The meeting was called to order at 5:30 p.m. in the Council Chambers of the Palm Desert City Hall, after an lz hour study session. Members present: Eric Johnson Bernie Leung Phyllis Jackson Frank Urrutia Ralph Cirpriani for Paul Williams Members absent: Jim Hill Staff present: Ron Knippel Clyde Beebe 2. Case No. 117MF - TERRA INDUSTRIES - Preliminary site, floor and elevations for 198 single-family semi-detached condominium units to be located at the north- west corner of Fairhaven and 44th Avenue. Applicant present. Following discussion of this case and a presentation by the applicant to point out areas of the project which were changed to accommodate previous DRB comments, Jackson moved to approve the preliminary site, floor and eleva- tions subject to the following conditions: a. A minimum 20' setback be required between units and/or units be attached by use of a trellis or other decorative structure. b. All 2-story structures be removed from the scenic preservation overlay district or limited to the project's inner circle. c. Eliminate the housing cluster in the northwest corner of the inner circle to provide additional open space and relocate pool in this area. d. All pools shall be a minimum of 20'x4O'. The motion was seconded by Johnson but failed to pass for lack of a majority vote; (AYES: Jackson, Johnson; NOES: Leung, Urrutia, Cipriani). 3. Case No. 82MF - PORTOLA VILLAGE - Final landscaping for a 48-unit condominium project to be located on the east side of Portola, south of Goleta. Applicant present. On a motion by Johnson, seconded by Jackson, the Board approved the final landscaping plan subject to the applicant modifying the plans as follows: a. All shrubs adjacent to units be upsized to a minimum of 5-gallon. b. Evergreen trees shall be provided throughout the project between date palms. Suggested tree types are: evergreen pear; Brazilian pepper; and mexican ash. c. Staff shall review and approve the above noted changes. Carried 4-1 (AYES: Johnson, Jackson, Leung, Urrutia; NOES: Cipriani). 4. Case No. 128MF - BRUCE BEDIG - Final landscaping for a mobile home subdivision addition located at the Silver Spur Mobile Manor. Applicant present. On a motion by Urrutia, seconded by Leung, the Board approved the final land- scaping subject to the applicant revising the landscaping plan as noted on Exhibit A; carried 5-0 (Urrutia, Leung, Johnson, Jackson, Cipriani). 40 Minutes Design Review Board June 20, 1978 Page Two 5. Case No. 93MF - WILLARD T. JORDAN - Final construction drawings for 4-con- dominium units to be located on the east side of Highway 74, north of Verba Santa. Applicant present. On a motion by Jackson, seconded by Cipriani, the Board approved the final construction drawings subject to the applicant relocating the windows in the master bedroom and revising the landscaping plan as noted on Exhibit A; carried 5-0 (Jackson, Cipriani, Johnson, Urrutia, Leung). 6. Case No. 79C - C. G. DUNHAM - Final construction drawings for a commercial complex to be located on the southside of El Paseo between Lupine Lane and Sun Lodge. Applicant present. On a motion by Urrutia, seconded by Cipriani, the Board approved the final construction drawings with the following recommendations: a. Selection of trees in small planting area and adjacent to buildings should stress vertical growth rather than horizontal growth. Alternate tree to consider is bottle brush. b. Eliminate eucalyptus estrata. from parking area and replace with african sumac, rhus lancea, and/or evergreen pear. c. Provide carolina cherries spaced every 3' along tennis courts as screen or buffer. Carried 5-0 (Urrutia, Cipriani, Johnson, Jackson, Leung). 7. Case No. 108MF - AMERICAN WEST DEVELOPMENT - Preliminary site, floor and elevations for a 5-unit apartment complex to be located at the southwest corner of Driftwood and Sunset. Applicant not present. On a motion by Cipriani, seconded by Jackson, the Board rejected the pre- liminary site, floor and elevations and recommended that the applicant re- work the site plan and restudy the exterior elevations; carried 5-0 (Cipriani, Jackson, Leung, Urrutis, Johnson). 8. Case No. 116MF - AMERICAN WEST DEVELOPMENT - Preliminary site, floor and ele- vations for a triplex to be located at the northeast corner of Sunset and Driftwood. Applicant not present. On a motion by Cipriani, seconded by Jackson, the Board approved the prelimi- nary site, floor and elevations subject to the applicant submitting a more detailed landscaping plan; carried 5-0 (Cipriani, Jackson, Johnson, Urrutia, Leung). 