I. CALL TO ORDER
Chairman Klein convened the meeting at 8:05 AM
II ROLL CALL
Board Members Present: Patrick Klein; Susan Stauber; Elyssa Goldberg; Sonia
Campbell; David Fletcher (late, with excuse); Christine Stein, (late, with excuse)
City of Palm Desert Staff Present: Thomas Soule, Tourism and Marketing Manager;
Kevin Swartz, Associate Planner; Cheri Maki, Recording Secretary

III. CONSENT ITEMS
A. Approval of minutes from March 15, 2018 Board of Directors
Meeting.
B. Approval of the Financial Statements ending March 31, 2018.
Chairman Klein asked if there were any objections to approving the Consent Items. There
were none, and motion was made by Campbell, seconded by Stauber to accept and
approve both items as submitted. Motion passed unanimously with a 4-0-2 vote, with
Klein, Goldberg, Campbell and Stein voting in favor.
IV. ORAL COMMUNICTIONS
There were none.
V. CONSENT ITEMS HELD OVER
There were none.
VI. MEDIA PARTNER UPDATES/PRESENTATIONS:
A. Palm Springs Life
Website Report
Ms. Greene confirmed with the Board that they received the Website Report and the
Directory/Catalogue Report that was sent out and encouraged them to contact her if they
had comments.

This item was tied into the paragraph above.
iii. Quick Debrief on Fashion Week/Food & Wine
Ms. Greene reported that Palm Springs Life notified her via email to say that they were
not ready to debrief Fashion Week/Food & Wine and asked to be excused from reporting
at this time.
VII. OLD BUSINESS
A. City of Palm Desert
Update on Gibbs & Associates Study
Mr. Swartz announced that he received 39 responses from the Survey Monkey poll that
was created by the Planning Department. The responses from the poll are attached.
Mr. Swartz presented slides that were prepared by Gibbs & Associates (see attached)
that showed various design options for redistricting downtown El Paseo. Issues
addressed included traffic pattern options, widening the median/removing the median,
underground parking, adding automatic crosswalk lights, planting extra shade trees along
the sidewalk, installing misters, adding bulb -outs and creating themed sub -districts. Mr.
Swartz plans to present three options for City Council to consider in June.

This item was tied into the paragraph above.
VIII. NEW BUSINESS
A. FG Creative Marketing Update
Monthly Marketing Report
Ms. Greene confirmed with the Board that they had received the report that she sent out
previously. There was no additional discussion.
ii. Eye on the Desert Segments; Review March 20 & April 9 (May
8 Pending)
Ms. Greene thanked Ms. Goldberg for her help with the Festival Fashions segment.
The May 8th program will focus on Mother's Day events and will include information on
brunches and top 10 gift ideas for moms.
Mr. Fletcher asked if there was a way to judge the value received from the Eye on the
Desert segments. Ms. Greene responded that it is difficult to quantify because it is not
easily tracked. She added that it can be measured in other ways, such as when the video
is repurposed and posted on social media.
B. City of Palm Desert
EPPBID Overlay for Business Offices
Mr. Soule encouraged the Board to read the ordinance and consider whether or not the
language is outdated and if there is anything that should be added or deleted to make it
more relevant. Although City Council is not required to take action at this time, it will be
helpful for them to have the input when the time comes.
C. EPPBID Board
Board Policy/Position on Non -Profit Solicitation
Chairman Klein introduced the topic. The consensus amongst the Board was that there
should be a policy regarding non-profit solicitation to the Board of Directors so that it is
only permitted if it is conducive to driving sales, traffic and/or awareness to the El Paseo
Parking and Business Improvement District.
Ms. Campbell motioned and Ms. Goldberg seconded. The motion passed unanimously
with a 6-0-0 vote.
ii. Review Proposals for Council Recommendation
The Board discussed the pros and cons of each of the proposals. It was narrowed down
to The Jones Agency and FG Creative. After much deliberation, the majority decided to
recommend awarding the contract to FG Creative with the expectation that they increase
their effectiveness in regards to social media aspect.
Mr. Fletcher motioned and Ms. Campbell seconded. The motion passed with a 4-2-0 vote.
Ayes: Campbell, Fletcher, Goldberg, and Klein. Noes: Stauber and Stein.
Ms. Stein stated that the reasons for her dissent were related to FG Creative's
underperformance in the areas of website and social media management and event
planning. Ms. Stein also stated that she recognizes FG Creative's strengths such as their
familiarity with the City and the good work that they have done in the past.
Ms. Stauber also had concerns with the website and social media aspect. She added that
she would like to see fresh ideas and change.
IX. REMARKS
A. City of Palm Desert
Mr. Soule thanked the Board for their thoughtful deliberation and said that he would let
FG Creative know about the decision.
B. Board Members
There were no additional remarks.
X. NEXT MEETING
C. Confirm May 17, 2018
Board Members confirmed that the next meeting will be held on May 17, 2018, 8:00 am.
XI. ADJOURNMENT
With nothing further to discuss, a motion was made by Fletcher, seconded by Goldberg
to adjourn the meeting at 9:46 am. Motion passed unanimously with a 6-0-0 vote.

