DRAFT MINUTES — SPECAIL MEETING
THURSDAY, JANUARY 21, 2021 — 8 A.M.
ZOOM MEETING
I. CALL TO ORDER
Chairman Klein called the meeting to order at 8:02 am.

III. CONSENT ITEMS
A. Approval of the Minutes of the El Paseo Parking & Business
Improvement District Regular Meeting of November 19, 2020
and December 10, 2020.
Rec: Approved
A motion was made by Fletcher and seconded by Campbell to accept and
approve. Motion passed with a 7-0-0 vote; with Campbell, Goldberg,
Klein, Fletcher, Flaig-Moore, Stein and Stauber, voting in favor; none
against.
Approval of the Financial Statements of the El Paseo Parking &
Business Improvement District ending December 31, 2020.
Rec: Approved
A motion was made by Fletcher and seconded by Flaig-Moore to accept
and approve. Motion passed with a 7-0-0 vote; with Campbell, Goldberg,
Klein, Fletcher, Flaig-Moore, Stein and Stauber, voting in favor; none
against. As a note Mr. Fletcher asked to see all expenses on the next
financial statement.
IV. NEW BUSINESS
A. Marketing Plan Update — Presented by Stephanie Greene, CV Strategies
An update on the current plan and results was presented to the Board.
Mid -year Budget Discussion- Presented by Stephanie Greene, CV
Strategies
Presented recommendations for the FY 21/22. Board looking to see a
possible $30 - $50K for use on a Spring 22' campaign.
Creative Agency RFP Discussion — Thomas Soule, City of Palm Desert
RFP process can be pushed by one year, if taken to City Council for
approval. Thomas Soule and Patrick Klein recommended that an
extension is requested based on the current circumstances.
Rec: Approved
A motion was made by Klein and seconded by Fletcher to accept and

approve. Motion passed with a 7-0-0 vote; with Campbell, Goldberg,
Klein, Fletcher, Flaig-Moore, Stein and Stauber, voting in favor; none
against.
V. PARTNER UPDATES
A. City of Palm Desert
a) Presidents' Plaza Updated — Presented by Jason Bennecke and
Vanessa Barrientos, Southstar
Presentation to the board noted a project start date of April 7th
with an interim completion date of October 1st. A website for this
project has been established as a means to keep the businesses
and public updated on the progress. Website:

Mr. Fletcher requested to know how many carports and their
locations in the project area. Jason noted that he would get that
information back to the Board.
b) Restaurant Loan Program — Presented by Deborah Glickman
Ms. Glickman shared that the City of Palm Desert approved a new
loan program solely for the restaurants. Applications are now
being accepted until January 31st
Palm Springs Life Update. Presented by Jim Doyle, PSL.
Mr. Doyle presented the monthly report previously sent. Mr. Doyle shared
that assistance is needed to increase the e-newsletter signups. Mr. Doyle
suggested a possible staycation at Hotel Paseo as a prize. The Board
loved the idea and Mr. Doyle will reach out to Hotel Paseo.
EPPBID Board: Street Updates
Ms. Campbell — Interior Solutions opening up on East end of El Paseo.
Ms. Stein — Noted that Edward Gallery has opened up as well as Peter
Burega Art Studio. Ms. Stein also noted that the restaurants are still in the
need of assistance and encouraged the Board and those joining the
meeting to continue to purchase gift cards as well dine out.
Mr. Klein — Shared that Kate Spade was closing, as they are continuing to
close locations across the U.S.
VI. ORAL COMMUNICATIONS
Pam Scannell, CEO of the Palm Desert Area Chamber of Commerce
shared that the Chamber has free open for business banners for Palm
Desert businesses as well as PPE. Ms. Scannell also shared information

on the Chamber's e-gift cards. Businesses can sign up at www.pdacc.org.
VII. REMARKS
A. City of Palm Desert.
None
B. Board Members.
Christine Stein, Leeds and Son — Shared that she joined and enjoyed the
Town Hall held by the City earlier this week. Ms. Stein also noted that the
El Paseo forums continue and are well attended and received by those in
attendance.
Elyssa Goldberg, BG's El Paseo — Stated that El Paseo Cruise Night was
a big hit, as it continues to be a draw during these times.
Patrick Klein, The Gardens on El Paseo — Thanked the City for this week's
broker forum, as it was extremely helpful to his leasing team. Mr. Klein also
thanked the City for its efforts on continuing to support businesses during
the pandemic. Mr. Klein asked Board members to join him at the next
Council meeting, to thank the Council in person. Mr. Soule will share the
Zoom link to join the next meeting.
VIII. NEXT MEETING:
The next meeting was confirmed for February 18, 2021, 8 a.m. via Zoom.
IX. ADJOURNMENT
With board concurrence, the meeting was adjourned at 9:50 a.m.
