I. The meeting was called to order at 2:00 p.m. after a one hour study
session.

BACKGROUND:
August 14, 1984, Commission granted preliminary approval of
revised plan for a 10 unit development. The concerns of the
commission and the appropriate conditions are delinated in
the minutes attached hereto.
RECOMMENDATION:
That the commission review the final plans and determine if
the required changes have been adequately addressed.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final
approval for a 4000 square foot commercial building.
LOCATION: El Paseo, 180 feet west of Sage.

Mr. Smith reviewed the staff report and explained to Mr. Been, the
respresentative, that the commission could grant preliminary approval
with the condition that the applicant receives final approval from the
Homeowners' Association and the planning commission, and submit revised
landscape plans.
Mr. Been concurred.
Moved by Acting Chairman Leung, seconded by Commissioner Cook, to
approve the preliminary plans, subject to conditions. Carried 2-0.
Approval is subject to the following conditions:
1. That the applicant receive final approval from the Palm Desert
Homeowners Association and the City Planning Commission.
2. That the landscaping be restudied with a view to upgrading some and
improving landscape area at front of building.

Mr. Smith reviewed the staff report.
Commissioner Cook explained to the applicant that the commission was
concerned about the north wall. Commission felt that it should be pulled
out approximately two feet, and an overhang added. In addition, a 36 inch
high screen wall should be installed to screen the open parking spaces
from the streets.
Commission also felt that additional detailing on the end walls should be
added and restudy on the landscape plan was needed (i.e. number and
location of citrus; washingtonia palms need to be described in height). It
was suggested that the applicant decrease the number of plants and
increase the size.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for a commercial shopping center.
LOCATION: Between Painters Path and Highway III and El Paseo and
the Palm Valley Storm Channel.
ZONE: PR-6 S.P. (Change of zone to PC (3) S.P. pending)

Acting Chairman Leung explained that during study session, the
commission expressed concern regarding the severity of the Mervyn's
building. The commission would like to see the shop architecture
integrated into the Mervyns store.
Also, the buildings adjacent to Painters Path needs to have a tile roof
element to continue the design of the roof around the entire building
because of the residential across the street.
Peter Koetting, Westar, explained that the wall will be screened by the
landscaping and felt that wrapping was not necessary all the way around.
He explained that the section plan was not to scale; the building is set
down approximately five feet with street level. The actual building
height is 16 feet high, so with the five foot drop and the five foot
landscape berm very little of the wall will be visible.
Acting Chairman Leung replied that some treatment was still needed, and
that a band might help.
Mr. Bob Chase, architect representing Mervyns, explained that Mervyns
differs with tile materials, and that he would like the commission to give
him some direction. Mr. Chase presented an alternate elevation plan for
Mervyns, utilizing fluted horizontal banding at the same height as the tile
roofing of the shops and tile roofing at the main entrances. He indicated
they had not yet addressed exterior colors, but exterior materials would
be fluted block and slumpstone block. The fluted band would extend
around the building, but it was indicated that fluting need not extend
around the channel side.
Mr. Paul Bosman, representing Mervyns, spoke regarding the back of the
shops tying in with Mervyns.
Acting Chairman Leung was concerned regarding the bands matching.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of changes to a
previously approved 10 unit development.
LOCATION: Southeast corner of San Gorgonio and Las Palmas Avenue.

BACKGROUND:
Development plans for the subject property were originally approved in 1978 and again in
1980. The 1980 conditional use permit was allowed to expire and was renewed again in
1982 and that approval has been granted time extensions by planning commission.
DISCUSSION:
At this time the applicant has changed his site plan and the elevations
The former site plan had six 2 car garages along the east property line with access from
the alley and four other garages on the site accessed from Las Palmas. The former
elevations were contemporary in style with flat roofs.
The new site plan provides six 2 car garages in the area adjacent to Las Palmas and four 2
car garages with a driveway access from the alley. In this new site plan none of the
garage spaces backs onto a public street or alley.
The new elevations reflect a spanish style of architecture. The two story structures will
be finished in stucco with a tile roof. The exposed outriggers will be finished in oxford
brown. The garages will also be finished with tile roof.
The new site plan indicates areas for landscape treatment, but does not indicate materials
or sizes to be installed. The site is to be enclosed by a masonry wall which will be
covered with stucco to match the buildings.
RECOMMENDATION:
That the commission review the proposed revised plans for a 10 unit residential
condominium development at the northeast corner of San Gorgonio and Las Palmas, Case
127 MF (Amendment) and determine acceptability.
