Minutes of the regular meeting held on January 27, 2010.
Upon Motion by Commissioner Darby and second by
Commissioner Hough, the Minutes of January 27, 2010 were
approved unanimously.

V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION
Ms. Schwartz reported that the City Council approved the
public art component for Segovia of Palm Desert. Artist
Woods Davy will place art from his Cantamar Series for the
project.
The City Council also approved the return of AIPP fees to
the Seventh Day Adventist church for its public art
component.
A one year extension with Same Day Express for the public
art maintenance contract was approved. The original
contract allowed for three annual extensions with this year
being the first of three.
The City Council selected and approved the artist for the
Palm Desert Aquatics Center recreational pool. The Council
voted to commission Paul Hobson, who was the
Commission's second choice. Mr. Hobson attended a
meeting at City Hall a couple of weeks ago and met the
architects and entire team for the Aquatics Center. Ms.
Schwartz noted that it is a very fast paced project. Mr.
Hobson had to change the shape of the original design quite
a bit. The original design of the recreational pool had a fan
shape at one end and now has been squared off. He
changed the design to have the divers at the entrance of the
pool and the swimmers will be placed at the locker room
doorways.
B. PLANNING COMMISSION REPORT
Ms. Campbell reported that at the meeting of March 16,
2010, the Planning Commission revoked a Conditional Use
Permit for a massage parlor. The Commission
recommended to Council to add outcroppings to their
ordinance.
The Commission also voted that no new parlors will be
permitted along Highway 111 or El Paseo (including tattoo,
massage, smoke shops, pawn shops, and bail bonds).

VII. NEW BUSINESS
A. APPROVAL OF EIGHTEEN SELECTIONS AND THREE
ALTERNATES FOR THE 2011/2012 EL PASEO
INVITATIONAL EXHIBITION
Ms. Schwartz reported that the subcommittee met and
reviewed 67 applications from throughout the country and
narrowed the selection to eighteen with three alternates.
There were 200 applications for the 2009/2010 exhibition
curated by Mark Stephenson who was able to speak with
artists throughout the country about the exhibit as he
traveled the art shows. Ms. Schwartz gave a presentation to
the Commission of the sculptures selected by the
subcommittee. The following artists were selected by the
subcommittee and presented to the Commission. Max
DeMoss, "Comet Platter"; Peter Mangan, "One Woman";
Matt Hillseth, "Desert Sunrise"; Kevin Robb, "Capturing the
Spirit" (CODA Gallery); John Banks, "Thought of a Treble
Clef"; Jon Seeman, "Into the Light"; Rik Phillips, "Sassy"
(Copal Fine Art); Jennifer Corio and David Frei, "Shapely
Two"; Alfonso Arambula Robles, "Archangel"; Nancy
Mooslin, "Desert Melodies"; Brian Carlson, "Ascension";
Helle Scharling-Todd, "Color Molecules"; David Turner,
"Moon Shadow"; Steven Rieman, "Mojave Sails"; Ken Smith,
"Eye of the Desert"; Mike Suri, "Brushing"; John Richen,
"Musicians" with four to five pieces on the pad (A Gallery);
and Charles Sherman, "Infinite Sun of Coachella Valley".
The three alternates were Carol Gold, "Fiesta II"; Mark Yale
Harris, "Recoil"; and Cathrin Hoskinson, "Light Catcher".
Each artist will receive an honorarium of $2,575.
It was moved by Commissioner Hough and seconded by
Commissioner Bussing to approve the eighteen sculptures
and three alternates presented to the Commission by the
Subcommittee and approve the honorariums of $2,575 for
each of the selected artists. Motion carried unanimously.

