ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Minutes of the regular meeting held on May 21, 2008. Upon Motion by Commissioner Stenning and second by Commissioner Thompson, the Minutes of May 21, 2008, were approved unanimously with Commissioners Bussing, Hough, and Snyder absent. Art in Public Places Minutes June 18, 2008 0 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION Commissioner Grochau reported that City Council approved John Seeman's "Feng Shui II" as the art component for the Ford Properties Building on Fred Waring. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDERATION TO APPROVE THE SELECTIONS FOR THE 2009/10 EL PASEO INVITATIONAL EXHIBITION Mr. Mark Stephenson presented 18 selections of artworks to the Commission from approximately 200 entries for the 2009/10 El Paseo Invitational Exhibition. The following 18 selections were presented. Steve Jensen, "Flight"; Betty Gold, "Here She Comes"; Boaz Vaadia, "Ba'al & Yizhaq"; Christie Beniston, "Topiaries"; James Hill, "Bones"; Todji Kurtzman, "Monument in Right Feet Major"; Mark Bulwinkle, Build to Suit; Greg E. Reiche, B1 uit; Woods Davy, "Cantamar"; Stephen Daly, "Mentorir, ", Karen Reitzel, "Rhyme and Reason"; Julian Voss, rdreae, "Unraveling Collagen"; Michael Whiting, "Birdie"; Rachel Slick, "Inner Selves"; Jim Rennert, "Large Entrepreneur"; LT Mustardseed, "Dragonfly"; Dixie Jewett, "Salute to the Sun"; and Dominic Benhura, "Ostrich". Mr. Stephenson also presented five alternate selections in - , k.4 case there are unforeseen issues with the 18 selecce` " pieces. The five alternates are Robert Toll, O'Michael, Richard Pankratz, Gillian Christy, and Gedion Nyanhongo. It was moved by Commissioner Thompson and seconded by Commissioner Weston to approve the 18 selections and five alternates presented by curator Mark Stephenson for the 2009/10 El Paseo Invitational Exhibition. Staff will take the proposals City Council for approval. Motion carried unanimously with Commissioners Bussing, Hough, and Snyder absent 2 Art in Public Places Minutes 0 June 18 2008 0 B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY This item was not voted on due to time constraints. Artists asking to be included in the Artist Registry will be voted on at the next regularly scheduled meeting. VIII. CONTINUED BUSINESS A. CONSIDERATION OF ARTISTS TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY (Continued from the meeting of May 21, 2008.) Artwork by Fritzie Urquhart, Bill Vielehr, and Nina Tepper were reviewed to be considered for the City of Palm Desert's Artist Registry. It was moved by Commissioner Weston and seconded by Commissioner Thompson to include Fritzie Urquhart and Bill Vielehr in the City of Palm Deserts Artist Registry. Motion carried unanimously with Commissioners Bussing, Hough, and Snyder absent. B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN CITY OF PALM DESERT'S VIRTUAL GALLERY (Continued from the meeting of May 21, 2008.) Artwork by Jeni Bate was reviewed to be considered for the City of Palm Desert's Virtual Gallery. It was moved by Commissioner Weston and seconded by Commissioner Thompson to include Jeni Bate in the City of Palm Desert's Virtual Gallery. Motion carried unanimously with Commissioners Bussing, Hough, and Snyder absent. IX. OLD BUSINESS A. CONSIDERATION OF THE "EMBRACING THE DESERT LIGHT" PROJECT Mr. Twedt reported that he contacted Helen Pashigan as directed by the Commission at last month's meeting. She does not work in an outdoor medium and is not interested in presenting a proposal for the "Embracing the Desert Light" project. Mr. Twedt also called Dennis Oppenheim, as directed by the Commission, but did not hear back from him. Art in Public Places Minutes June 18, 2008 0 re - Mr. Twedt referred back to the three artists who were approved at the meeting of October 17, 2007 (DeWain Valentine, Michael Hayden, and Tim Prentice). Mr. Twedt suggested developing a pool of artists through an RFQ process which could be utilized when the RFP is sent out. Staff researched artists Charles Ross, Teresita Fernandez, Dan Corsen, Gordon Huether, and Steven Knapp who may be able to create what we are looking for. Upon question by Commissioner Weston, Mr. Twedt