SPECIAL CONDITIONS
CASE NO. 96MF
1. Construction plans shall be submitted for approval to the City
Fire Marshal prior to issuance of building permits. All con-
ditions shall be made a part of construction and no certificate
of occupancy shall be issued until completed.
2. Final construction drawings including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, and irrigation
plan shall be submitted to the Design Review Board. No final in-
spection or occupancy permit shall be given by the Dept. of Envi-
ronmental Services to this project until the aforementioned ap-
proved plans and construction shall have been completed.
3. Applicant shall comply with all of the requirements of related
Case No. DP 09-77.
4. Each unit shall have its own trash enclosure area for easier access.

comply with all the conditions set forth, and understand the Dept.

PALM DESERT DESIGN REVIEW BOARD
DECEMBER 6, 1977
1. The meeting was called to order at 5:30 p.m. in the Council Chambers of
the Palm Desert City Hall, after a half hour study session.

It was moved by Williams, seconded by Minturn to approve the minutes of
November 22, 1977. Motion carried 5-1 (AYES: Minturn, Urrutia, Jackson,
Williams, Hill; ABSTAIN: Johnson).
2. Case No. 63C - PALM DESERT RACQUETBALL/HEALTH CLUB, INC. - Preliminary site,
floor and elevations for a racquetball/health club at the northwest corner
of Painters Path and Highway 111. Project architect present.
The architect spoke to the Board and noted that the project had been rede-
signed and elements of safety had been incorporated into the plans in the
1 parking lot, also it would have a redwood exterior, with mounding and lemon
scented eucalyptus trees as part of the landscaping. The elevations of the
whole building were discussed and of its effects on the surrounding area.
Mr. Urrutia noted that the redwood would fade and the color would blend in
with the surrounding landscaping. He also suggested that a drip irrigation
system be used as water would stain the wood and discolor it.
Mr. Johnson suggested that eucalyptus and pine would go very well with the
redwood exterior. He also noted that a more complete landscape plan is
needed. Some discussion followed with regard to the horizontal and vertical
wood treatment. The stairway and ramp design was discussed and whether is
would conform to the standards covering the handicapped.
On a motion by Jackson, seconded by Urrutia the Case was approved with the
following conditions added. Condition No. 6 - Lower northerly 1/3 of build-
ing two (2) feet. Condition No. 7 - Mounding shall be provided around southern
area, along Painters Path with wrapping around the south end and integrate
the fire escape. Condition No. 8 - Wood treatment shall be natural redwood,
minimum 1"x8" with tongue and groove. Condition No. 9 - A handrail and handi-
cap entrance shall be provided. Condition No. 10 - The service entrance
shall be refined. Motion carried 6-0 (Urrutia, Minturn, Johnson, Jackson,
Williams, Hill).
3. Case No. 96MF - CHARLES ROOT - Final construction draw'Fngs for 9 condominium
units on the west side of Verba Santa, south of Pitahaya. Applicant not pre-
sent.
The Board recommended that the applicant consider drip irrigation and a forth
condition was added to read "Each unit shall have its own trash enclosure
area for easier access." Motion by Minturn, seconded by Urrutia to approve the case -with the additional condition; carried unanimously 6-0 (Urrutia,
Minturn, Johnson, Jackson, Williams,- Hill).

Mr. Cipriani noted that the plans had been submitted before but that the ap-
plicant had been given misinformation and had to have the plans redone and is
now submitting both the preliminary and final drawings.
There was some discussion with regard to the driving and parking areas. Mr.
Minturn indicated that the carports should be made into garages and Mr. John-
son suggested more landscaping with bigger trees. Some discussion followed
regarding the wall. Mr. Leung suggested block or plaster, the applicant agreed.
The Board requested that the landscape plan come before the Board.
It was moved by Mr. Leung and seconded by Mr. Minturn to approve the project
with the subject conditions; motion carried 4-0 (Leung, Urrutia, Johnson,
Minturn).

Mr. Cipriani noted that this had been reviewed at the very preliminary stages
and that the Boards comments had been incorporated into the conditions.
It was moved by Mr. Urrutia and seconded by Mr. Minturn to approve the project
with the subject conditions; motion carried 4-0 (Leung, Urrutia, Johnson,
Minturn).
12. Case No. 97MF - W & R DEVELOPERS - Preliminary site, floor and elevations for
6 single-family residences in the Desert Paradise Tract, on Joshua between 44th
and Parkview. Applicant present.
Mr. Leung told the applicant that composition shingles do not stand up to the
wind and sand in the desert and he recommended that the applicant consider tile
or rock. He also noted that the plant-ons around the windows should go all the
way around the window and should be plaster.

I hereby acknowledge that I have read and agree, to comply
with all the following requirements, and understand that
the Department of Building and Safety will not issue a
building permit or allow occupancy on the use permitted
until this signed confirmation has been received by the
Department of Environmental Services.
The development of this project shall conform substantially
to all development plans submitted in behalf of this case,
and as revised according to the Design Review Board process.
Any minor change requires approval by the Director of Envi-
ronmental Services. Any substantial change requires ap-
proval by the Design Review Board.
All requirements of any law, ordinance, or regulation of
the State, City, and any other applicable government entity
shall be complied with as part of the development process.
This approval is applicable, subject to the development of
this project, commencing within one year from approval date
and being promptly completed.
Landscaping (with irrigation system) shall be installed
prior to final inspection and receiving certificate of
occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided
along the full frontage of the lot by means of installation
prior to final inspection or other provisions as approved by
the City Engineer. Construction shall conform to City Stan-
dards and all requirements of the City Engineer.
