ORAL COMMUNICATIONS NONE IV. CONSENT CALENDAR Minutes of the regular meeting held on October 29, 2008. Upon Motion by Commissioner Stenning and second by Commissioner Hough, the Minutes of October 29, 2008, were continued to the meeting of December 17, 2008 with Commissioner Grochau absent. Art in Public Places Minutes November 19, 2008 o V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION No report. Mayor Benson noted that the City Councilmembers are enjoying the 2009/10 El Paseo Invitational Exhibition and all have a favorite sculpture. Mayor Benson mentioned that she and Buford Crites attended Joe Dickinson's Celebration of Life memorial. Mr. Dickinson's family commented on how much he enjoyed being on the AIPP Commission. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDERATION TO APPROVE A REPLACEMENT SCULPTURE FOR THE 2009/10 EL PASEO INVITATIONAL EXHIBITION Due to Woods Davy terminating his contract to be part of the 2009/10 El Paseo Invitational Exhibition, Mr. Twedt asked that the Commission approve a replacement sculpture for the available pad. He circulated the five alternate proposals (Gillian Christy, Gedion Nyanhongo, Richard Pankratz, Michelle O'Michael, and Robert Toll) that were approved at its meeting of June 18, 2008 for the Commission's review. It was the consensus of the Commission to approve Michelle O'Michael as its first choice and Gillian Christy as its second choice as the replacement artwork for the 2009/10 El Paseo Invitational Exhibition. It was moved by Commissioner Stenning and seconded by Commissioner Hough to approve the sculpture by Michelle O'Michael as the first choice replacement and Gillian Christy's sculpture as the second choice replacement for the empty pad for the 2009/10 El Paseo Invitational Exhibition. Motion carried unanimously with Commissioner Grochau absent. Art in Public Places Minutes November 19, 2008 0 0 B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY Artwork by Gail Lapins was reviewed to be considered for the City of Palm Desert's Artist Registry. It was moved by Commissioner Thompson and seconded by Commissioner Snyder to include Gail Lapins in the City of Palm Desert's Artist Registry. Motion carried unanimously with Commissioner Grochau absent. It was moved by Commissioner Hough and seconded by Commissioner Stenning to add Consideration to Accept a Donation by Marc Levin to the City's Permanent Public Art Collection to the agenda under New Business, Item C. Motion carried unanimously with Commissioner Grochau absent. C. CONSIDERATION TO ACCEPT A DONATION BY MARC LEVIN TO THE CITY'S PERMANENT PUBLIC ART COLLECTION It was the consensus of the Commission to not accept the donation by Marc Levin for the City's permanent public art collection. It was moved by Commissioner Thompson and seconded by Commissioner Stenning to not accept the donation of artwork by Marc Levin to add to the City's permanent public art collection and direct staff to thank the artist for consideration. Motion carried unanimously with Commissioner Grochau absent. VIII. CONTINUED BUSINESS A. CONSIDERATION OF A TITLE FOR THE 2009 STUDENT ART AND ESSAY CONTEST Chairperson Bussing suggested "How Would You Like to see the World Change During Your Lifetime?" as the theme for the 2009 Student Art and Essay Contest. After much discussion, it was decided that the title for the 2009 Contest be "How Would I Change the World?" It was moved by Commissioner Weston and seconded by Commissioner Snyder to approve the title "How Would I Art in Public Places Minutes November 19, 2008 0 0 Change the World?" for the 2009 Student Art and Essay Contest. Motion carried unanimously with Commissioner Grochau absent. B. CONSIDERATION TO SELECT TWO ARTISTS TO DEVELOP PROPOSALS FOR THE "EMBRACING THE DESERT LIGHT" PROJECT Mr. Twedt reminded the Commission of the three artists who have developed proposals for the "Embracing the Desert Light" project (Tim Prentice, DeWain Valentine, and Michael Hayden) selected from the first RFPs that were approved by the Commission. Mr. Twedt noted that Robert Perless's work was somewhat similar to Michael Hayden's work. Mr. Twedt circulated the proposals from Mr. Prentice, Mr. Valentine, and Mr. Hayden. The following artist proposals were selected from all submissions at the meeting of October 29 and now need to be voted on. Greg Reiche, Jeffry Loy, Cliff Garten, Ray King, Robert Perless, Phillip Smith, Ed Carpenter, Blue McRight, Brower Hatcher, Barton Rubenstein, and Tim Shockley. Mr. Twedt asked the Commission to vote for two proposals. Mr. Twedt noted that there probably will not be electricity on the medians for two years and the proposals with natural light may be more appropriate initially. After much discussion, the vote was as follows. Greg Reiche received the most votes, Phillip Smith had the second most votes, and Ed Carpenter had the third most votes. Mr. Reiche and Mr. Smith will be sent RFPs for