Consideration of revised preliminary site, floor and elevation plans for a 100-unit condominium project. Commissioner Berkey said that while they would enjoy hearing the presentation he considered it an exercise that would result in con- tinuance since those Commission members present were not receptive at this point. Larry Spicer concurred and requested that consideration --of the revised project proposal be continued until the August 1st meeting" - so that his presentation could be made to the full Commission. Chairman Berkey then suggested that the applicant take the revised plan back to the Design Review Board for their consideration at the July 25th meeting. The applicant agreed. B. eview of cases acted on by the Design Review Board at r heir meeting of July 11, 1978. Cipriani reviewed the cases with the Commission. Commissioner Fleshman suggested that the applicant for Case No. 13711F consider applying for an adjustment to reduce the rear yard to 16 feet, thereby increasing the buffering on Santa Rosa. The Commission concurred with this possibility. Commissioner Fleshman also suggested that Jacuzzi motors and air conditioning pads be located so as not to create excessive noise and that concrete driveways be required. Commissioner Fleshman noted on Case 83C that the applicant should consider the safety of sidewalks along the Frontage Road. Commissioner Fleshman recommended that Case No. 136MF be conditioned to require concrete driveways and that the applicant be asked where they plan on placing forced air units. On a motion by Commissioner Kelly, seconded by Commissioner Fleshman, the Commission approved the action of the Design Review Board as amended above by Planning Commission Resolution No. 385; carried unanimously (3-0). X. DISCUSSION ITEMS A. Report of the CVAG Highway 111 special committee studying the problems of traffic congestion along State Highway 111. Mr. Williams summarized the findings of the special Highway 111 committee and noted that the specific recommendations of concern to the City ar those major arterial improvements identified as items F, G, H and R from the Committee Report. Chairman Berkey noted one omission from the recommendations -- the extension of 42nd Avenue easterly of Cook Street. 42nd Avenue, Chairman Berkey continued, would serve the Palm Desert Country Club Shopping Center, Bermuda Dunes, and terminate at Indio Boulevard. Commissioner Fleshman noted that Hovely Lane is to be tied into 42nd Avenue. Chairman Berkey suggested that the Hovely connection and the extension of 42nd Avenue be added to the list of recommendations pre- pared by CVAG and requested that the above comments be forwarded. STAFF RECOMMENDATION: The applicant has complied with the Conditions of Approval placed on the case during review of the related Conditional Use Permit, CUP 06-78, and preliminary design review. The one area where the intent of the Design Review Board may not have been met is in the proposed landscaping plan. Special Condition No. 6 required extensive mounding along Park View Drive in order to reduce the massive appearance of the structure. While mounding is proposed at the southeast corner of the project, it is not carried through along Park View directly in front of the structure. The construction drawings do not indicate any provision for handicap parking spaces. Additionally, approval of the final construction drawings should not include approval of the proposed sign as more details are need�at this time. MINUTES PALM[ DESERT DESIGN REVIEW BOARD MEETING nTMAY, JANUARY 23, 1979 CITY HALL COUNCIL CHAMBERS I. The meeting was called to order at 2:30 p.m., after a 1i hour Study Session. Members present: Eric Johnson Vern Barton Phyllis Jackson Bernie Leung Murrel Crump (for Paul Williams) Jim Hill (Study Session only) Members absent: Paul Williams (Murrel Crump replaced) Frank Urrutia Staff present: Ralph Cipriani Clyde Beebe It was moved by Barton, seconded by Crump that the minutes of January 9, 1979 be approved as written; carried 4-0 (Johnson, Jackson, Barton, Crimip). II. Motion was made by Jackson, seconded by Barton to approve the following cases reviewed in Study Session, subject to revisions as indicated: Case No. 85 C 1. Place two 15 gallon Sturculia, with ground cover (such as Rosemary), in planter on north side of addition. Case No. 132 MF 1. Provide mounding in front of building, and make landscaping revisions as indicated on plans, noting that recommended Palms should be 12 to 16 feet high, and the Pines should be in 24 to 36 box sizes. Case No. 320 SA 1. A plot plan showing the location of all proposed signs to be sutmitted to the Planning Division Staff for approval. Case No. 162 MF 1. Provide some type of element that will offer shade protection to those patios on the south side of Building 'A', to be approved by Staff. 2. Provide additional back -out space for Carport No. 9. 3. Increase the width of the driveway off of Tumbleweed to 241. 4. Modify the front wall system at the corner of Tumbleweed and Ocotillo in order to comply with the City's requirements relative to line -of -sight at intersections. 5. Provide separation with gates between rear yards on south side of Building 'A'. 6. Consider the use of concrete driveways. 7. Rearrange Ficus as indicated on plan on file in the Department of Environmental Services, and add three broad leaf evergreens to rear of Building 'A', and submit for Staff approval. The development of this project shall conform substantially to all plans submitted in behalf of this case and as revised accord- ing to the Design Review Board process and/or Planning Commission action. Any minor changes require approval by the Director of Environmental Services. Any substantial change requires approval by the Planning Commission. 2. All requirements of any law, ordinance, or regulation of the State, City, and any other applicable government entity shall be complied with as a part of the development process. 3. This approval is applicable, subject to the development of this project, commencing within one year from approval date and being promptly completed. 4. Applicant shall comply with all of the requirements of the City Fire Marshal per attached letter dated June 13, 1978. Special Conditions: 1. Applicant shall pay fees into the Palm Desert Planned Local Drain- age Facilities Fund in an amount to be determined by the provisions of Ordinance No. 175. 2. Easterly driveway entrance on Park View Drive shall be eliminated. 6. A 3 foot high masonry wall shall be provided along Monterey Avenue and extensive mounding shall be provided along Park View Drive. 7. A bicycle and pedestrian walkway system shall be provided along Park View Drive to provide a continuation of the system being pro- vided at the development to the west. 8. This approval is applicable, subject to the development of this project, commencing within one year from approval date and being promptly completed. Landscaping (with irrigation system) shall be installed prior to final inspection and receiving certificate of occupancy. Curb, gutter, curb cuts, and tie-in paving shall be provided along the full frontage of the lot by means of installation prior to final inspection or other provisions as approved by the City Engineer.
