, 2019 - Holiday Party at Lincoln Elementary School (tentative); - January 15, 2020 - Youth/Senior Technology event at the Fo_untains at the Carlotta (tentative); - February 2020 - Tour of the Palm Desert Sheriff's Station (tentative); - March 11, 2020 - Youth/Senior Technology event at the Joslyn Center (tentative); - April 22, 2020 - City of Palm Desert's 50th Anniversary Earth Day event; and - May 2020 - To be determined. VII. OLD BUSINESS None VIII. CONTINUED BUSINESS None IX. REPORTS AND REMARKS A. COUNCIL MEMBERS Councilmember Harnik informed the members that the City Council recently voted to change the zoning on El Paseo to allow a limited number of non-retail businesses. She also noted that several City Council members and City staff would be attending the League of California Cities conference in Long Beach this week, which is where some of the City's great ideas for programs, such as the Palm Desert Community Gardens have come from. B. STAFF 1. Palm Desert Golf Cart Parade Ms. Lawrence recirculated the Golf Cart Parade sign-up sheet from the last meeting and asked members to confirm their availability so that she could 3 MINUTES PALM DESERT YOUTH COMMITTEE OCTOBER 14, 2019 forward the final sheet to Ms. Paula Simmonds with the Family YMCA of the Desert. 2. Palm Desert Sister Cities Foundation Member Kulas noted that she would provide a report after the November Sister Cities meeting. 3. Other None X.
