LOCATION Approx. midway between Hwy 111 and Candlewood, at the easterly end ot Shadow Hills Rd. ZONE M. This item was previously reviewed at the meeting of April 22, 1950. At that time, the Board continued the item in order for the applicant to submit more detail on the entry design. This information has now been submitted. Therefore, the applicant is requesting approval of the landscaping plans. The subject condominium project is presently under construction on the site. A previous landscaping plan had been approved for the site. The applicants are now requesting approval of the revised landscaping plan. Two requirements were that all trees be a minimum of 15 gallons in size, with all shrubs a minimum of 5 gallons in size. The revised plan does comply with these requirements. One other requirement was that trees be provided along the east side of the tennis courts. The applicant does indicate a 24" box size olive tree immediately to the east of the courts. Additionally, a row of oleanders along the northern boundary of the tennis courts are indicated. The applicant is also requesting approval to light the tennis courts. The original conditions of approval require that the landscape treatment around the proposed tennis courts be such that glare is reduced. STAFF ANAYLSIS: The Board should review the revised landscaping plans to determine acceptability. It appears to staff that the original plan is superior to the original plan. The Board should review the tennis court lighting to ensure that glare will be reduced onto adjacent properties. CASES (Continued) Case No. 102 C - FRANK GILBERT AND SGPA PLANNING AND ARCHITECTURE (Continued) On a motion by Barton, seconded by Leung, the Board approved the final parking lot plan with the following conditions: 1. Landscaping shall be completed by December, should Phase II fall behind schedule. 2. Concrete light pillars shall be colored or tinted. 3. Ms. Jackson informed the applicant that the choice and size of trees and other landscape materials were well chosen. Mr. Holden noted that the plans showed some detail but no elevation of the entry areas or the placement of the project identification sign. On a motion by Martin, seconded by Holden, the Board decided to continue this case until working drawings for the completion of the project entrance are submitted. Carried 5-0 (Barton, Holden, Jackson, Leung, Martin). Case No. 131 C - CHALFONT COMMUNICATIONS, INC. - preliminary and final approval of building addition and parking lot improvements for building located at 73-680 Highway 111; Tom Lemon was present. The Board reviewed the project with the applicant. Mr Martin felt that the landscaping would look better on the east side rather than on the:west side of the lot. The applicant replied that a recently installed emergency power unit is located on the east side of the lot. Mr. Holden informed the applicant that the Building"Department may require handicapped parking stalls. Two other concerns were expressed by the Board. First, the entrance door to the building addition interferes with the adjacent parking space. The Board felt that this could be solved by relocating the trash enclosure. The second concern was to move the trash enclosure to the west corner in order to move the parking spaces down. The applicant agreed to this request. The applicant was reminded that screening of the parking lot, either by landscaping or a three foot wall, would be required at the old location of the trash bins. On a motion by Holden, seconded by Martin, the Board approved the application with the following conditions: 1. All parking spaces be double striped. 2. Trash enclosure be relocated to the northwest corner of the lot and addi- tional landscaping or three foot high wall be constructed at the present location of the trash enclosure. 3. The stucco finish of the new addition should match the existing structure. 4. Replace pepper tree with either a Ficus Nidia or eucalyptus tree; choice to be submitted to Staff for approval. Staff presented the report, noting that the items requested previously have been submitted. The Board stated that they were disappointed that the applicant has not followed the approved plans from the begin- ning. The Board felt that the dormers could have been constructed as approved. Hoven Re: DP 11-77 and 92 MF Ladies/Gentlemen: Relative to our recent conversation, please be advised that as you continue to implement the project contemplated in the approved Development Plan (Case No. DP 11-77), that approval remains valid. An extension of time would only be necessary if some portion of the project had not begun within a year from the date of final approval. A condition of the Development Plan did require that the project be promptly completed, therefore, if you anti- cipate a delay in completing