MINUTES
November 15, 2006
I. CALL TO ORDER
Chairperson Bussing convened the meeting at 9:02 a.m.

III. ORAL COMMUNICATIONS
Chairperson Bussing stated she would like the Commission to
become more discerning in the review process of the proposals that
are presented by the developers and/or artists for their projects.
She stated that even though an artist may be in the presence of the
Commission at the time of voting, it is okay to decline the proposed
artwork. She noted that in some cases artists' resumes and site
plans have not been included in the proposals, and should be in
order for an item to be considered. In other cases the item itself
was not on the agenda and needed to be voted on to be added as
an agenda item. She added that if an item is not on the agenda
due to it not being received by the Recording Secretary before the
mailing deadline, or a proposal is incomplete, the Commission has
the right to deny adding the item to the agenda and ask that it be

put on the agenda the following month. Chairperson Bussing
stated that the "Ocotillo Garden" project is an example of a
development that the Commission should have given more
consideration to because the Commission did have some doubts
about it and it has not yet been completed.
Chairperson Bussing circulated a copy of the Art in Public Places
Guidelines to the Commission members and asked that the
Commissioners review them. Ms. Schwartz noted that the Art in
Public Places Guidelines are available on the public art website
(www. palmdesertart.org).
Ms. Schwartz stated that when she receives a copy of the
developer's plans from the Planning Department she estimates the
AIPP fee. If the fee is under $15,000 she will suggest that the
developer leaves the money in the AIPP fund. She also lets the
developer know that they are welcome to add their own money to
the art component to create a more significant piece. She noted
that the art component fee for the Sierra Landscape Company was
only $6,000 but the developer added an additional $6,000 for a total
of $12,000 for that project.
IV. CONSENT CALENDAR
Minutes of the regular meeting held on October 18, 2006.
Upon Motion by Commissioner Grochau and second by
Commissioner Stenning, the Minutes of October 18, 2006, were
continued to the meeting of December 20, 2006. Motion carried
unanimously with Commissioner Thompson absent.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION
Councilmember Benson noted that the dedication for the
2007/08 El Paseo Exhibition was well attended. She stated
that it would be nice to jazz up the event in the future and
maybe auction off a maquette of one of the art pieces so that
more people would attend.

VII. NEW BUSINESS
A. CONSIDERATION TO SELECT SCULPTURES FROM THE
2007/08 EL PASEO INVITATIONAL EXHIBITION FOR THE
PERMANENT PUBLIC ART COLLECTION
The Commission members had discussed the possibility of
purchasing artwork from future El Paseo Exhibitions to be
included in the City's permanent collection. It was decided
that the Commission would select a few favorite sculptures
from the 2007/08 Exhibition and ask community members to
vote on their favorite. Staff would present the proposed
sculptures to Council for consideration to purchase for the
City's permanent public art collection and placed at Staffs
discretion.
The Commission members reviewed the 18 pieces from the
2007/08 El Paseo Invitational Exhibition.
After narrowing down the selection of the pieces through the
voting process, the Commission members chose Brad
Howe, Jean Louis Corby, John Okulick, and jd Hansen's
artwork for the community to vote on.
Ms. Schwartz stated that Staff will coordinate the voting
process and place it on the Website so the community can
vote. Voting will also be available at City Hall as well as the
Public Art Department at the Visitor Center.
Chairperson Bussing stated that she would like to see only
one piece purchased.
It was moved by Commissioner Hough and seconded by
Commissioner Weston to approve the preselection of Brad
Howe's "El Chupacabra'; Jean Louis Corby's "Danseur'; John
Okulick's "Icarus'; and jd Hansen's "Yesterday" as the
sculptures to be voted with the public choosing one piece to
be purchased for the City's permanent public art collection
with the Commission members deciding the location of the
piece at Entrada del Paseo. Motion carried unanimously with
Commissioner Thompson absent.

