NOTICE IS HEREBY GIVEN that the Palm Desert City Council will convene for a
Study Session Thursday, November 14, 2013, at 2:00 p.m. in the Administrative
Conference Room of the Palm Desert Civic Center, 73510 Fred Waring Drive,
Palm Desert, California 92260. Said Study Session will be for the purpose of receiving a
presentation on the Coachella Valley Economic Partnership's Advanced Manufacturing
i-Hub Project.

PARTNERSHIP AGREEMENT
TO PARTICIPATE IN THE DEVELOPMENT OF THE
ADVANCED MANUFACTURING INNOVATION HUB PROJECT
Whereas, the Coachella Valley Economic Partnership (CVEP) is currently authorized by the State
of California to manage the Innovation Hub program in the Coachella Valley,
Whereas, CVEP currently operates the CV Innovation Hub & Accelerator Campus in the western
Coachella Valley,
Whereas, CVEP recently received a planning grant from the federal Economic Development
Administration (EDA) to expand the CV i-Hub Accelerator Network as part of its "Investing in
Manufacturing Communities Partnership" (IMCP) program,
Whereas, this planning grant of$200,000 requires a local match from interested partners,
Whereas, the City of Palm Desert wishes to participate as a partner in the planning of an
Advanced Manufacturing Innovation Hub project,
Now, therefore, be it resolved that the City of Palm Desert will provide $40,000 to participate
as a full partner in the project.
Further, CVEP acknowledges that this commitment is conditioned on at least three other
partners making a similar commitment to the project.
Further, the City of Palm Desert acknowledges that CVEP has sole authority as program
manager for directing and allocating all project resources in accordance with the requirements
of IMCP.
Further, both the City of Palm Desert and CVEP agree to the following:
• As a partner, the City of Palm Desert will provide one designee to serve on the
Partner Advisory Committee.
• As a partner, the City of Palm Desert will have the opportunity to submit potential
incubation and/or accelerator facilities to be considered.
• As a partner, the City of Palm Desert will be invited to all project workshops and
updates.
Further, both the City of Palm Desert and CVEP agree that the deliverables from the IMCP
planning grant are:
• A GIS-based economic development tool operated by CVEP and accessed without
charge by the City of Palm Desert as long as it is an i-Hub partner or CVEP investor.
• A Strategic Plan for an Advanced Manufacturing Innovation Hub in the Coachella Valley
that includes the following: (1) an assessment of industry cluster opportunities in
Advanced Manufacturing, (2) an assessment of potential i-Hub and accelerator facilities
offered by project partners, (3) recommended career technical training programs, (4) an
international trade and export plan, (5) options to provide future local federal grant
match and/or local sustainability, and (6) a business operations plan for the i-Hub &
accelerator program.
• The Strategic Plan will be submitted on or about September 30, 2014 to the EDA for
their consideration for a Phase 2 IMCP Implementation grant.
This Partner Agreement is agreed to on this date , 2013.
