ORAL COMMUNICATIONS Mr. Heath Satow presented sketches of a new artwork proposal for the 700 foot median on Monterey and Dinah Shore. What one would see entering Palm Desert from 1-10 are stainless steel "feathers" that are "caught" in oxidized steel Ocotillo sculptures lined up in the median. Further down the road is a 10.5 foot falcon placed on a base (size includes the base) in a position where it looks like it is landing. There is also a lizard hiding among the rocks. The Landscape Committee is discussing whether or not to include cut glass in the landscape design as it may be too much detail and take away from the artwork. It was the consensus that the Commission was in favor of the new proposal. Staff will let Spencer Knight know of the Commission's comments. IV. CONSENT CALENDAR Minutes of the regular meeting held on June 18, 2008. Upon Motion by Commissioner Grochau and second by Commissioner Weston, the Minutes of June 18, 2008, were approved unanimously with Commissioner Stenning absent. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION Ms. Schwartz reported that City Council approved the 2009/10 El Paseo Invitational Exhibition at its meeting of July 10, 2008. At its meeting of August 28, 2008, City Council approved the following. • Contract for the restoration of "Desert StarlDesert Flower". • Deinstallation/installation of the El Paseo Exhibition. • Addendum to the maintenance contract for repairs of artwork when needed. • Additional AIPP fees were returned to the Evans Company for "Ground Swell". CONSIDERATION OF PAINTING THREE TRAFFIC SIGNAL BOXES Mr. Twedt updated the Commission on the status of the three traffic signal boxes that were painted approximately one year ago. The three boxes were monitored for a year for graffiti and to see if there were additional electrical problems due to the painting that could have drawn extra heat to the boxes. No electrical problems occurred due to the painting. However, two stickers were placed on the boxes but were easily removed. Mr. Twedt contacted Mark Greenwood inquiring about locations of additional boxes to be painted. Mr. Greenwood's preference is to keep the project in the El Paseo area but he is not opposed to having the project on other Palm Desert streets. He suggested the large set of boxes that face Highway 74 and also on the north side of Highway 111 near Westfield shopping center. Mr. Twedt has budgeted $3,000.00 for artist honorariums. He would like to see the box on San Pablo and Fred Waring painted also. Mr. Twedt referred to the staff report included in the agenda packet. After discussion of the options in the staff report, the Commission suggested working with schools and the Palm Springs Art Museum to develop and implement designs for the boxes. Mr. Twedt updated the Commission on the El Paseo Revitalization project. An engineering design firm was hired to come up with ideas for lighting, landscaping, new sculpture pads, shade structures, etc. from Highway 111 to both sides of El Paseo. The City is going to create two secondary entrances off Highway 111 as well as major entrances to El Paseo at Plaza Way and San Pablo. It was moved by Commissioner Hough and seconded by Commissioner Grochau to direct staff to explore working with students and inquiring with the local education institutions. Motion carried unanimously with Commissioner Stenning absent. Art in Public Places Minutes September 17, 2008 0 B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY Artwork by Denny Haskew, Kevin Box, Chapel, Jane DeDecker, Kathleen Caricof, Gary Alsum, Mark Leichliter, Leo Osborne, Dee Clements, Carol Gold, C.T. Whitehouse, Louise Peterson, Sandy Scott, Meredith Bergmann, Robert Perless, Gail Taylor, Ken and Judith Williams, Mark Chew, Suikang Zhao, Jessica Gorlin Liddell, Michael Copper Carson Fox, Vera Richarda, Eric Lindsey, Gesso Cocteau, and Sharon Louden were reviewed to be considered for the City of Palm Desert's Artist Registry. It was moved by Commissioner Hough and seconded by Commissioner Snyder to include Denny Haskew, Chapel, Jane DeDecker, Kathleen Caricof, Gary Alsum, Mark Leichliter, Dee Clements, Carol Gold, Louise Peterson, Meredith Bergmann, Robert Perless, Ken and Judith Williams, Mark Chew, Suikang Zhao, Michael Copper, Carson Fox, Vera Richarda, and Eric Lindsey in the City of Palm Desert's Artist Registry. Motion carried unanimously with Commissioner Stenning absent. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS A. CONSIDERATION TO APPROVE AN INTERNET ART PROJECT It was moved by Commissioner Grochau and seconded by Commissioner Hough to continue the discussion and voting on the RFP for the Internet or video based art project to the meeting of October 30, 2008. X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery "Faces of the Valley" is currently on exhibition and has received good press. The "It's All About Nature" exhibit will run from October 2 through December 7 with the reception on October 6. Art in Public Places Minutes September 17, 2008 0 0 B. Website Mr. Twedt has added video to the Website of the current El Paseo Invitational Exhibition and the Eric Johnson Memorial Gardens. C. Docent Program Ms. Schwartz is accepting applications for docents. She will conduct interviews the last week of October. She is going to train the current docents on the upcoming El Paseo Invitational Exhibition. D. Embracing the Desert Light Project Mr. Twedt reported that the RFQ for Embracing the Desert Light Project was sent out and he has received many responses. Among the approximate 35 he has received, he is recommending Greg Reiche (in upcoming El Paseo show), Stephen Knapp, Gordon Huether, Don Corson, Mary Buchen, and Robert Perless as prospects for the project. XI. REPORTS AND REMARKS A. STAFF Ms. Schwartz reported that she is working on the Art of Food and Wine event. There will be a sculpture garden at the Marriott, which is where the Grand Tasting event will take place. Several sculptures will be on loan for that event. Mr. Twedt mentioned that Phillip Smith's "Infinity Column" was featured in Art in America's Annual Guide. Mr. Twedt announced that Debbie Thompson is managing the 2009 Palm Desert Community Calendar this year which will feature art from our public art collection. Mr. Twedt informed the Commission that there will be a Desert Cities Public Art Coalition meeting October 23 at 9:30 a.m. He received attendance confirmation from representatives from seven cities. Art in Public Places Minutes September 17, 2008 Mr. Twedt reported that "Danseur" by Jean-Louis Corby will be moved to its permanent location on Monterey and Highway 111 on October 17. Mr. Twedt reported that the deinstallation of the current El Paseo Exhibition will take place October 6 through 17. The installation of the new show will take place October 20 through 31 with the exception of two pieces that will not be ready before the El Paseo Invitational Exhibition dedication on November 6 at 6:00 p.m. in front of Saks at the Gardens. Ms. Schwartz talked about coordinating a Geocaching treasure hunt with the City's public art collection. Clues are given to find a site (art piece). Once you locate the site you log in your name and the date. This would be a good way to advertise the City's public art. B. COMMISSION MEMBERS Commissioner Hough reported that the Palm Springs Art Museum will have an exhibition of Enrique Chagoya with a lecture and reception on September 26, beginning at 5:30 p.m. COMMISSION REPORTS • LIAISON REPORTS 1. PLANNING COMMISSION — Sonia Campbell Ms. Campbell reported that two pads near BIGHORN Golf Club were approved to include houses on eleven acres. A Holiday Inn on Technology and Cook was approved. XI.
