Upon Motion by Commissioner Hough and second by
Commissioner Grochau, the Minutes of May 17, and June 21, 2006,
were approved unanimously.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION
Mr. Twedt reported that City Council approved the two metal
sculptures that were donated by Jim Richardson. Mr. Twedt
will place the two sculptures in front of the Visitor Center. It
was suggested by Councilmember Benson that the City
compensate Mr. Richardson $500.00 for his efforts in
retrieving the sculptures.

VII. NEW BUSINESS
A. CONSIDERATION TO APPROVE DESIGN PROPOSAL,
"GROUND SWELL" FOR THE VILLAGE AT UNIVERSITY
PARK
Mr. Smith described, "Ground Swell", the proposed artwork
for the Village at University Park development located on the
corner of Gerald Ford and Cook Street. The artwork will
consist of two groupings of a series of basalt columns
ranging in height from 4.5 feet to 11 feet that will be set in a
cobblestone base with water. Some of the columns have
been drilled to allow water to gently flow over the columns.
Some of the lower columns will have holes drilled on the top
where lights will be placed to illuminate the upper portions of
the artwork. One set of columns will be placed near the
corner of Gerald Ford Drive and Cook Street and the second
set of columns will be located in an area set back into the
property between the office buildings.
It was moved by Commissioner Hough and seconded by
Commissioner Stenning to approve the design proposal of
"Ground Swell" for the Village at University Park development.
Motion carried unanimously.

B. CONSIDERATION OF THE SCULPTURE DESIGN,
"SPECIAL DELIVERY" FOR THE SIERRA LANDSCAPE
COMPANY
Mr. Twedt stated that the rendering submitted by Sierra
Landscape Company for its art component did not do the
artwork justice. Mr. Twedt referred to the agenda packet
that included the rendering. Mr. Twedt noted that the art fee
is $6,000.00 and the proposed artwork is $12,000.00. It was
the concurrence of the Commission to have Sierra
Landscape return to a future meeting with more detailed
information (artist's resume material board, color rendering,
etc.).
It was moved by Commissioner Grochau and seconded
by Commissioner Stenning to approve the design of "Special
Delivery" for the Sierra Landscape Company based on
reception and acceptance of a material board, a photograph of
the artist's previous work, and a resume. Motion carried
unanimously.
C. CONSIDERATION OF DISPLAYING RED, WHITE, AND
BLUE PAVERS AT CITY HALL
Mr. Twedt stated that he sent a letter to the artist declining
the work and thanking him for his interest in Palm Desert's
public art program, but the work did not fit within the Art in
Public Places Guidelines.
No action was taken on this item.
D. CONSIDERATION OF ARTISTS TO BE INCLUDED IN THE
CITY OF PALM DESERT'S ARTIST REGISTRY
Artwork by David Huenergardt, Peter Bartczak, Esmoreit
Koetsier, and Cameron Van Dyke was reviewed to be
considered for the City of Palm Desert's Artist Registry.
It was moved by Commissioner Grochau and seconded
by Commissioner Westin to include David Huenergardt, Peter
Bartczak, Esmoreit Koetsier, and Cameron Van Dyke in the
City of Palm Desert's Artist Registry. Motion approved
unanimously.

VIII. CONTINUED BUSINESS
A. CONSIDERATION TO COMMISSION JOHN
BRANSTETTER TO CREATE A RECYCLED ART
PROJECT USING RECYCLED MATERIALS
Mr. Twedt stated that he has spoken to Mr. Branstetter on
several occasions about creating an art project using
recycled materials. Mr. Branstetter described to the
Commission the vertical design he is proposing for the
recycled art project. The front of the design is very structural
with letters spelling out the word, "RECYCLE". The letters
will be placed randomly in various directions throughout the
design. The letters will be made out of recycled brass and
bronze. The basic structure will be made from recycled
irrigation pipe and will be 11 feet high by four feet wide by 15
inches deep. The piece will be unveiled at the Living Desert
on Earth Day (April 21, 2007) and then will be placed in front
of City Hall for approximately one year. A comment was
made about the placement of the letters not clearly spelling
out "RECYCLE" and want to ensure the public will be able to
read and understand the fact that it does say "recycle". Mr.
Branstetter responded that he did not want to make it too
obvious — wanted to make it creative. Mr. Branstetter said
that the educational part of it would include three workshops
including a brainstorming session and discuss what type of
items to use to "signature" the piece. The workshops and
the piece will be promoted through the Website and the
BrightSide.
It was moved by Commissioner Thompson and
seconded by Commissioner Westin to approve the
commission of John Branstetter to create a recycled art
project using recycled materials in the amount of $15,000.00.
Motion carried unanimously.

X. PROJECT STATUS REPORTS
1. Palm Desert Community Gallery
The upcoming exhibition is the S.C.R.A.P. Gallery. The
reception will be August 1 from 5:30 — 7:00 p.m. The Art of
Food and Wine show will follow.
2. Website
Ms. Schwartz reported that she updated the Website of the
art descriptions from the Art and Architecture Book. She is
also updating the artists' bios.
She is working with the map designer to put it in a format
that can be posted on the Website and printed by the public.
3. Docent Program
Ms. Schwartz reported that the Docent Program is on hiatus
for the summer.
4. Embracing the Desert
Ms. Schwartz reported that two of the Embracing the Desert
artworks will arrive next week (Anita Edman and John
Seyfried's pieces). Patricia Mitchell and Eugene's piece will
go on the pad near Vons on El Paseo.
XI. REPORTS AND REMARKS
A. STAFF
Mr. Twedt mentioned that the artwork by Heath Satow for
the Wal-Mart shopping center at Dinah Shore and Monterey
has been installed and is very stunning. Commissioner
Hough stated that she would like to have the artists include
their resumes when submitting artwork to review their
backgrounds.
Mr. Twedt reported that approximately 300 Art and Arch
books have been sent out to art, architectural, travel, and
metropolitan newspaper editors. He has received many
positive responses.

B. COMMISSION MEMBERS
• COMMISSION REPORTS
Commissioner Hough reported that there were three new
shows at the Palm Springs Art Museum. They are doing
a campaign this summer called "Three for $3.00". One of
the shows is a collection of European Modern Masters.
• LIAISON REPORTS
1. PLANNING COMMISSION — Sonia Campbell
Ms. Campbell reported that the Planning Commission
approved two, free standing monument signs for the
Palms to Pines West shopping center.
Parcels for condominiums and offices were approved
on Gateway Drive and Dinah Shore.
XI. ADJOURNMENT
There being no further business, Vice Chairperson Grochau
adjourned the meeting at 10:10 a.m.
