This experimental building of 5 units will be the only building of it's type to be built at Monterey Country Club. The balance of units, of which we have not yet requested building permits, will continue to be the units presently being built at Monterey Country Club. We would like to point out that the exterior elevations of this experimental building are not changing substantially enough to warrant a full Design Review Board approval. We feel that the difference is small enough that you will be able to approve this building on the staff level. Thank you very much. Very truly yours, ohn L asingame ice President JLB/jmd cc: G. Mr. Williams answered that the architect's comments can be based on both, but looks to what the architect is trying to achieve, if the project is compatible and complete. Commissioner Kryder then asked why an architect would necessarily be better than a lay person, if the comments are related to aesthetics. Mr. Williams stated that an architect can perceive more quickly and clearly. Commissioner Berkey asked if, in the definition of "architect", does that include designers. Mr. Williams answered that the City Council has suggested the use of the term "architect" loosely. Chairman Snyder noted that the staff has attempted to create a Design Review Board that would be most skilled and capable. Commissioner Fleshman wondered if there should be something added to encourage attendance, and suggested including the same situation as exists for the Planning Commission, wherein the members are allowed only two unexcused absences. If they have more, they would have to have someone replace them. Mr. Williams agreed to include a section similar to that of the Planning Commission. On a motion by Commissioner Berkey, seconded by Commissioner Kryder, Planning Commission Resolution No. 479 was adopted, to initiate a Public Hearing for Zoning Ordinance text amendments relative to the Design Review Board. Said Hearing was scheduled for May 16. Carried unanimously (4-0). Ix. DESIGN REVIEW BOARD ITEMS Consideration of cases acted upon by the Design Review Board at their meeting of April 10, 1979. Mr. Williams reviewed the cases (Nos. 170 MF; 167 MF• 114 MF) with the Comri.ssion. The Commission discussed the size of Lewis Homes' (Case 170 MF) development sign and it was suggested that the matter be taken back to the Design Review Board for possible change. Commissioner Snyder stated that the Planning Commission will.approve whatever conclusion is reached between the Board and Lewis Homes. Mr. Williams suggested an addition to the resolution, stating that "regarding Case No. 170 MF, the development sign should be reconsidered by the Design Review Board". On a motion by Commissioner Berkey, seconded by Commissioner Kryder, the actions of the Design Review Board at their meeting of April 10, 1979, were approved by Planning Commission Resolution No. 480, with the addition suggested; carried unanimously (4-0). FRANK OLIVER - Approval of final construction drawings for a pre-school on property located at the northwest corner of Alessandro Drive and Cabrillo. Applicant was present. The Board reviewed the revisions requested on the preliminary plans and found that the applicant had not indicated the required changes on the final plans. The Board discussed the changes required and suggested that Eucalyptus Citriodora be provided in groups in the landscaped areas. On a motion by Urrutia, seconded by Williams, the Board approved the final construction drawings, subject to the landscaping plan being submitted to staff prior to occupancy; carried 4-0 (Johnson, Jackson, Urrutia, Williams). Case No. 101 C - PALM DESERT RACQUETBALL AND HEALTH CLUB, INC. - Revised preliminar pl-m approvafifor a racquetball club on property located at the northwest corner OT Highway 111 and Painters Path. Applicant was present. The Board reviewed the revised plans which were submitted and noted that the applicant had not developed acceptable architectural elevations. The Board generally felt the building looked like an industrial building and did not fit the site. The Board wished to see roof line variations. They suggested that the court section of the building be lowered four feet into the ground with the roof lowered the same amount. Additionally, they indicated a desire that the building elevation be redesigned to eliminate the industrial appearance. In reviewing the landscaping plan, the Board indicated a necessity for a detailed landscaping plan which flowed with the site and building. On a motion by Urrutia, seconded by Williams, the Board moved to continue this case for further restudy; carried 4-0 (Johnson, Jackson, Urrutia, Williams). Case No. 357 SA - FLYING 'J' OIL COMPANY - Approval of final plans for sign program on property located at the southwest corner of Highway 111 and 44th Avenue. Applicant was present. This item was approved by Minute Motion; however, after the motion had been made, the applicant requested clarification of the required revisions. The The Board reviewed the revisions suggested by staff. On a motion by Urrutia, seconded by Williams, the Board moved to revise their Minute Motion approval, subject to the following revisions: 1. The Flying "J" portion of the sign is to be a maximum of 5' wide, with the price section of the sign to be a maximum of 4' Wide. The overall height from the grade to the highest point of the sign is to be 7'1" with the top wooden portion of the sign to be removed to facilitate the height reduction. 2. Reduce the number of sign colors to a maximum of four, eliminating the yellow and orange colors as shown on the submitted plans. 3. Provide revised landscaping in the planter at the base of the sign. 4. Verify that the sign will be contained within the property. 5. The sign should be moved in a southward direction; precise location subject to approval of staff. carried 4-0 (Johnson, Jackson, Urrutia, Williams). J Case No. 114 MF - SUNRISE COMPANY - Approval of preliminary entrance design for Monterey Country Club on property located on the east side of Monterey Avenue, south of the Whitewater Storm Channel. Applicant was present. The Board discussed the feasibility of providing stacking area for four cars in each lane instead of three cars. The Board felt that because of the number of units which could be utilizing this entrance, the stacking area as provided by the applicant may be inadequate and create traffic circulation problems. This is an extension of the previously approved 780 unit, 18-hole golf and tennis club development known as Desert Squire Country Club. The additional nine holes will be built in conjunction with this Development Plan request. The condominium units will be of the same design, layout and construction as those on the balance of the Desert Squire project. Twelve swimming and accompanying therapy pools will be added and spread throughout the 460 units. With the addition of all 460 units to the development, nine tennis courts will ultimately be added on a phased basis at the main clubhouse area bringing the total to twenty-six. Approximately 950 of these units will be contiguous to the golf course while the remaining units will be immediately adjacent to a green belt common area. Owners of these units will enjoy the same rights to the golf, tennis, clubhouses and other recreational facilities as the initial 780 owners. The buildings, including elevations, floor plan, building materials and color treatments will be identical to those submitted in connection with the original Desert Squire Country Club application. 3/2/78 COMPANY 42-000 BOB HOPE DRIVE RANCHO MIRAGE, CALIF. 92270 TELEPHONE (714) 328-8945 March 2, 1978 Mr. Paul Williams Director of Environmental Services City of Palm Desert P. O. Box 1648 Palm Desert, CA 92260 Dear Paul: This will confirm our discussion of March 1, 1978 regarding the application for Tentative Tract Map 12202, Development Plan for 460 units, Design Review and Environmental Assessment on that approximate 148 acre parcel also known as the Morse property. We have previously submitted, and the City of Palm Desert has approved, Tentative Map 11454, a Development Plan for 780 units, Design Review and Environmental Assessment on that approximate 240 acre parcel known as Desert Squire Country Club (Homme). To accommodate the addition of the 460 units and an additional nine holes of golf to the 780 units, 18-hole Desert Squire Country Club, certain changes in the configuration of two of the original 18-holes and certain condominium units must be made. It will not, however, result in any additional number of units (780 plus 460 or 1240 units). To avoid the complicated and rather confusing procedure of filing revised applications for the Desert Squire project we have treated those units, and portions of two golf holes which previously fell within the Desert Squire project but which are now included within the Morse property Tentative Map, as if they still were a part of the initial Desert Squire (Homme) property.
