Review of cases acted on by the Design Review Board at their meeting of September 20, 1977. r Mr. Williams reviewed cases 111SA, 83MF, 87MF, 59C, noting that a late response was received from the City of Indian Wells in reference to Case 83MF recommending a channel down eastside of the tract. Chairman Berkey asked if the applicant would be required to join an assessment district. Mr. Cook noted that it was not within the Cook Street alignment. Mr. Williams noted that he mentioned the response received from City of Indian Wells just for the record and that the Conditions of Ap- proval covered the assessment district question. Mr. Freed reviewed Case No. 68MF pointing out the treatment along San Luis Rey including the berming and elevations. Com- missioner Reading questioned the visibility for vehicles on the road. Commissioner Snyder noted the plans were not ac- curate with regard to the road and its location. Some discussion followed regarding the roads, drainage channel, landscaping on streets as pointed out by Commissioner Reading. Case No. 59C was discussed further and Chairman Berkey asked if the applicant would tell the Commission of some of the features of his project. CHARLES MARTIN, 73-612 Highway 111, told the Commission of the sprawl type development he was proposing and noted that most of the area was covered with parking. He also noted the advantages of the solar energy concept he had proposed. The Commission commended Mr. Martin for his solar energy con- cept and the underground parking,, both needed in our community. Com- missioner Kryder noted the ultra modern outside archectural treatment was not compatible to the surroundings. The Commissioners agreed that they appreciated the idea but hoped the applicant would bring in another concept for the outside architectural treatment. The Commission a `roved the following cases 111SA, 83MF, 87MF, 68MF by Planning Commis - on Resolution No. 289; motion by Commissioner Snyder, seconded by Com- ssioner Reading, carried unanimously (5-0). Case No. 59C was con- inued to a the October 19th meeting; motion by Commissioner Kelly, econded by Commissioner Kryder, carried unanimously (5-0). Mr. Williams asked that the Commissioners advise the secretary of the dates they could attend a Design Review Board meeting as planned at the joint meeting with the DRB. Each Commissioner took a date cover- ing meetings through December 6, 1977. X. DISCUSSION ITEMS A. Discussion regarding a possible amendment to the By-laws of the Planning Commission relative to the Secretary's powers to present last minute items to the Commission. Mr. Williams noted that the Planning Commission is supposed to be notified of any items referred back from City Council at their next meeting. He then asked if there was any disdussion at this time. Date) Applicant's Signature 1 0 MINUTES PALM DESERT DESIGN REVIEW BOARD MEETING SEPTEMBER 20, 1977 After a one hour study session, the regular meeting of the Palm Desert Design Review Board was called to order by Chairman Johnson at 5:30 p.m. in the Council Chambers of the Palm Desert City Hall. Minutes of the meeting of September 6, 1977. It was moved by Minturn and seconded by Urrutia that the minutes be approved as submitted. Motion carried 4-0 (Johnson, Minturn, Hobbs, Urrutia). Mr. Williams advised the DRB members that the applicant for Case No. 58C, Mr. Gibbs, was unable to complete the revision of the required plans and was therefore requesting a continuance. It was moved by Hobbs and seconded by Minturn to continue the case to the meeting of October 11, 1977. Motion car- ried 4-0 (Johnson, Minturn, Hobbs, Urrutia). 3. Case No. 83MF - DEEP CANYON, LTD. - Review of final construction drawings for 212 condominium units on a 48-acre project located south of 44th Avenue and east of Deep Canyon Road. (PR-5, N). Stan Bell, project architect, present. 4 In response to the issue of having a carport for each unit because of the short driveways, Mr. Bell indicated that all units would have garages equip- ped with automatic door openers. Mr. Bell then pointed out those units with enlarged patios, trellises, and porches, which were required by the DRB. He also said that 10 landscape plans would be submitted in the near future for DRB review. Urrutia said the building plans appeared satisfactory and moved that they be approved. Hobbs seconded and the motion was approved 4-0 (John- son, Minturn, Hobbs, Urrutia). Case No. 111SA - CARL COX - Review of sign plans for a ground monument sign for a new restaurant, The Fort, located south of E1 Paseo and easterly of Lantana. Several members pointed out that the sign, which was greatly improved over the original submittal, would look even better without a cross beam on top and that the address was unnecessary. Johnson thought that the word "entrance" would be more appropriate than the address. It was moved by Hobbs and seconded by Minturn to approve the sign as submitted, subject to four conditions and to suggest that the applicant discuss the matter of the cross beam and the address with the staff. Motion carried 4-0 (Urrutia, Minturn, Hobbs, Johnson). j 5. Case No. 87MF - R. RICCIARDI - Review of preliminary plans for a duplex at the `- northeast corner of San Luis Rey and Alessandro Drive. The applicant, Mr. Robert Ricciardi present. The DRB discussed the question of access to the pool from both units. Mr. Ricciardi indicated that there was no other way to locate the pool to improve access from the corner unit. Minturn felt that this was not necessarily bad since some people would not want the pool noise. Mr. Williams pointed out that Standard Condition No. 5 on curb and gutter should be deleted since it was already installed. It was moved by Hobbs and seconded by Minturn to ap- prove the project subject to 6 conditions, with the deletion of No. 5.
