- Case No. 98C - JOHN F. OUTCAULT, A.I.A. for PAUL MOLLER - Approval of final
construction drawings for a 4,800 sq. ft., single -story commercial building
to be located on the west side of Painters Path, southerly of Highway 111.
Applicant not present.
The Board found the final plans to be in general compliance with the re-
visions requested on the preliminary plans.
On a motion by Williams, seconded by Jackson, the Board approved the final
construction drawings subject to the following modifications: (Carried 4-0).
1. That five (5) shade trees (min. 24" box size) be added to the landscape
plan (2 trees on the north side of the property, 2 on the south, and one
next to the southwest corner of the building).
- Case No. 137MF - SUNTIME CORPORATION - Final construction drawings for a 5-
unit residential complex to be located on the southside of Santa Rosa, east
of San Pablo. Applicant was not present.
The Board found that the final construction drawings generally conformed
to the required preliminary plan revisions, but noted that patio areas re-
quired additional shade protection.
On a motion by Jackson, seconded by Johnson, the Board approved the final
construction drawings subject to the following modifications: (Carried 4-0).
1. That one (1) Modesto Ash tree (min. 15 gal size) be provided for each
private patio area.
- Case No. 100C - C. G. DUNHAM - Preliminary plan approval for a commercial
complex to be located at the southwest corner of San Luis Rey and El Paseo.
Applicant was present.
The Board discussed the changes reflected in a revised set of plans and noted
that the parking area and landscaping needed additional attention.
On a motion by Jackson, seconded by Hill, the Board approved the preliminary
plans subject to the following revisions being incorporated in the final con-
struction drawings: (Carried 4-0).
Preliminary Overall Site Plan and Landscaping Plan
1. Eliminate parking space No. 28.
2. Increase all planters in the parking area to a minimum of 4' in width.
3. Clarify pedestrian access in the center of the parking lot.
4. Convert parking spaces south of Building 7 into handicap parking spaces.
5. Provide a 10' landscaped buffer on San Luis Rey.
6. Increase the height of the wall along San Luis Rey to 36". L
7. Increase the amount of landscaping throughout the parking lot and
Plaza area, considering the following points:
- Move pine trees to southern perimeter planter and consider using
Mondale pines instead of the variety proposed.
- Use shade trees in parking lot tree wells, consider using Modesto
Ash or Rhus Lancea.
8. Any/all overhead utility distribution lines shall be undergrounded pur-
suant to the provisions of Sec. 25.56.110 of the Municipal Code.

Marshall prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
3. Any/all overhead utility distributionlines shall be undergrounded
pursuant to the provisions of Sec. 25.56.110 of the Municipal Code.
4. Driveway shall be concrete.

IX. DESIGN REVIEW BOARD ITEMS (Cont.)
A. Consideration of revised preliminary site, floor and
elevation plans for a 100-unit condominium project.
Commissioner Berkey said that while they would enjoy hearing
the presentation he considered it an exercise that would result in con-
tinuance since those Commission members present were not receptive at
this point. .411icp�0
Larry Spicer concurred and requested that consideration --of _
the revised project proposal be continued until the August 1st meeting ` �
so that his presentation could be made to the full Commission.
Chairman Berkey then suggested that the applicant take the
revised plan back to the Design Review Board for their consideration at
the July 25th meeting.
The applicant agreed.
B. Review of cases acted on by the Design Review Board at
� j their meeting of July 11, 1978.
f11 Mr. Cipriani reviewed the cases with the Commission.
Commissioner Fleshman suggested that the applicant for Case
No. 137MF consider applying for an adjustment to reduce the rear yard
to 16 feet, thereby increasing the buffering on Santa Rosa. The
Commission concurred with this possibility. Commissioner Fleshman also
suggested that Jacuzzi motors and air conditioning pads be located so as
not to create excessive noise and that concrete driveways be required.
Commissioner Fleshman noted on Case 83C that the applicant
should consider the safety of sidewalks along the Frontage Road.
Commissioner Fleshman recommended that Case No. 136AIF be
conditioned to require concrete driveways and that the applicant be
asked where they plan on placing forced air units.
On a motion by Commissioner Kelly, seconded by Commissioner
Fleshman, the Commission approved the action of the Design Review Board
as amended above by Planning Commission Resolution No. 385; carried
unanimously (3-0).
X. DISCUSSION ITEMS
A. Report of the CVAG Highway 111 special committee studying
the problems of traffic congestion along State Highway 111.
Mr. Williams summarized the findings of the special Highway
111 committee and noted that the specific reccmwndations of concern to the City ar4
those major arterial improvements identified as items F, G, H and R from
the Committee Report.
Chairman Berkey noted one omission from the recommendations --
the extension of 42nd Avenue easterly of Cook Street. 42nd Avenue,
Chairman Berkey continued, would serve the Palm Desert Country Club
Shopping Center, Bermuda Dunes, and terminate at Indio Boulevard.
Commissioner Fleshman noted that Hovely Lane is to be tied into
42nd Avenue. Chairman Berkey suggested that the Hovely connection and
the extension of 42nd Avenue be added to the list of recommendations pre-
pared by CVAG and requested that the above comments be forwarded.
Commissioner Fleshman suggested that all recommendations be
graphic in presentation.

I hereby acknowledge that I have read and agree, to comply
with all the following requirements, and understand that
the Department of Building and Safety will not issue a
building permit or allow occupancy on the use permitted
until this signed confirmation has been received by the
Department of Environmental Services.
The development of this project shall conform substantially
to all development plans submitted in behalf of this case,
and as revised according to the Design Review Board process.
Any minor change requires approval by the Director of Envi-
ronmental Services. Any substantial change requires ap-
proval by the Design Review Board.
All requirements of any law, ordinance, or regulation of
the State, City, and any other applicable government entity
shall be complied with as part of the development process.
This approval is applicable, subject to the development of
this project, commencing within one year from approval date
and being promptly completed.
Landscaping (with irrigation system) shall be installed
prior to final inspection and receiving certificate of
occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided
along the full frontage of the lot by means of installation
prior to final inspection or other provisions as approved by
the City Engineer. Construction shall conform to City Stan-
dards and all requirements of the City Engineer.
