ADMINISTRATIVE CONFERENCE ROOM 73-510 FRED WARING DRIVE, PALM DESERT, CA 92260 I. CALL TO ORDER Chairman Klein called the meeting to order at 8:10 am. II. CONSENT ITEMS A. Approval of the Minutes of the El Paseo Parking & Business Improvement District Meeting of February 21, 2019. Rec: Approved B. Approval of the Financial Statements ending February 28, 2019. Rec: Approved Mr. Klein asked for a motion to approve the Consent Items as presented. A motion was made by Campbell and seconded by Stauber to accept and approve. Motion passed with a 5-0-1 vote; with Stein, Goldberg, Klein, Campbell and Stauber voting in favor. None abstained. Fletcher absent. IV. CONSENT ITEMS HELD OVER None V. GUEST PRESENTATION A. GPSCVB Partnership Update. Presented by Davis Meyer, GPSCVB. Ms. Meyer presented the Partnership Benefits Recap report with content regarding the Website, Social, Media and Blog Post impact of the Greater Palm Springs Convention & Visitors Bureau membership for the Board. Discussion ensued as to the data presented and how the stats could effect and impact the District going forward. Public Works & Planning Update. Presented by Kevin Swartz, City of Palm Desert, Planning Department. Mr. Swartz updated the Board on all of the improvements in the works for El Paseo. Mid -Block crossings, bulb -outs and park -lets will pre -view on the intersection of El Paseo and San Pablo in the fall of 2019. The design for the pre -views was through the City of Palm Desert's creative agency, Ideapeddler. Mr. Swartz also updated the Board on the outlook for the new Business Ordinance and 4 story ordinance on El Paseo. These will be Agenda Items for the Council Meeting on March 28th, 2019. The update to Presidents Plaza was discussed in general terms. Palm Desert Sheriff Update. None. Page2of5 VI. OLD BUSINESS None VII. NEW BUSINESS A. FG Creative, Marketing Update. Presented by Stephanie Greene, FG Creative. February Marketing & Instagram Reports — Ms. Greene presented the marketing report that had been sent out to the members prior to this meeting. Ms. Greene opened discussion for any questions from the Board. No questions were forthcoming. The Instagram report was presented by Dawn McCoy of McCoy Media concurrent with her update on the Social Media Seminar No. 2, Item D under New Business, below. March Status Update — Ms. Greene informed the Board, with her apologies, that there was not sufficient time to complete the March status report. May Planning Session Update. Presented by Stephanie Greene, FG Creative. Ms. Greene presented to the Board that it was once again time to discuss the particulars of the Fiscal Year 19-20 Planning Session. Discussion ensued as to date, time, location and number of sessions needed. Consensus was reached that two sessions would be planned. The first would be on May 2nd, 2019 at the Palm Desert Area Chamber of Commerce at 8am. The second and final session would occur at the regularly scheduled EPPBID meeting of May 16th, 2019 at 8am. C. Fashion Week Ticket Distribution Recap. Presented by Stephanie Greene, FG Creative. Ms. Greene updated the Board on the ticket distribution and opened discussion to Board Member comments on the reception of such. Discussion ensued. Page3of5 Social Media Seminar No. 2. Presented by Dawn McCoy, Dawn McCoy Media. Ms. McCoy presented the social media update. Growth was experienced in March across the spectrum and Ms. McCoy is hopeful for the trend to continue in the future if the Influencer engagement continues to be fostered by the City and the Board. Ms. McCoy would encourage participation with all outlets and affiliates as this will drive engagement in the social media realm. Ms. McCoy opened discussion on the particulars of the second seminar. Discussion ensued. It was settle on the use of a Chamber meeting space for location and May 1st as a date for the second Social Media Seminar. VIII. ORAL COMMUNICATIONS A. Councilmember Jan Harnik, City of Palm Desert — Commented on the newly established use of drones for law enforcement purposes in various Cities and municipalities across the country. Discussions were in the works with the FAA for this purpose and the City will be reviewing the possibilities for Palm Desert. Councilmember Harnik also mentioned that she presented the Boards recommendations as to the Courtesy Cart program to the Council. Councilmember Harnik strongly recommends that those on the Board and in the District that wish to make their recommendation more strongly heard by all of Council attend the April 11th Council Meeting which will contain this topic as an Agenda Item. If there is no attendance by the Board or members of the District, Councilmember Harnik fears that Council may vote for the Courtesy Cart program to be managed in a way that is other than the Board's recommendation. Amy Smith, Chartwell Properties — Wished to share the news that Eddie V's, a new restaurant on corner of 74 and El Paseo, will be opening this fall. IX. REMARKS A. City of Palm Desert. None. B. Board Members. Christine Stein, Leeds and Son — Congratulations to The Shops on El Paseo and The Gardens for the great events that they have been putting forth. Thank you for stepping up to host more events on El Paseo. Page 4 of 5 Patrick Klein, The Gardens — Mr. Klein voiced concerns over the summer slump that usually occurs once the season is done. He introduced that perhaps this could be a productive marketing time for the Desert and the District. Ms. McCoy mentioned a June Influencer trip that is currently in the works which could help motivate engagement if the Board would like to get involved. X. NEXT MEETING: Confirm April 18, 2019 Board Members confirmed that the next meeting will be held on April 18, 2019, 8:00 am at City Hall. XI.
