ART IN PUBLIC PLACES COMMISSION
MINUTES
October 21, 2009

III. ORAL COMMUNICATIONS
Ms. Schwartz introduced Lauri Aylaian, Director of Community
Development, who will oversee the Public Art Department. Debbie
Thompson and Deborah Schwartz's offices are in the Community
Development building.

IV. CONSENT CALENDAR
Minutes of the regular meeting held on September 16, 2009.
Commissioner Weston referred to Page 5 of the minutes asking for
clarification regarding the 2010/2011 El Paseo invitational
Exhibition where it states that in previous years the RFP has stated
that people with private collections may apply. Ms. Schwartz
explained that due to the nature of the upcoming exhibition the
Commission concurred to exclude private collections.
Upon Motion by Commissioner Hough and second by
Commissioner Bussing, the Minutes of September 16, 2009 were
approved unanimously with Commissioners Darby and Stenning
absent.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION
Ms. Schwartz reported that at its meeting of October 8,
2009, the City Council approved the public art component for
Sacred Heart Church and the public art component for
Seventh Day Adventist Church.
B. PLANNING COMMISSION REPORT
Ms. Campbell reported that the Planning Commission
approved additional square footage for a beauty salon.
VI. CONSENT ITEMS HELD OVER

VII. NEW BUSINESS
A. CONSIDERATION TO APPROVE DESIGN PROPOSAL,
"JOURNEYS OF THE IMAGINATION" AND
"FREEWHEELIN" BY GARY PRICE FOR EL PASEO
VILLAGE
Ms. Schwartz introduced Joshua Paquette from J. Willott
Gallery to talk about the artwork for El Paseo Village. Mr.
Paquette stated that the developer is proposing artworks
"Journeys of the Imagination" and "Freewheelin" by Gary
Price as the public art component for El Paseo Village.

"Journeys of the Imagination" will be a bronze sculpture of a
boy flying on a paper airplane with a smaller boy at the base
of the sculpture listening to an iPod and holding a laptop.
Commissioner Weston asked if Gary Price has already been
chosen for the project. Ms. Schwartz responded that this is
a private development project and they are bringing the
proposed artwork to the Commission for approval to fulfill
their public art fee. The Commission asked about the
number of editions of "Journeys of the Imagination". Mr.
Paquette responded that the artwork will be individually cast
and the mold will be changed for this project to adding the
iPod and laptop. "Journeys of the Imagination" will be an
edition of one (1) of one (1). "Freewheeling", however, will
be in a limited edition series of one (1) of thirty (30).
Commissioner Hough asked Ms. Schwartz what the City's
policy is for number of limited editions and is there a
maximum limit on them. She recalls in past discussions that
four or five was the maximum number of editions that would
be accepted into Palm Desert's collection.
Commissioner Weston commented that he did not think the
Commission had any choice on the vote because the artist
and location have been chosen. Ms. Schwartz noted to the
Commission that this is the time that the Commission
comments and votes on approving or not approving the
proposed artwork. Commissioner Weston added that the
artworks are not exciting and El Paseo is an adult street and
would like to see something more sophisticated. Ms.
Schwartz noted that the Commission can make a
recommendation to Council through their vote on a proposal.
Commissioner Bussing was concerned about the number of
editions for "Freewheelin". She feels that the Commission
should not compromise its policies concerning the number of
pieces in a limited edition series. Commissioner Hough
asked Mr. Paquette to confirm that "Journeys of the
Imagination" will be created as a one of a kind artwork. She
is also concerned about the large number of editions of
"Freewheelin". Commissioner Hough requested that the
gallery confirm by letter what number in the limited edition
series "Freewheelin" is. Ms. Schwartz referred to the
Developer Application which states that the fees paid into
the fund were $25,937.50 with the cost of the artworks being
$50,000. The developer can only be reimbursed for the
amount up to the fee that was paid into the AIPP fund.

It was moved by Commissioner Hough and second by
Commissioner Snyder to continue Consideration to Approve
Design Proposal of "Journeys of the Imagination" and
"Freewheelin" by Gary Price as the public art component for El
Paseo Village to the meeting of November 18, 2009. The
Commissioners want to review the Guidelines of what the
policy is for number of editions. Motion carried unanimously
with Commissioners Darby and Stenning absent.
B. CONSIDERATION OF ARTWORK PLACEMENT FOR THE
PUBLIC ART COMPONENT FOR THE PALM DESERT
AQUATICS CENTER
Ms. Schwartz informed the Commission that the City Council
approved to move forward with the Palm Desert Aquatics
Center. She added that there is a statement in the RFP that
will require the selected architect and contractor to work with
the artist on the public art component for the project. Ms.
Schwartz stated that she foresees that the location of the art
component be placed at the entry to or bottom of the zero -
depth -entry recreational pool. Ms. Schwartz introduced
Janis Steele, Parks and Recreation Services Manager, who
circulated a site plan for the location of the Aquatics Center.
The chosen location is in the date grove within the Civic
Center Park. Completion date for the project is summer
2011. The contract for the architect will be awarded in
December. An RFQ will be advertised and once
qualifications are received, the Commission will select three
finalists to create a proposal for the public art component for
the recreational pool.
It was moved by Commissioner Weston and seconded
by Commissioner Hough to approve the artwork placement as
the public art component for the entry to or bottom of the
recreational pool for the Palm Desert Aquatics Center and to
move forward with the Request for Qualifications for artists.
Motion carried unanimously with Commissioners Darby and
Stenning absent.
C. CONSIDERATION OF ARTISTS TO BE INCLUDED IN
CITY OF PALM DESERT'S ARTIST REGISTRY
Artwork by Reinis Liepa and Adam Reeder were reviewed to
be considered as part of the City of Palm Desert's Artist
Registry.