that they didn't know there were so many businesses in the rear of the stores directly on El Paseo,
and my store has been in the same location for 26 years! We desperately need a coffee shop in

19 Upscale stores are great for the seasonal residents and visitors. One ofmyideas would beUnpitch
the national retailers to turn their stores and inventory into "Outlet Pop -Up Stores" (obviously only
for the 6 months where they're currently losing money). This would keep residents who currently
travel to Cabazon in the Valley, the experience would be better, the neighboring merchants would
benefit from the traffic and who knows, maybe it keeps them all in the black. Furthermore, El
Paseo could actually lead the shift to "Digitizing Main Street". Silicon Valley, LA, NYC, Boston,
Chicago are all trailblazing offline to online to compete against Amazon, Google and the other tech
giants. Turning the retail footprint back into an asset (last -mile logistics, user experience,
wmmhouoing, cloud storefronts, etc) iothe advantage B Paoe000u|d leverage.

people off. Also, hold many more FREE events, look at how successful Village Festisdrawing a

Yes, there isademand for more restaurants onB��No, they add for more options, but are
available for only alimited and part time population.
The restaurants do well on B Paoeoduring season. We need more outdoor cafes and night clubs.
More restaurants and bars, especially with outdoor dining and seating, would make it a more
desirable destination. Country club restaurants may have a minor impact, but it is not significant.
The fact that Palm Desert has oomany country clubs in the area (as well as Indian Wells, La
Quinta, Rancho Mirage, etc.) means those members are looking for convenient dining alternaties
other than their country clubs.

Yes! We need more restaurants on the street. I think the CC do have some factor, it is easy for a
homeowner who lives inside a country club to dine there. They can have cocktails without worrying

23 Not necessarily... Country Clubs are very seasonal, mostly second home owners and very mature
in age. Market (target) the locals for more year round traffic

Availability has continued to increase in certain sections ofB Paoeomaking the overall look bad.
There is alot of property that is available. Landlords need to be more reasonable so that retailers
can afford Unstay inbusiness.
More vacancies. Rents continue Unincrease, even though traffic iodwindling and the street needs
updating and revitalization.
Rents are to high in most buildings on B Paoeo. Especially with the current lows in retail.
I've been on the street for 0 years. I've noticed a huge increase in vacancies over the past 5 years

29 Many retailers can't stay because of the flex in summer traffic. Have some incentives for retailers
who stay open all year long.
29 Prices are good/ some landlords are not cooperating with business owners with construction. City

I've seen adramatic shift especially in this last year with much more vacancies and I've heard of
more stores closing. Also locals are not shopping the street just tourist which wmneed too. Locals
may beeating here but they are definitely not shopping the street.

During certain times ofthe year the south side has more foot traffic because ofthe shade. The hot
sun makes it difficult to stay outside. I'm sure rent is also higher there.
The core area on El Paseo between Lupine and Portola, no matter which side of the street, is most
desirable. |thas the least vacancies and most interesting shops.
MM? I would say the North side in the winter and the South side in the hotter months.
The south side of the street is shadier which is more desirable for sure during the summer months.

Stores and restaurants should stay open later. Outdoor music, more shade, more shade trees,
universal lighting plan, bump outs for sculpture and at corners. Delivery trucks should be allowed
only on side streets -- the large delivery trucks are not pedestrian friendly -- they are polluting the
pedestrian environment, with noxious exhaust, excessive noise and speed.
Out door dining Things were fine before, but now there are more shopping sights. With the
current Canadian and California and VVebodepeople are looking for deals.
Definitely more outdoor dining, perhaps some out door music more places for people to gather and
want Unstay longer. |wmu|d love Unsee an H8M SUnm, perhaps a Hat store, maybe some bigger

More to Palm Springs than any of the others. The continued increase in restaurants, hotel options
for walking consumers and community events in the shopping region will continue to draw more
retailers UnPalm Springs.
Well | really don't know about the above being any competition
Palm Springs redevelopment is exciting. If rents were more affordable, new stores would be
coming in. B Paoeo needs revitalization in order for it to be exciting and attract people to
investigate BPaoeoonce again. Hotel Paoeoand AC3are wonderful additions. More boutique
hotels and trendy restaurants with outdoor dining are needed.
Old Town, COD Street Fair
I definitely think Palm Springs has made an impact. Before the new downtown shopping district
opened, tourists had no choice but to come to Palm Desert to do any high end shopping if that's
what they wanted. But now with higher end retail opening downtown, customers that are staying in
Palm Springs have more choices and options, and I find that they are choosing to stay in Palm
Springs. Hopefully Hotel Paoeowill bring more people that will bestaying there and they will stay
right onBPaoeo.

lacks any national retailers. A newly resurgent downtown Palm Springs is more exciting and
unique and clearly is drawing away tenants. Cabazon beats on price, so stores like Coach and
Cold Hann close.