the final phase (the condo -hotel) you might submit a phasing schedule and request that the City Council approve a modi- fication of City Council Ordinance No. 172, Section 3-C, to clarify the situation. This request should be accompanied by a $50.00 filing fee. Turning to Design Review Case No. 92 MF, it is noted that approval is valid for a one year period. Your letter of December 27, 1979, requesting a time extension was received two months after the case approval expired. Case No. 92MF - AFFILIATED CONSTRUCTION - Final construction drawings for a condo/hotel and landscape plan for total condo/hotel and condominium pro- ject to be located on the southside of Highway 111 at City easterly limits. Applicant was present. The designation of tree varieties to be used throughout the project was the major issue resolved on this case. Commissioner Kryder asked if there would be any air condition- ing on the roofs. Mr. Gibbs stated there would be none. Mr. Williams stated that 42nd Avenue would be extended. Mr. Cipriani stated that the project will be done in stages. Mr. Beebe indicated that a change was needed in condition 7, it should read as follows: "Lighting of parking areas and premises shall be provided as approved by the Director of Environmental Services. Street lights shall be installed as approved by the City Engineer." Some discussion followed over this condition. Mr. Beebe noted that street lights would be needed at Cook and 42nd. It was moved by Commissioner Kelly, seconded by Commissioner Kryder to approve the Design Review Board Actions of October 11, 1977 with the addition to Condition No. 7 to read as follows: "Lighting of parking areas and premises shall be provided as approved by the Director of Environmental Services. Street lights shall be installed as approved by the City Engineer" by Planning Commission Resolution No. 299; carried unanimously (4-0). A. Review of cases acted on by the Design Review Board at their meeting of October 25, 1977. Mr. Cipriani reviewed the cases starting with Case No. 88MF and Mr. Williams noted that the Design Review Board wants a cluster of trees at the driveway and similar treatment at the end of the building. Mr. Jennings the applicant was present. Regarding Case No. 89MF and 90MF there was some discussion on the driveways and the garages. In reference in Case No. 32MF Mr. Williams noted that the Design Review r equests 32 trees in front. Mr. Williams also noted that Case N 92M1F ad been reviewed with DP 11-77A earlier in the meeting. Mr. Wil hen reviewed Case No. 91MF and covered the various con- cerns oiams Design Review Board as stated in their minutes. Mr. Cipriani reviewed Case No. 50C and there was some discussion on the enclosure area. He then reviewed Case No. 61C. Mr. Bernie Leung was present. It was moved by Commissioner Snyder and seconded by Commissioner Kelly to approve the actions of the Design Review Board on October 25, 1977 by Planning Commission Resolution No. 299; carried unanimously (4-0). City Staff - Mr. Cipriani noted that the Mayor has requested that a member of the Commission serve on the CVAG Housing and Community Development Subcommittee. Commissioner Kryder volunteered to serve. Mr. Williams stated that the first COD Area Specific Plan neighborhood meeting would be on Nov. 2nd, the 2nd on the 3rd, the 3rd on the 7th which they expect to have a big turn out at this meeting, the 4th meeting on the 8th and the final meeting on the 9th. Agreement of compliance to be signed by those applying for review. I hereby acknowledge that I have read and agree, to comply with all the following requirements, and understand that the Department of Building and Safety will not issue a building permit or allow occupancy on the use permitted until this signed confirmation has been received by the Department of Environmental Services. The development of this project shall conform substantially to all development plans submitted in behalf of this case, and as revised according to the Design Review Board process. Any minor change requires approval by the Director of Envi- ronmental Services. Any substantial change requires ap- proval by the Design Review Board. All requirements of any law, ordinance, or regulation of the State, City, and any other applicable government entity shall be complied with as part of the development process. This approval is applicable, subject to the development of this project, commencing within one year from approval date and being promptly completed. Landscaping (with irrigation system) shall be installed prior to final inspection and receiving certificate of occupancy. Curb, gutter, curb cuts, and tie-in paving shall be provided along the full frontage of the lot by means of installation prior to final inspection or other provisions as approved by the City Engineer.