the Embracing the Desert Light project. If either artist does not respond, an RFP will be sent to Ed Carpenter. It was moved by Commissioner Hough and seconded by Commissioner Snyder to accept the vote as calculated by staff with Greg Reiche and Phillip Smith as the top choices and Ed Carpenter as the alternate. Motion carried with a 7-1 vote with Commissioner Stenning voting NO and Commissioner Grochau absent. Art in Public Places Minutes November 19, 2008 0 0 IX. OLD BUSINESS A. CONSIDERATION TO APPROVE DESIGN PROPOSAL, "FAMILY OF THE COACHELLA VALLEY" BY DR. PAUL FLANAGAN FOR THE VINEYARDS AT PALM DESERT DEVELOPMENT Chairperson Bussing referred to the agenda packet that included additional information for the proposal that the Commission requested of the developer at last month's meeting. She reminded the Commission that at last month's meeting there was discussion of placement of the proposed art and if it needed to be in a more visible location. The Commission agreed that the proposed placement in front of the clubhouse was visible enough for public view. The Commission had also asked for a lighting plan which was also included in the agenda packet provided by the developer. It was moved by Commissioner Weston and seconded by Commissioner Hough to accept "Family of the Coachella Valley" as the public art component for the Vineyards at Palm Desert development. Motion carried with Commissioner Grochau absent. X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Schwartz reported that the "Plein Air" show will open December 11 with the reception on Monday, December 15 at 5:30 p.m. Staff has been working with the La Quinta Arts Foundation on this exhibition and there will be a Paint Out event in January at the La Quinta Resort with the same artists as those showing in the gallery. B. Website Ms. Schwartz reported that the Website is coming along. There will be some changes with the hosting. C. Docent Program Ms. Schwartz reported that she began training four new docents last week. Art in Public Places Minutes November 19, 2008 0 0 There was a tour of the art at the Library (second Saturday tour) and two tours on Friday that were part of the Art of Food and Wine event. There were 40 people on the two Friday tours. The next second Saturday tour is December 13 of the El Paseo Invitational Exhibition. Ms. Schwartz noted that the El Paseo tour usually gets halfway through the Exhibition which is why there are two separate tours. D. Public Art Film Series Ms. Schwartz reported that she has been working with UCR putting together a public art documentary film series. Three films will be shown beginning in January. To date she has scheduled dates for three films. "Chihuly — A Light of Jerusalem" will show January 21, including a discussion with Jerry Hirschman and Michael Paul Thiry who will talk about glass blowing and metal sculpting. The second film, "Maya Lin's A Strong Clear Vision" will show in February that will include a talk with Phillip Smith. She is looking for a third film for the series. Her goal is to educate the community on the process of public art. The films will be held in the Auditorium at UCR on Wednesdays at 6:00 p.m. at no cost. XI. REPORTS AND REMARKS A. STAFF Ms. Schwartz stated that this year's Art of Food and Wine event was a success. Several artists were part of the event and Ted Phillip Denton sold a couple of his pieces. Tony and Karen Barone had a lot of positive feedback and Councilmember Jim Ferguson loved their macaroni and cheese sculpture. Mr. Twedt reported that Emily from the Palm Springs Art Museum is very interested in working on the traffic signal box project. Mr. Twedt stated that he has a meeting with Mark Greenwood this week about the project. He noted that he had contacted two teachers at Palm Desert High School about participation in the project. One of the art teachers is too busy and he has not heard from the other. He will approach the After School program at the YMCA about their participating in the project. Art in Public Places Minutes November 19, 2008 0 { Mr. Twedt announced that staff met with Commissioners Grochau and Stenning regarding the RFP for the Internet Video competition which has been sent to Palm Desert schools, public art programs, and the art incubator website. The deadline for the competition is July 3. The next Desert Cities Public Art Coalition meeting is scheduled for December 9 in Palm Springs. Commissioner Stenning complimented Palm Desert on its public art program. Commissioner Weston suggested taking a tour of the Henderson Building. It was suggested to hold an AIPP meeting at the Chamber. Mr. Twedt noted that the Commission has not taken a public art tour in a few years. Commissioners should think of where they would like to go. B. COMMISSION MEMBERS Commissioner Snyder complimented staff on the excellent job done on the 2009/10 El Paseo Invitational Exhibition dedication and reception.