B. CONSIDERATION OF PROPOSALS FOR EXHIBITION IN
THE PALM DESERT COMMUNITY GALLERY FOR THE
2010/2011 SEASON
Ms. Schwartz received 25 applications for consideration for
the 2010/2011 Palm Desert Community Gallery season.
She received three proposals from artists with three
dimensional works, and one from an artist who does both
two and three dimensional work. Ms. Schwartz reminded
the Commission that there are now five shows a year, one
being the Student Art and Essay Contest. Ms. Schwartz
reported that the City Manager is reevaluating the gallery at
the Visitor Center and is considering bringing it back to the
old gallery location in the north wing building at City Hall.
She asked that the Commission consider both gallery
spaces while reviewing the proposals. She mentioned that
the north wing does not have an area for three dimensional
works. She suggested, however, that the Commission
consider the three dimensional works. If the gallery does get
moved back to City Hall she can notify the artists with the
three dimensional work of the change in location and that
they may not be able to show their work. Ms. Schwartz
presented the proposals of the following artists' work. Al
Savlowitz, Danny Hughes, Diane Kline, Jayel Aheram,
Jeffrey Kirby, Liz and Robert Waska, Lauretta Lowell,
Malcolm Doran, Marilyn Blitz, Martha Shafarman, Renee
Woodward, Ryan Motel Campbell, Sunny Patton, Tim
Robson, John Kornfeld, Jim Turpin, Jean Miles Hopkins, Ben
Jasper, Martha Daniels, Beverly Morrison, and Judy Nemer
Sklar. The group shows were the Coachella Valley Desert
Camera Club, Luscious Brush (Connie Collins), and Joslyn
Senior Center. The Commission concurred to combine the
following artists as complete shows. Al Savlowitz, Jeffrey
Kirby, and Ben Jasper as one show; Jayel Aheram as a solo
show but if he does not have enough works he can be paired
with Liz and Robert Waska; Judy Nemer Sklar and Renee
Woodward as one show, and the Coachella Valley Desert
Camera Club as a group show. The Commissioners
commented that they really liked the gallery at the Visitor
Center for display of artists' works.
!t was moved by Commissioner Hough and seconded by
Commissioner Snyder to accept the following shows for the
2010/2011 season. The shows include Al Savlowitz, Jeffrey
Kirby, and Ben Jasper as one show; Jaye! Aheram as a solo
show with a possible pairing with Liz and Robert Waska as

one show; Judy Nemer Sklar and Renee Woodward as one
show; and the Coachella Valley Desert Camera Club as a
group show. Motion carried unanimously.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Schwartz reported that the "Desertscapes" show will end
March 28. Several pieces have sold during the show. The
next show is the annual Student Art and Essay Contest that
will open April 1.
B. Website
No report.
C. Docent Program
Ms. Schwartz reported that the Docent Program is going
well. The first graders from Washington Charter School
toured El Paseo.
D. Desertscapes
Ms. Schwartz circulated the "Desertscapes" rack cards to the
Commissioners. The Committee will meet one last time on
Friday, March 19. Ms. Schwartz encouraged the
Commissioners to attend some of the events. Visit
www.palmdesertart.org for a complete schedule. Ads will be
placed in the Desert Sun starting next week.
E. Film Series
Ms. Schwartz reported that tomorrow night's film is "Herb &
Dorothy" with Jim West and Karen Prinzmetal speaking after
the film. There are 380 people signed up to see the film.
She is considering films for next year's series, so if anybody

has suggestions, please let her know. The final film (April
15) will be "George Segal: American Still Life" with Lisa
Soccio of College of the Desert speaking after the film.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz stated that staff researched the component at
the ARCO gas station that has been in question of it being
public artwork or a planter. It was determined, to the best of
staff's knowledge, that the component is not public art. Staff
looked at the plans and the fountain predates the public art
committee. 1t is out of the Commission's purview.
Ms. Schwartz reported that the traffic signal box on Larkspur
and El Paseo that was painted by Marcy Gregory was
vandalized. The paint had been completely removed by a
pressure washer in the middle of the night. A police report
was filed. A week later the box was graffitied. Ms. Schwartz
will write a memo to the City Manager recommending having
the box repainted. The project was a temporary project but
the removal of the work was unanticipated. The fact that the
artwork no longer exists is in line with the initial idea of the
project. However, she does not want to set precedence that
if art is vandalized or damaged it does not get repaired.
B. COMMISSION MEMBERS
Commissioner Hough announced the opening of "Colors of
the West" at the Palm Springs Art Museum on April 16. It
will be the last opening of the season.
