The Board reviewed the site plan showing the locations of the recreational areas. It was pointed out that the elevations do not conform with the floor plans for the three areas. The applicant indicated that he believed the cause of the conflict was that the elevation plans had not been revised. The applicant indicated that the floor plan and elevations would be revised to be in conformance. On a motion by Holden, seconded by Leung, the Board moved to grant approval of this request. He further reviewed the project and noted the location of the tennis courts which allows for maximum unit privacy. Also a 3rd pool has been added, 6 more tennis courts, and additional parking were noted. Mr. Spicer noted that he felt the best presentation has been made. Chairman Berkey asked about the impact on Foxtail and noted L his concern with same. He asked if Foxtail couldn't be widened instead of having parking. Mr. Spicer stated that the impact would be the same either way but that this is approach is better looking. Commissioner Snyder stated that Ironwood is a grand project but that this is summer and there are no people here to speak in opposition. Also it will increase the density and the traffic. It seems to me that in the desert, at least, housing can be so arranged that a person can Stretch out his arms without poking a finger in his neighbor's eye. Also, I resent the Ironwood developers trying to sneak this condominium tract through during the height of the summer months when most of the other residents of Ironwood are not in residence to protest. I am told that the Planning Commission is scheduled to meet August 1 to consider a new Ironwood plan after the initial one was rejected by a 4 to 0 vote. If this is true, I have not, as of this date, received such notice. I have received the notice regarding the City Council's hearing on the matter set for Thursday, August 10. The architectural appearance is expressly a desert look with shade -creating overhangs and recessed windows. 10. I have saved for laat the difficult issue of density (the number of homes divided by the number of acres) whic'1 IS probably the least understood and the most hotly daba':ed issue of any development. I would like to offer my view of how the issue, of density should be addressed First, I would like to set aside any question about the leilz.l conformance with zoning. The City of Palm Desert has declared that '-his development does in fact conform with the applicable zon';_ng ordinance.. Second, density should be viewed in term:. of 5_ts impact upon the adjacent.neighborhood.and-Ironwood in gaiiPral. In this case, I believe the neiabbors most affected are those to the north of Foxtail Lane (Tracts 5053 and 4685) and, according to their remarks, they are concerned about -the impact on traffic and parking. In response, we have widened Foxtail Lane and provided parallel parking spaces as indicated earlier. Mariposa and Irontree, the other perimeter streets, have ample unused capacity. -3- 'Yet.another way of viewing density is to make a comparison with the Nearest neighborhoods,. in this instance Tracts 5053 and 4635 (north of Foxtail Lane). The average density of these tracts is 7 units per acre. Thedensity of this proposed development, counting the open space of the tennis club, is 5.75 units per acre (100 dwelling units divided by 17.39 acres). Some would contend that the open arras of the tennis club should not be . credited in computing the project density. Yet, I seriously doubt that any reasonable person would deny this credit if the -tennis club had not been already developed and.this development plan instead proposed building 100 homes, 14 tennis courts and_a clubhouse on the 17.39 acres. MARION HENDERSON, 73-597 Pinyon, Palm Desert, addressed the Commission on behalf of her husband. She reiterated her husband's comments and emphasized their concern to conform with City regulations. She said the Staff had in- dicated that the building could be reduced to 500 square feet, with 3 spaces. However, Mrs. Henderson continued, the proposed building will conform to the appearance of surrounding build- ings; the distance from the main building to the back door is 5 feet; the entrance to the building will be invisible from the street; the building will be essentially hidden from view; the roof line will be similar to adjacent build- ings; and there will be no blocking of the view. Chairman Berkey asked the applicant if there had been any consideration to the Staff's suggestion. Mrs. Henderson indicated that they would be amenable to a 750 square foot building with appropriate park- ing spaces.
