2. Case No. 91C - HUGHES INVESTMENTS, INC. - Sign program and revised
site plan approval for a project to be located on the northeast
corner of E1 Paseo and Highway 74. Applicant was present.
Issues discussed by the Board were:
a. Should the center have identification signs. The Board con-
cluded that the project could have identification signs but
they would be in conformance with other identification signs
in the area. Sixteen sq. ft. maximum was suggested.
b. Sign Criteria A. would be limited and would not apply to build-
ings 1, 5, & 6. Detailed sign plans would be submitted for these
buildings. The applicant agreed to the requirements of the sug-
gested revisions. Applicant pointed out the conflict with Condi-
tion No. 9b which the Board agreed could be disregarded.
c. Sign Criteria B. The applicant filed revised plans specifically
for Sign No. 1. The Board suggested a reduction of the proposed
signs by 30%. The Board was concerned with the mass of the signs.
The content was acceptable. The Board suggested a number of re-
visions to the proposed signs. The applicant objected to any re-
duction to Sign No. 3.
On a motion by Barton, seconded by Jackson, the Board approved the
sign program and revised site plan with the following revisions to
be incorporated:
A. Site Plan (Sheet 1)
1. Limit monument signs - consider a maximum of 16 sq. ft. per
side. I
B. Sign Criteria A (Sheet 7)
Add following notes
a. The maximum number of colors per sign shall be limited
to four.
b. The maximum illumination shall be limited to ten candle-
power at ten feet.
c. The background and trim for Type A sign shall be uniform.
C. Sign Criteria B (Sheet 8)
1. Add same notes as above
2. The applicant shall make the following changes:
Sign No. 1 - 12 sq. ft. maximum
Sign No. 2 - reduce by 30% in area.
Sign No. 3 - reduce by 30% or consider an alternative of a
reduced sign No. 2 in place of this sign.

3. C e No. 116MF (Revised) - AMERICAN WEST DEVELOPMENT - Revised construc-
ts drawings per DRB requirements of July 25, 1978, for a proposed
trip a Gated on the northeast corner of Sunset and Driftwood.
Applicant was present.
The applicant was in attendance and after the Board explained the pro-
blems with the proposed design, he agreed that the design should be
totally reworked.

On a motion by Jackson, seconded by Barton, the Board rejected the
revised construction drawings for the following reasons:
a. Parking access is still not workable.
b. Design is not sensitive to the intersection and the resulting line
of sight problem being created.
c. The combination of rooflines proposed are not compatible.
d. The proposed recreational element is too isolated.
e. It would appear that the site is only suitable for a good sized
duplex with parking access for each unit taken from each street.
Motion carried 4-0 (Jackson, Barton, Williams, Urrutia).
4. Case No. 135MF (Revised) - AMERICAN WEST DEVELOPMENT - Revised prelimi-
nary plans for a duplex to be located on the north side of Alessandro,
east of Cabrillo Avenue. Applicant was present.
The applicant was in attendance; and, after the Board explained the
problems with the design he agreed to the continuance.

5. Case No. 108MF (Revised) - AMERICAN WEST DEVELOPMENT - Revised prelimi-
nary plans to mitigate the Boards concerns from June 20, 1978, for a
5 unit apartment complex to be located on the southwest corner of Drift-
wood and Sunset. Applicant was present.
The applicant was in attendance and agreed with the suggested changes.
On a motion by Barton, seconded by Williams, the Board approved the
revised plans with the suggested changes; carried 4-0 (Barton, Williams,
Jackson, Urrutia).

1. The meeting was called to order at 5:30 p.m.'in the Council Chambers of the
Palm Desert City Hall after a half hour study session.

liminary site, floor and elevations; carried 3-1 (AYES: Jackson, Barton,

3. Case No. 248SA - CIRCLE K FOOD STORES - Sign approval for a sign program
for an existing commercial structure located at the southwest corner of
San Pablo and San Gorgonio. Applicant not present.

5. Case No. 70MF - SILVER SPUR ASSOCIATES - Final landscaping plans for a golf

a tri lex to be located at the northeast corner of Sunset and Driftwood.

On a motion by Williams, seconded by Barton, the Board continued this case
for the following reasons:
a. Vehicle access problem.
b. Insufficient landscaping plan - with respect to landscaping the Board
offered the following suggestions:
1. Tree sizes be upgraded to a minimum 15 gallon size.
2. Olive trees be specimen size or 36" box size.
3. More shrubbery be placed around the buildings.
4. Eliminate the gravel on the street side and replace with lawn.
5. Use sumac trees along street frontage.

WHEREAS, the Planning Commission of the City of Palm Desert.
California, did review the Design Review Board actions of June 20, 1978,

Folowing discussion of this case the Board requested that the applicant
restudy and/or redesign the elevation and roof and eliminate the bars from
windows and resubmit the plans for consideration at the next Design Review
Board meeting.
On a motion by Urrutia, seconded by Jackson, the Board moved to continue
this case until April 25, 1978. Carried 4-0 (Urrutia, Jackson, Leung, Hill).
8. Case No. 111MF - AMERICAN WEST DEVELOPMENT - Final construction drawings for
17 single-family residences located on various lots in Palma Village Unit No.
12. Applicant present.
On a motion by Urrutia, seconded by Hill, the Board approved the final con-
struction drawings subject to the following:
a. Bars be removed from the windows on Plan 'A'.
b. Stucco plant-ons be added as trim on Plan 'B'.
c. More detailed landscaping plans be submitted for each unit with the pro-
viso that no permits shall be issued until such plans have been approved.

I hereby acknowledge that I have read and agree, to comply
with all the following requirements, and understand that
the Department of Building and Safety will not issue a
building permit or allow occupancy on the use permitted
until this signed confirmation has been received by the
Department of Environmental Services.
The development of this project shall conform substantially
to all development plans submitted in behalf of this case,
and as revised according to the Design Review Board process.
Any minor change requires approval by the Director of Envi-
ronmental Services. Any substantial change requires ap-
proval by the Design Review Board.
All requirements of any law, ordinance, or regulation of
the State, City, and any other applicable government entity
shall be complied with as part of the development process.
This approval is applicable, subject to the development of
this project, commencing within one year from approval date
and being promptly completed.
Landscaping (with irrigation system) shall be installed
prior to final inspection and receiving certificate of
occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided
along the full frontage of the lot by means of installation
prior to final inspection or other provisions as approved by
the City Engineer. Construction shall conform to City Stan-
dards and all requirements of k%V /the City Engineer.