responded that Staffs preference is to send out an updated RFP and include the three approved artists in the pool. Commissioner Weston added that he thought the information in the original RFP was not clear enough for the artists, especially regarding the idea of it being a sequential piece. It needs to be stressed that the area for the placement of the artwork needs to cover is approximately two miles long. Mr. Twedt told Commissioner Weston that in the field of public art it is not a best practice to ask artists to present a proposal without financial remuneration. Mr. Twedt will modify the RFP placing emphasis on the distance of the area for the placement of the art and that we are looking for a sequential piece that covers that entire area. Once a pool of artists are found through the RFQ an RFP will be sent to selected artists. It was moved by Commissioner Stenning and seconded by Commissioner Thompson to have staff modify the RFP with the suggested changes and look for qualified artists through an RFQ process to send the updated RFP to. Any additional artist approved to present a proposal will receive an honorarium in the amount of $2,000.00. Motion carried unanimously with Commissioners Bussing, Hough, and Snyder absent. B. CONSIDERATION TO APPROVE AN RFP FOR AN INTERNET BASED INTERACTIVE ART PROJECT USING PALM DESERTS PUBLIC ART AND WEBSITE AS THE BASIS TO THE THEME It was the consensus of the Internet based interactive art project subcommittee to meet again to discuss in more detail the direction in which to direct staff. The focus will not be solely on Palm Desert's art collection. It was moved by Commissioner Stenning and seconded by Commissioner Weston to continue the discussion and /0 0 Art in Public Places Minutes June 18 2008 o 0 voting on the RFP for the Internet or video based art project to the meeting of September 17, 2008. X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Schwartz reported that the new show with Bob Hoffman and Karen and Tony Barone's work has been installed in the Gallery. B. Website No report. C. Docent Program The monthly Saturday tours are on hiatus for July and August and will resume in September. Xl. REPORTS AND REMARKS A. STAFF Mr. Twedt reported that the Landscape Beautification Committee is meeting immediately following today's AIPP meeting and needs AIPP's comments about the artwork that was proposed by Heath Satow. Mr. Twedt referred to the landscaping/art component packet for the 700 foot median on Monterey from Dinah Shore toward 1-10 and presented three proposals. Mr. Twedt mentioned that he showed the proposals to one of the Councilmembers and he did not like the designs. Commissioner Stenning commented that the proposal of the rocks was ordinary but the design of the mythical animals was dramatic, had a sense of humor, and makes a statement of something marching into Palm Desert. She said it is bold, powerful, and something people will notice. Commissioner Thompson would prefer other choices but of the three she liked the design of the mythical animals best. Commissioner Weston concurred with having different choices but would not vote for any of the designs proposed today. Commissioner Grochau really liked the mythical animals — said it was fun. Mr. Twedt reminded the Commission that it was stated in the RFP that the design for the median was to relate to the major entrance sign on the corner of Monterey and Dinah Shore to which he noted that Art in Public Places Minutes June 18. 2008 0 0 one of the designs proposed had the shape of the positive space in the large entrance sign. Spencer Knight came into the AIPP meeting and stated that if the Commission did not like the designs he would have Mr. Satow create a new proposal. Mr. Twedt reported that Mayor Benson nominated the Art Department for Employee of the Month awards for the putting together the Public Art Forum. Staff was honored at the June 12, 2008 City Council meeting. Mr. Twedt announced that Palm Desert will have a chapter in a book called "Art Town/California". Ms. Schwartz reported that she is leaving tomorrow to attend the Americans for the Arts Conference in Philadelphia. B. COMMISSION MEMBERS COMMISSION REPORTS • LIAISON REPORTS 1.