B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN THE
CITY OF PALM DESERT'S ARTIST REGISTRY
Artwork by Erick Powell, Clark Wiegman, Ulli Kampelmann,
Da Vinci Designs, Rosetta, and Christopher Georgesco were
reviewed to be considered for the City of Palm Desert's Artist
Registry.
It was moved by Commissioner Hough and seconded by
Commissioner Grochau to include Erick Powell, Clark
Wiegman, Ulli Kampelmann, and Christopher Georgesco in the
City of Palm Desert's Artist Registry. Motion approved
unanimously with Commissioner Thompson absent.
VIII. CONTINUED BUSINESS
A. CONSIDERATION TO PURCHASE SCULPTURES FROM
THE EMBRACING THE DESERT PROGRAM FOR THE
PERMANENT COLLECTION
Commissioner Grochau stated he would like to hear Mr.
Twedt's view as to why, in the Staff Report, he
recommended that the Commission consider "Rattle Tail"
and "Migration of the Butterflies" to be purchased for the
City's permanent collection.
There was discussion that if the funds of all three pieces
were combined, an artwork of higher quality could be
purchased instead. Commissioner Hough asked why these
particular pieces were presented for consideration. Ms.
Schwartz responded that they were brought to the
Commission for consideration to continue the support of
emerging artists. Commissioner Hough stated she is not in
favor of purchasing these pieces for the permanent
collection and that there are other ways to encourage
emerging artists besides acquiring artwork and having it in
the permanent collection. She added that there is also the
responsibility and cost of maintaining the artwork.
Commissioner Weston supported Commissioner's Hough's
point of view and would like the Commission to consider
other alternatives. Ms. Schwartz stated that a couple of the
pieces from the Embracing the Desert program are reaching
the termination of the program. It was the consensus of the
Commission to not purchase these pieces for the permanent
collection; however, other programs should be considered.

It was moved by Commissioner Hough and seconded by
Commissioner Stenning to not purchase the sculptures listed
from the Embracing the Desert program for the permanent
collection at this time. Motion carried unanimously with
Commissioner Thompson absent.
Commissioner Hough added that she would like the
Commission to review programs in the future that continue
the Commission's goal of nurturing and encouraging
emerging artists.
B. CONSIDERATION OF A THEME AND TITLE FOR THE
2007 STUDENT ART AND ESSAY CONTEST
After much discussion it was decided to base the theme and
title of the 2007 Student Art and Essay Contest on designing
an artwork for the El Paseo Exhibition.

carried unanimously with Commissioner Thompson absent.
IX. OLD BUSINESS

X. PROJECT STATUS REPORTS
1. Palm Desert Community Gallery
Ms. Schwartz reported that the current exhibition in the Palm
Desert Community Gallery will be on display for two more
weeks. The upcoming show, "Animal Instincts" will feature
three artists whose work is based on the theme of animals.
The three artists will participate in the Living Desert Day on a
Saturday, January 20, at the Visitor Center by doing
demonstrations.
Ms. Schwartz will send out the "Call for Artists" for the next
gallery season in February or March.

2. Website
Ms. Schwartz stated that the image of the Art and
Architecture book has been added to the Website.
Purchasing of the book will be available through the Visitor
Center Website. The map from the book is now on the
Website as well and can be downloaded and printed.
Ms. Schwartz is working on getting the 2007/08 El Paseo
Exhibition onto the front page of the Website and when you
open up the El Paseo flash section.
Ms. Schwartz added the California Arts License Plate onto
the Website from the California Arts Council.
3. Docent Program
There were ten people on the Library Tour on Saturday,
November 11.
The new El Paseo Exhibition tour will take place on
December 9.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz reported that Bill Ware's artwork for the Brava
Development, the request for the El Paseo honorarium
increase, Marlo Bartels's piece for the Spanish Walk
Development, and the Seed Pod for the Sierra Landscape
Company Development will be on the November 16, City
Council meeting.
