ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Minutes of the regular meeting held on May 17, 2006. Due to lack of quorum, the regular meeting minutes held on May 17, 2006, were not voted on and will be placed on the agenda for the meeting of July 19, 2006. Art in Public Places Minutes June 21, 2006 0 o V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION Mr. Twedt reported that City Council approved the 18 sculptures for the 2007/08 El Paseo Exhibition. City Council approved the "Ocotillo Garden" public art component for the Whitewater Professional Building. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDERATION OF DISPLAYING RED, WHITE, AND BLUE PAVERS AT CITY HALL Vice Chairperson Grochau stated that he was concerned about the placement of the red, white, and blue pavers on the ground as it is not appropriate to walk on the American flag. Mr. Twedt mentioned that the Ordinance states that the City does not purchase art that is mass-produced, as this project will be. It was the consensus of the Commission that the pavers are not appropriate for purchase under the stipulations of the public art Ordinance. This item was not voted on due to lack of quorum and will be placed on the agenda for the meeting of July 19, 2006. B. CONSIDERATION TO APPROVE DESIGN PROPOSAL, "GROUND SWELL" BY PHILLIP K. SMITH, Ill IN THE AMOUNT OF $70,000 FOR THE VILLAGE AT UNIVERSITY PARK, LOCATED AT 36-891 COOK STREET, PALM DESERT, CALIFORNIA Mr. Twedt introduced artist Phillip Smith and Developer Fred Evans who presented the proposed artwork for the Village at University Park located on Gerald Ford Drive and Cook Street. The artwork will consist of two groupings of a series of basalt columns ranging in height from 4.5 feet to 11 feet that will be set in a cobble stone base with water. Some of the columns have been drilled to allow water to gently flow over the columns. Some of the lower columns will have 0 Art in Public Places Minutes June 21, 2006 0 c holes drilled on the top where lights will be placed to illuminate the upper portions of the artwork. One set of columns will be placed near the corner of Gerald Ford Drive and Cook Street and the second set of columns will be located in an area deeper into the property between the office buildings. This item was not voted on due to lack of quorum. This item will be placed on the agenda for the meeting of July 19, 2006, and the presenters will return for the meeting. It was the consensus of the Commissioners that the art component for this project was very well thought out and the developer incorporated the artwork into the entire development. Mr. Evans added that the project is 25 acres and includes three owners. C. CONSIDERATION OF ARTISTS TO BE INCLUDED IN THE CITY OF PALM DESERT'S ARTIST REGISTRY This item was not reviewed or voted on due to lack of quorum. This item will be placed on the agenda for the meeting of July 19, 2006. Vlll. CONTINUED BUSINESS None IX. OLD BUSINESS A. CONSIDERATION TO ACCEPT TWO METAL SCULPTURES BY JIM RICHARDSON AS DONATIONS TO THE CITY'S PERMANENT PUBLIC ART COLLECTION Mr. Twedt reported that Commissioner Stenning has reviewed and approved the two metal sculptures by Jim Richardson. Mr. Twedt stated that he positioned the two pieces in front of the Visitor Center for placement and they fit aesthetically with the building. Commissioner Hough reminded the Commission that at last month's meeting the motion stated "to have staff and one Commission member examine the two artworks and ensure they are in good condition, stable, and that the pieces meet the aesthetic quality needed to be included in the City's permanent art collection, and return to the meeting of June 21, 2006, with a recommendation': Due to there being no voted needed, Mr. Art in Public Places Minutes June 21, 2006 Twedt stated he would forward the Commission's recommendation to City Council for approval now that staff and a Commission member have reviewed the pieces. Mr. Twedt will get the title of the pieces and have a plaque made for them. B. CONSIDERATION TO APPROVE THE CONCEPT FOR AN EDUCATIONAL RECYCLING ART PROJECT AND SELECT AN ARTIST WHO COULD CREATE IT Mr. Twedt reported that he spoke to Chairperson Bussing about the recycling project and she suggested considering John Branstetter as the artist for the project. Mr. Twedt called Mr. Branstetter and explained the concept to him and he expressed an interest. Commissioner Hough asked what the budget of $10,000 would cover. Mr. Twedt responded that he would take care of the costs for the foundry, fabrication, installation, etc. Commissioner Hough requested that Mr. Branstetter provide a resume and a proposal for the next meeting. Mr. Twedt stated that this project could begin in October. He would like to see the piece unveiled at the Living Desert on Earth Day and have it displayed on the pad in front of City Hall for three months. This item was not voted on due to lack of quorum and will be placed on the agenda for the meeting of July 19, 2006. X. PROJECT STATUS REPORTS 1. Palm Desert Community Gallery Ms. Schwartz reported that "On the Road" would be on exhibit through July 20. She thanked Commissioner Hough for attending the reception. 2. Website No report. 3. Docent Program Ms. Schwartz reported that the second Saturday tours would reconvene in September. There were 15 people who attended the El Paseo tour on June 10. 4 Art in Public Places Minutes June 21, 2006 4. Embracing the Desert Ms. Schwartz reported that "Desert Toad" would be installed at the Civic Center Park mid July. Ms. Schwarz reported that "Desert Dream Spirit" would be installed on the east end of El Paseo at the end of July. Mr. Twedt stated that he has approached Peter Mangan about purchasing "Rattle Tail" to be in the City's permanent collection. Mr. Mangan quoted $20,000 but reduced it 10% and then deducted the commission of $6,500 to bring the price to $11,500 for the piece. Dudley Buchanan priced Migration of the Butterflies" at $12,000. Mr. Twedt will consider Sol Mesz's piece priced at $10,000 once it is delivered to the City. XI. REPORTS AND REMARKS A. STAFF Mr. Twedt gave the Commissioners a copy of the new Art and Architectural book. The map is in the printing stages and once they are printed he will mail books to editors of magazines, concierges, and select public art professionals. B. COMMISSION MEMBERS • COMMISSION REPORTS • LIAISON REPORTS 1. PLANNING COMMISSION — Sonia Campbell Ms. Campbell reported that the Planning Commission approved an 11,776 square foot home at the Canyons at BIGHORN. An Internet Cafe located at 72-695 Highway 111 was approved. Six homes on Highway 74 were approved. 0 Art in Public Places Minutes June 21, 2006 Xi.
