Dear Paul:
The excitement and interest over Monterey Country Club has been
overwhelming! Our rate of construction and the progress we have
made since taking out our first building permits has even amazed
us. We have now reached the time of getting ready to start our
first escrow closings and buyer move -ins. In just two short weeks,
we are scheduled to start the Phase 1 move -ins. As you know,
Phase 1 parallels Monterey Avenue north of the Whitewater Channel,
but just south of our main entry.
During the time of construction of the 80 units at Rancho Las Palmas
that were located within the City Limits of Palm Desert, we were
completing units and obtaining final building inspection before we
could hydro -mulch the lawns. All the other landscaping irrigation
and yardlighting work was completed with the exception of the
seeding. The lawn seeding was always completed within a week or
two after the first building inspection of any of these phases.
In view of our progress here at Monterey Country Club, we are
again asking that this same variance be granted for us on this
project. I know you are aware that final inspections can be
II handled by one building at a time; but hydro -mulching is much
more practical if a larger area can be done in one set-up rather
than bringing a truck and pump in several times to complete one
phase.
Occasionally, we will also be ready for final building inspection
prior to the swimming and therapy pool being fully operational
for the applicable phase. While we do not want this to occur
as a common practice, it is something we must take into consideration
and ask that we also receive final building inspection prior to
these facilities being totally complete. Of course, the pools will
be completed within a few days thereafter.

Incidentially, Paul, the 2:1 slope west of Phase 1, which partially
lies within the City parkway easement, will be landscaped and
irrigated. However, at this time we do not have the type of
planting finalized; but this will be accomplished within thirty (30)
days from our first move -in.
Your attention to these matters will be greatly appreciated and
if meeting with your approval, we would like to ask that you advise
Jim Hill of the Building Department who, in turn, will be able
to advise Don Berry that he can continue with the building
inspections and utility releases without delay.

A. Review of Cases acted on by the Design Review Board at their
meeting of March 8, 1978.
Mr. Cipriani reviewed the cases. Regarding Case No. 51C he
reviewed the sign program; Case No. 76MF he noted that the Design
Review Board had asked that the tile mosaic on top be eliminated;
Case No. 95MF he noted that the revised plans had not been submitted
a, but he indicated to the Commission the proposed changes with
to landscaping and the reversal of the floor plan; Case No.
Chairman Berkey asked where the proposed annexation stood at
ime, Mr. Williams noted that it was to appear before the City
Council at their March 23rd meeting. It was further noted that the
applicant has submitted.l6 different elevations which would allow for
80 different combinations of colors and materials. Mr. Williams then
showed acolored rendering of the proposed 480 unit complex that would
adjoin this phase.

On a motion by Commissioner Snyder, seconded by Commissioner
Kryder, the Commission approved the actions of the Design Review
Board by Planning Commission Resolution No. 343; carried unanimously
(4-0).
X. DISCUSSION ITEMS
A. Annual Cal Chapter AIP Conference in Monterey.
Mr. Williams reviewed the various topics proposed for the
conference. Chairman Berkey asked if both lay and professional people
attended these conferences. Mr. Williams stated that various people
in both lay and professional fields were members and attended the
conferences. All Commissioners present noted their interest in attend-
ing the conference.
B. Continuing Education in Environmental Design, Planning,
and Community Development sponsored by University Extension,
University of California Berkeley.
Mr. Williams noted that this was similar to the Planning Commis-
sioners Institute held earlier this year.
C. Items to be discussed with the City Council at the Joint
Planning Commission - City Council meeting of March 30th
Mr. Williams noted that the meeting was approved for March 30th
and would be at 7:00 p.m. He then noted that Mr. Dick Smith would
be presenting a slide program as the first item on the agenda, second
item would be the Advanced Planning Program. Chairman Berkey asked
that the procedures be discussed that apply when the Planning Commission
and Staff disagree on certain matters as item three and just procedures
in general as item four.
Commissioner Kelly asked if the inadequacy of the schools would
be discussed under Advanced Planning Studies. It was verified that
this would be discussed under "Other Studies".

XII. COMMENTS
A. City Staff
Mr. Williams noted that the Director of Public Works had
taken care of the landscaping problem at the corporate yard
and more oleanders had been planted. Also, Moller's is
going to put in more trees.

C. Planning Commissioners
Commissioner Kryder questioned the Sign Ordinance and
whether it covered a bus being used as advertising for a
business. Mr. Williams noted that there was nothing in the
Ordinance to cover a bus being used as a sign. Commissioner
Kryder then stated that the Ordinance should be revised to
cover such issues. Mr. Williams noted that the owner had
indicated that the bus would eventually be done away with
and that he intended to discuss the sign issue with the City
Attorney soon.

Mr. Williams pointed out that the preliminary Redevelopment
site plan showed up to 3 driveways opening onto E1 Paseo in that
block.
Mr. Outcault replied that Hunter Cook, the City
Engineer, had been opposed to such an opening
for this project.
It was moved by Commissioner Snyder and seconded by Commis-
sioner Kelly to approve the preliminary plans for Case No. 62C sub-
ject to the new site plan submittals and the deletion of Condition
Nos. 13 and 14, by Planning Commission Resolution No. 311. Some
discussion followed and Commissioner Kryder asked for clarification
of the access situation, since deletion of Condition No. 14 would
leave the Fuller project with only 1 access/egress point. Chairman
Berkey noted that the Planning Commission would have other opportuni-
ties to obtain mid -block driveways when the other parcels to the east
developed. Mr. Leung felt that it would be better to separate cars
and pedestrians on E1 Paseo as much as possible. Mr. Cipriani replied
that this could present a short-range problem. If the 3rd lot develop-
ed without access to Sage Lane, this would create a situation where up
to 200 cars would be forced to use a single access. Commissioner
Snyder wanted to keep the discussion focused on just the Fuller build-
ing and did not think that the motion should be changed. The motion
to approve Planning Commission Resolution No. 311 was carried unanimous-
ly (5-0).
B. Review of Cases acted on by the Design Review Board at
their meeting of November 22, 1977.
Mr. Cipriani summarized the cases. Their bP30i12;
' concerns
expressed by the Commission, it was moved by Commi Snyder and
seconded by Commissioner Kelly to approve Cases No10OMF,
101MF, and 103MF by Planning Commission Resolution carried
unanimously (5-0).

A. Reprint from H&H/housing regarding wholesale price indexes
for selected building materials and commodities.
A brief discussion occurred on the article regarding the recent
inflationary increases in the wholesale price index for selected build-
ing materials.

FLOOR PLANS AND ELEVATIONS
The floor plans and elevations presented herein are typical
of those built in the Rancho Las Palmas Country Club project,
a portion of which is in the City of Palm Desert. Certain
minor modifications such as location of water heaters were
made to meet Palm Desert standards. Such changes will be
similarly made in the Desert Squire project.
Front doors were modified, again to meet certain City of Palm
Desert requirements, which resulted in a rather poor
architectural treatment of the main entry way to each house.
Neither we, nor the home purchasers, approved of the changes.
We propose to change this design in the Desert Squire project
back to our usual design which is depicted in the floor plans
submitted or which can be inspected at Rancho Las Palmas Country
Club, City of Rancho Mirage section.
The buildings, floor plans and color treatments may be modified
somewhat in final design to permit improvement and variation in
previously built units.