It was moved by Commissioner Bussing and seconded
by Commissioner Snyder to reject Reinis Liepa and Adam
Reeder in the City of Palm Desert's Artist Registry. Motion
carried unanimously with Commissioners Darby and Stenning
absent.
D. CONSIDERATION OF ARTISTS TO BE INCLUDED IN
CITY OF PALM DESERT'S VIRTUAL GALLERY
It was moved by Commissioner Hough and seconded by
Commissioner Bussing to continue the Consideration of
Artists to be Included in the City of Palm Desert's Virtual
Gallery to the meeting of November 18, 2009. Motion carried
unanimously with Commissioners Darby and Stenning absent.
VIII. CONTINUED BUSINESS
A. CONSIDERATION OF ENTRIES FOR THE FILM AND
VIDEO COMPETITION
Ms. Schwartz reminded the Commissioners that one of the
entries for the film and video competition was not operational
at last month's meeting and will show all entries again for
consideration. An award of $500 will be given to one first
place winner and two second place winners will receive $250
each. The winners will be honored at a City Council meeting
as well as placed on the City's Website. She noted that two
of the videos were made by the same person and there were
two other videos by two other people.
The Commission reviewed the four entries which were as
follows. "Yoga is Harmony" by Rebecca Rowley; "Damien
Checks In" by Rebecca Rowley; "Forever" by Nicholas
Kendall Cox; and "3 Minutes, 22 Seconds" by Franklin
Landfields.
It was moved by Commissioner Weston and seconded
by Commissioner Snyder to award first place to "Forever" by
Nicholas Kendal Cox and second place to "Yoga is Harmony"
by Rebecca Rowley. Motion carried unanimously with
Commissioners Darby and Stenning absent.
Ms. Schwartz will send out letters notifying all participants of
the awards and will have the winners present at a City
Council meeting to receive a certificate of recognition.

IX. OLD BUSINESS

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Schwartz reported that the current show, "Beloved
Desert" Desert Sandscapes & Golden Oasis by Elizabeth
Stephenson and Mark Stephenson has been well received.
One of Elizabeth's pieces has been sold. The reception is
Monday, October 26, at 5:30.
B. Website
Ms. Schwartz is working on adding a "Desertscapes" page to
the Website which should be up and running within the next
two weeks.
C. Docent Program
Ms. Schwartz reported that there were 15 people on the
October 10 tour of El Paseo. There are a couple of other
private tours scheduled. The docents are handing out a
questionnaire to people attending tours asking for feedback
about the public art collection.
D. Desertscapes
The Desertscapes Committee met last month. The
Committee is working on an official logo for the event. To
date, several lectures, exhibitions, tours, and paint outs have
been scheduled and are on the master calendar. The
Committee is looking for a celebrity to participate in a kick off
event. They are also looking into doing a bus tour of homes
of people who have private collections. A couple of people
who now live in Phoenix that were part of Palm Desert
Magazine (now LG's Steakhouse) will come out and give a
talk about when it was Palm Desert Magazine which
included an art gallery. Next meeting is Friday, November
13, at 3:00 p.m. in the ACR.

E. 2011/2012 El Paseo Invitational Exhibition
Ms. Schwartz reported that the letters went out to the
selected artists for the 2011/2012 El Paseo Invitational
Exhibition and the Call for Entries is posted on the Website.
The proposals are due in March. She will need to meet with
the Subcommittee in the next couple of months regarding
the timeline of reviewing the proposals.
F. Film Series
Ms. Schwartz reported there has been a change in the
schedule for the film series at UCR. The series was
scheduled for the third Wednesday of the month, January
through April. UCR has asked if the series can be changed
to the third Thursday of the month. She is contacting the
people who she was scheduled talks with to see if they
would be able to speak on Thursday instead of Wednesday.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz informed the Commission that on October 30
she will be hosting the Public Art Coalition of Southern
California Group. They will discuss emerging artists as well
as projects the cities have been working on. They will take a
tour of El Paseo after lunch.
B. COMMISSION MEMBERS
Commissioner Snyder announced that they had an opening
for the Bureau of Indian Affairs. He circulated a catalog of
Indian art.
Commissioner Hough circulated invitations to the reception
for Lino Tagliapietra on November 3, at the Palm Springs Art
Museum. He is flying in from Italy and will make a
presentation.
