A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF PALM DESERT, CALIFORNIA, ANNOUNCING
FINDINGS AND APPROVING THE DESIGN REVIEW BOARD
ACTIONS OF NOVEMBER 22, 1977.
WHEREAS, the Planning Commission of the City of Palm Desert,
California, did review the Design Review Board action of November 22,
1977, approving:
Case No. 99MF - Conceptual site, floor and elevations for
780 condominium units and 6 single-family
residence lots for a planned residential
development for SUNRISE CORPORATION, Et Al;
Case No. 100MF - Preliminary site, floor and elevations for a
duplex for SANTIAGO FERNANDEZ;
Case No. 101MF - Preliminary site, floor and elevations for
a 3-unit apartment for LEONA GERTZ;
Ca a No. Eis
- Preliminary site, floor and elevations for
a 10-unit apartment for STEVE FLESHMAN:
WHER time, upon considering and receiving all testi-
mony and arguments, if any, of all interested persons desiring to
be heard, said Commission did find sufficient facts and reasons to
exist to approve the Design Review Board actions of November 22, 1977.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of
the City of Palm Desert, California, as follows:
1. That the above recitations are true and correct and con-
stitute the findings of the Commission in this Case.
2. That it does hereby approve the Design Review Board actions
of November 22, 1977.
PASSED, APPROVED, and ADOPTED at a regular meeting of the Palm
Desert Planning Commission, held on this 29th day of November, 1977,
by the following vote, to wit:

A. Case No. 62C (Cont.)
Mr. Williams pointed out that the preliminary Redevelopment
site plan showed up to 3 driveways opening onto El Paseo in that
block.
Mr. Outcault replied that Hunter Cook, the City
Engineer, had been opposed to such an opening
for this project.
It was moved by Commissioner Snyder and seconded by Commis-
sioner Kelly to approve the preliminary plans for Case No. 62C sub-
ject to the new site plan submittals and the deletion of Condition
Nos. 13 and 14, by Planning Commission Resolution No. 311. Some
discussion followed and Commissioner Kryder asked for clarification
of the access situation, since deletion of Condition No. 14 would
leave the Fuller project with only 1 access/egress point. Chairman
Berkey noted that the Planning Commission would have other opportuni-
ties to obtain mid -block driveways when the other parcels to the east
developed. Mr. Leung felt that it would be better to separate cars
and pedestrians on E1 Paseo as much as possible. Mr. Cipriani replied
that this could present a short-range problem. If the 3rd lot develop-
ed without access to Sage Lane, this would create a situation where up
to 200 cars would be forced to use a single access. Commissioner
Snyder wanted to keep the discussion focused on just the Fuller build-
ing and did not think that the motion should be changed. The motion
to approve Planning Commission Resolution No. 311 was carried unanimous-
ly (5-0).
B. Review of Cases acted on by the Design Review Board at
their meeting of November 22, 1977.
Mr. Cipriani summarized the cases. Their being no concerns
expressed by the Commission, it was moved by Commissioner Snyder and
seconded i loner Kelly to approve Cases No. 99MF, 100MF,
101MF, 103MF Planning Commission Resolution No. 312; carried
unanimo sly
X. DISCUSSION
A. Reprint from H&H/housing regarding wholesale price indexes
for selected building materials and commodities.
A brief discussion occurred on the article regarding the recent
inflationary increases in the wholesale price index for selected build-
ing materials.

A. City Staff
Mr. Williams reminded the members of the special Planning
Commission meeting on December 6, 1977 for the COD Area Specific
Plan. Commissioner Kelly indicated she would be absent for that
meeting, but would be present for the regular meeting of Decem-
ber 14, 1977.

be provided on San Rafael in conformance with City Standards
and the requirements of the City Engineer at the time of
construction or by future agreement with the City Engineer.
2. A complete and detailed landscaping and irrigation plan,
fencing, lighting, and sign plan shall be submitted to
the Design Review Board prior to final approval.
3. Final construction drawings shall be submitted to the City
Fire Marshal prior to the submittal of plans for Building
Plan Check.
4. Applicant shall submit a written agreement in a form accept-
able to the City Attorney to join any undergrounding district
involving the subject property.
5. Applicant shall submit a perimeter fencing or wall plan to
the DRB for approval as part of the submittal of final con-
struction drawings.
6. Rear yard setback shall be a minimum of 20 feet.

Agreement of compliance to be signed by those applying for review.
I hereby acknowledge that I have read and agree, to comply
with all the following requirements, and understand that
the Department of Building and Safety will not issue a
building permit or allow occupancy on the use permitted
until this signed confirmation has been received by the
Department of Environmental Services.
The development of this project shall conform substantially
to all development plans submitted in behalf of this case,
and as revised according to the Design Review Board process.
Any minor change requires approval by the Director of Envi-
ronmental Services. Any substantial change requires ap-
proval by the Design Review Board.
All requirements of any law, ordinance, or regulation of
the State, City, and any other applicable government entity
shall be complied with as part of the development process.
This approval is applicable, subject to the development of
this project, commencing within one year from approval date
and being promptly completed.
Landscaping (with irrigation system) shall be installed
prior to final inspection and receiving certificate of
occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided
ong the full frontage of the lot by means of installation
or to final inspection or other provisions as approved by
e City Engineer. Construction shall conform to City Stan -
and all requirements of the City Engineer.
