ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Minutes of the regular meeting held on March 17, 2010. Upon Motion by Commissioner Snyder and second by Commissioner Bussing, the Minutes of March 17, 2010 were approved unanimously. Ark in Public Place 1ilinutes April 21, 2010 0 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION Ms. Schwartz reported that the City Council reviewed and approved the 2011/2012 El Paseo Invitational Exhibition with a 4-1 vote. She is in the process of contacting the artists who will exhibit their work in the upcoming exhibition. Ms. Schwartz changed the order of placement of some of the artworks. B. PLANNING COMMISSION REPORT Ms. Campbell reported that the Planning Commission approved a Conditional Use Permit to operate a new dental hygiene training facility for Loma Linda University in the service industrial district on Gateway Drive. The design for the Desert Willow terrace, canopy, kitchen, and overflow parking lot was approved. The Commission also continued, to the next meeting, the consideration of a zoning ordinance amendment to allow short term rentals. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDERATION OF DONATION BY KENNETH DUNN OF THE SCULPTURE "ARIES THE RAM" BY ARTISTS BILL STOUT AND JOE WERTHEIMER Ms. Schwartz reported that staff was approached by Kenneth Dunn who would like to donate "Aries the Ram" to the City's permanent public art collection. Mr. Dunn did not have a color photograph of the ram available, but Ms. Schwartz referred to the black and white copy in the agenda packet. Ms. Schwartz reminded the Commission to consider the same stipulations for a donation as it would for any proposal in terms of quality and longevity. When the City adds an artwork to its permanent collection, it also is responsible for insuring and maintaining the artwork. If this Art in Public Place,. ,1inutes April 21, 2010 0 piece is accepted into the collection, it should be placed indoors but a location for it has not yet been determined. Commissioner Hough noted that she was involved in the bighorn sheep sculpture project at the Palm Springs Art Museum with Alexandra Sheldon who spearheaded the project. The sculptures were located throughout the Valley and are quite plentiful. She added that Rancho Mirage was more involved in the project than Palm Desert. If the project originated from Palm Desert we would most likely prefer to have one in the collection as a signature piece. The question was asked if this particular piece is to represent that project in Palm Desert. It was moved by Commissioner Darby to accept the donation by Kenneth Dunn of the sculpture "Aries the Ram" by artists Bill Stout and Joe Wertheimer for the City of Palm Desert's permanent public art collection. Motion died for a lack of a second. It was moved by Commissioner Bussing and seconded by Commissioner Snyder to not accept the donation by Kenneth Dunn of the sculpture "Aires the Ram" by artists Bill Stout and Joe Wertheimer for the City of Palm Desert's permanent public art collection. Motion carried unanimously. B. CONSIDERATION OF "DESERT BLOOM" BY GREG REICHE AT A COST OF $20,000 AS THE PUBLIC ART COMPONENT OF THE DESERT WILLOW GOLF RESORT EXPANSION Ms. Schwartz reported that the secondary entrance to Desert Willow Golf Resort is expanding areas of the kitchen, terrace area, and the entrance to the traffic circle. The estimated public art fee for this project is $25,000. Staff is proposing to purchase "Desert Bloom" by Greg Reiche that is in the current El Paseo Exhibition to place at Desert Willow as the public art component. Mr. Reiche has offered the artwork for $20,000 from its original cost of $40,000. Ms. Schwartz noted that we could send out an RFP but she knows the Commission does like to purchase artwork from the El Paseo Exhibitions which adds value to the exhibition and encourages artists to participate. It was moved by Commissioner Hough and seconded by Commissioner Darby to accept the purchase of "Desert Art in Public Places ,,Minutes April 21, 2010 O O 0 Bloom" as the public art component for the Desert Willow expansion. Motion carried unanimously. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Schwartz reported that staff sent letters to the artists who will participate in next season's show. Jayel Aheram, who is the photographer of the war photographs, has enough work for a solo show. The current exhibition is the Student Art and Essay Contest. The Award Ceremony is May 5 at 6:30 p.m. at the Visitor Center. Walking Tall will follow the Student Art and Essay Contest and will be the final show at the Visitor Center. The upcoming season will start at the North Wing Gallery at City Hall. B. Website No report. C. Docent Program Ms. Schwartz reported that the docent program is winding down for the season. There are a couple more second Saturday tours before the season ends. There was a tour last week for a company that intends to utilize our program. D. Desertscapes Ms. Schwartz reported that "Desertscapes" is going very well. She thanked Commissioner Hough for giving a wonderful lecture last night. The Paint Outs went well. The exhibition at the College of the Desert Marks Center was A ,in Public Place ,Jlinutes April 21, 2010 0 0 o very well received as was the Jean Stern lecture. Ms. Schwartz reported that the community canvases have been a lot of fun. There was a young girl at one of the events who painted on one of the canvases and her grandmother wants to buy it. Ms. Schwartz plans to give the canvases to the Historical Society who can auction or sell the painted canvases to help offset some of the costs they have incurred with "Desertscapes". Upcoming events include Painters of the Desert lecture at LG's Steakhouse on April 23; bus tour of collectors' homes on April 24; and the Sunlight & Shadow: Desert and Western Landscape Painting tour given by Christine Giles at the Palm Springs Desert Museum on April 29. The Blueprinter is also having a few events to support the "Desertscapes" event. E. Film Series The series ended with the film "George Segal: American Still Life". Lisa Soccio from College of the Desert Marks Center spoke after the film. Ms. Schwartz is researching films for next year's series. There were reservations from more than 1,000 people for all four films. F. Palm Desert Aquatics Center Ms. Schwartz noted that the design for the pool at the Palm Desert Aquatics Center changed somewhat. The artist moved the artwork to the entrance of the locker rooms, the pool complex, and the recreation room. G. Student Art and Essay Contest Ms. Thompson thanked Commissioners Bussing and Hough for judging the contest. Also, Commissioner Darby will announce the winners at the Award Ceremony. Commissioner Bussing offered to help out at the refreshment table during the award ceremony. XI. REPORTS AND REMARKS A. STAFF Ms. Schwartz announced that the public art program was nominated for and won the Inland Empire Section of the American Planning Association Grassroots Initiative Award. She will attend a dinner in Riverside to receive the award and will then present it to City Council. She thanked the Commission for its hard work. B. COMMISSION MEMBERS None X1.