9. Case No. 84C - CIRCLE K FOOD STORES - Landscaping and sign program for an existing commercial structure located at the southwest corner of San Pablo and San Gorgonio. Applicant not present. On a motion by Urrutia, seconded by Jackson, the Board approved the land- scaping and sign program subject to the following conditions: a. Delete the sign proposed for the front of the store and maintain the monument sign only. b. Redesign the pump canopy using heavy timber in lieu of shingles. WELLS - Final construction drawings for commercial structure and related parking to be located north of highway 111, east of Las Palmas. Applicant was present. The Board reviewed final plans for the project. The applicant submitted a new set of plans addressing Staff concerns and these were found to be generally acceptable. On a motion by 'Jackson, seconded by Urrutia, the Board approved final plans, subject to the following revision: 1. Replace Carolina Cherries with Pyracantha, on the west. carried 4-0 (Johnson, Jackson, Urrutia, Williams). Case No. 110 C - J. SEGALL - Final construction drawings for a commercial addition to be located on the northwest corner of Cabrillo and Highway 111. Applicant was present. The Board reviewed various elements of the proposed construction; reviewing materials of construction, the aesthetic aspects of the structure and landscaping. Also discussed were structural requirements to support the structure and satisfy wind load requirements. On a motion by Urrutia, seconded by Johnson, Jackson having left the roan, the Board moved to continue the item to allow the applicant to meet with the Building Department to discuss structural requirements, and to review the elevation of the structure and landscaping to screen it; carried 3-0-1 (AYES: Johnson, Urrutia, Williams ABSENT: Jackson). Case No. 108 MF - AMERICAN WEST - Final construction drawings for a 5-unit apartment complex to be located on the southwest corner of Driftwood and Sunset. Applicant was present. The Board discussed the final construction drawings and landscaping plans, which were required to be submitted to the Board. On a motion by Williams, seconded by Jackson, the Board approved the plans, subject to the following revisions: Landscape Plan 1. Specify 5-gallon Oleanders, 10 foot O.C. 2. Specify future pool area to be in lawn. 3. Specify a/c pad locations, to be approved by Staff. carried 4-0 (Jackson, Johnson, Urrutia, Williams). The Board discussed the various aspects of the preliminary plans, evaluated the plot plan, landscaping plan and building elevations. This item had been continued to allow the applicant to restudy the plans. DISCUSSION ITEMS (from Study Session) a Case No. DP 20-78 - ALLARCO DEVELOPMENT, LTD: Conceptual drawings for a r 80-unit con ominium project to be located on the northeast corner of I Cook Street and Country Club Drive. The Board reviewed the Development plans for this case and found them to be generally acceptable and had no comments to forward to the Planning Commission. STAFF RECOMMENDATION: The landscaping plan for this project is greatly improved in comparison with that originally submitted. Two items still need clarification; the type and color of the proposed rock and the variety of Sumac proposed. Case No. 111MF - AMERICAN WEST DEVELOPMENT - Final construction drawings for 17 single-family residences located on various lots in Palma Village Unit No. 12. Applicant present. On a motion by Urrutia, seconded by Hill, the Board approved the final con- struction drawings subject to the following: a. Bars be removed from the windows on Plan 'A'. b. Stucco plant-ons be added as trim on Plan 'B'. c. More detailed landscaping plans be submitted for each unit with the pro- viso that no permits shall be issued until such plans have been approved. All con- ditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Any/all untility service and distribution lines on or abutting the subject property, shall be placed underground prior to oc- cupancy clearance. 3. Final construction drawings including a final landscaping, grading, lighting, amenitites, trash storage, walkway layout, and irrigation plan shall be submitted to the Design Review Board. No final inspection or occupancy permit shall be given by the Department of Environmental Services to this project until the aforementioned approved plans and construction shall have been completed. Trash enclosure shall be relocated. 5. Roofs shall be modified. The -landscaping plan will suffice as a preliminary landscaping plan, but is inadequate as a final landscaping plan. More detail will have to be added.
